I wish to make a series of separate requests under the Freedom of Information Act. For convenience, I am including them in one email.

They are as follows:

1.  Please confirm or deny whether the local authority holds a contract(s) for the fitting of intrauterine devices and intrauterine systems (IUD/IUS) in

a.General practice Yes/No

b. Contraception and sexual health (CaSH) clinics Yes/No

c.other settings in your local area Yes/No

a. General practice, if confirmed, please supply details of the contract(s)

i.  please provide details of the number of practices/clinics signed up to the contract and what proportion this is of the total number of practices/clinics within the local authority area

73 Leicestershire GP practices from a total of 83 (proportion 88%)

ii.  please confirm or deny if the contract(s) specifies that healthcare professionals should meet national standards of training in order to fit IUD/IUS

Confirm. The Contract requires that all healthcare professional delivering IUD/S fits hold the national standards of training by 1 October 2016.

iii.  please confirm or deny if the contract includes a referral pathway for women wishing to have an IUS/IUD fitted, if it is not available in the practice/clinic where they first request or are prescribed this method of contraception

Confirm. The contracts include a referral pathway to the specialist sexual health service for specific criteria including patient choice for a female practitioner if unavailable at the provider, following a failed IUD/S insertion or concerns about patients’ long term medical conditions or other disorders. In addition providers have opportunity to subcontract for this service with written permission of the Local Authority.

iv.  please confirm or deny whether the contract includes the funding of the unit cost for the IUS/IUD

Confirmed.

v.  please confirm or deny whether the contract includes the funding of IUS for non-contraceptive purposes

Denied. The contract excludes IUS for non-contraceptive services.

b. Contraception and Sexual Health clinics, if confirmed

i.  please confirm or deny if the contract(s) specifies that the service provides training for HCPs to fit IUS/IU Ds to national standards

Confirmed. The Specialist sexual health service contract for Leicestershire & Rutland includes provision of training for HCP to achieve FSRH LoC in IUD/S. A charge may be levied for this training.

3.  Please confirm or deny whether the local authority has formal arrangements in place to fund training for healthcare professionals to fit IUD/IUS for 2014/15

Denied. The local authority does not have arrangements in place to fund training for HCP to fit IUD/S.

a.  If confirmed, will these funding arrangements be continued for the financial year 2015/16?

Not applicable

b.  If denied, what organisation is responsible for the commissioning of training for the fitting of IUD/IUS in your area?

The contracted providers are responsible for funding training for fitting of IUD/Ss.

4.  Please confirm or deny whether the local authority monitors the number of healthcare professionals qualified to deliver training in the fitting and removal of IUD/IUS in the local area

The local authority does not have a formal process to monitor the number of HCP qualified to deliver training in the fitting of IUD/S in the local area.

a.  If confirmed, please supply details of the monitoring arrangements

Not applicable

5.  Please supply details on the proportion of IUD/IUS fitting in your local area which is carried out in (a) general practice, (b) CaSH clinics and (c) other settings

We hold the CaSH provision data for 2013 (from national SHRAD data 2013) however we do not hold a full calendar year data for GP provision for 2013; therefore we are unable to provide a proportion.

Public interest arguments

There is a clear public interest for disclosure of this information, in that disclosure will:

• Further the understanding of and participation in the public debate of issues of the day, and will allow a more informed debate of issues under consideration by public bodies

• Promote accountability and transparency by public authorities for decisions taken by them

• Promote accountability and transparency in the spending of public money

• Allow individuals to understand decisions made by public authorities affecting their lives and, in some cases, assisting individuals in challenging those decisions

I observe the Ministry of Justice’s guidance on fees which states “if a request is particularly wide ranging, and therefore likely to be expensive to answer, the authority should consider discussing this with the applicant and see if the question could be refined to a more manageable level, or resubmitted in part, to bring it below the appropriate limit.”
