Inter Livery Rifle Shooting at Bisley Ranges - Fri 2 Jun 2017. The following comes from the Bakers’ Company. Should any Shipwrights wish to organise a team and enter the competition, please let me know.

Many of you will remember the last three years outstanding days at the Bisley ranges. By overwhelming popular request, we are again organising a day rifle and pistol shooting at the unique Bisley ranges. Please note the above date, and please start thinking if your livery and YOU wish to participate. Early advice of interest is appreciated and does NOT mean a commitment- that will be required when full details are issued in next month or so. As in the previous years we are limiting the day to 16 Livery Company teams of 3. In each team there can be one non-liveryman and teams can mix members of different liveries. The surplus on the day will be donated to the RAF Benevolent Fund. Previous years have now raised about £30,000, and so we are hoping to build on that. This is largely due to the generosity of the RAF Target Rifle Club, who organise and feed us all during the day. We will, as before, shoot 5 disciplines, including the long range target rifle, and the popular black powder pistol, the full bore McQueen, and we are hoping this year to add target shotgun – an exciting and relatively new discipline that is rapidly growing – GREAT FUN!! Due to the ever growing success of the event I will be managing the administration along with the team at the “Bakers” office; the team deemed the winners will receive the Bakers Cup, a truly splendid trophy in the spirit of the great rifle shooting trophies of the Edwardian and Victorian eras. After the tie last year we will be upscaling the rules to better handle such eventualities.
As last year, for those from afar or just wishing to avoid the M25 in the morning we will be offering accommodation and a meal the night before, hopefully a good wholesome 3 course meal at one of the pavilions, retiring to the RAF pavilion for port and watch the sun set.
At this stage we are looking for indications of interest by Companies and those who may wish to enter a team and more details will follow in the next month or so.

Bank Junction – Response from CoLC. In the last Dockyard Notice I forwarded an open letter from the Master of the Hackney Carriage Drivers on Bank Junction. The response from the Chairman of the Planning & Transportation Committee, Christopher M Hayward CC is below.

Dear Clerk,

You may have recently received a letter from the Worshipful Company of Hackney Carriage Drivers concerning the proposed Bank on Safety Experimental Scheme. I would like to offer some further information about the scheme.

The experimental scheme is a big step for the City and is being undertaken with the best of intentions. Ultimately something has to change at Bank. It is no longer fit for purpose for the number of people that pass through it each day. Pedestrians dominate this area during the working day and yet are given the least priority in time and space. The second most dominant mode is pedal cyclists, who in the peak periods account for around 50% of the vehicles crossing the junction.

The City has a duty of care to protect the public within our boundary and to take positive steps to reduce collisions on our streets. Bank has the highest number of casualties on our local streets, with two fatalities in the last five years. It is a top priority for the City to tackle this and there is also a great deal of support from the local community. The primary objective is to achieve a 50-60% reduction in casualties in the area. We also expect to see improvements in air quality at the junction and reduced journey times for bus passengers on a number of routes.

The experiment will restrict motor vehicles, other than buses, crossing the junction Monday to Friday 7am to 7pm. Outside of these times all motor vehicles can continue to use Bank as they do now. The actual restricted area is very small and is shown in purple in the diagram below. The area in grey highlights the area that effectively will become an access only area. This means that vehicles would only really choose to enter the area for a specific purpose; such as to deliver or collect goods and people.

This does mean that there will be motor vehicles needing to reroute to access properties in the grey area, as their movement across the junction will be prevented during the weekday restriction. However, access to those properties are maintained throughout the day. Those properties that boarder the purple area largely retain access all day for most vehicles. For those few properties that cannot be accessed as now, we have and will continue to engage with them to limit the disruption to their daily activities.

Specific concerns have been raised about taxi access. As above, access to the properties in the grey area is not restricted. However, the routing to and from these properties maybe different, depending upon the origins and destinations of the vehicles. The key point is that Taxis will still be able to provide door to door access to all properties in the grey area.

Vehicles will be able to drop off people near the junction, just as they can do at the moment with the existing road barriers, such as the guard railing or mandatory cycle lanes or being physically within the junction. To mitigate the impact on taxis, new taxi ranks and an extension of existing taxi ranks will be provided in the area. From the detailed work we have undertaken, we expect average general traffic times in the area to remain neutral, possibly slightly improved, with the experiment in place.

As this is an experimental scheme, we will monitor and review the impact. Modifications can be made if necessary. The first review will take place four weeks after the scheme’s launch followed by a report presented to Committee. There will be a full public consultation on the scheme supported by significant monitoring. We have engaged with taxi representative groups and we have offered to work with the taxi trade to assess the impact of the scheme on them and their passengers. We will also work with our local Access Group to assess any other impact on disability groups.

If you have any questions regarding our planned experiment at Bank, which we are endeavouring to deliver by the end of April 2017, please contact the Project team at or 020 7332 3839. Further information will be coming out from the team over the coming weeks.
