MICHIGAN COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM MICHIGAN STRATEGIC FUND

ELIGIBILITY

Projects will be eligible for scoring based primarily upon the following factors:  Located in a low and moderate community  Benefits the entire low and moderate area  Project is located within a traditional downtown  Project has eligible activities  Project has a maintenance plan  Project has a local cash match commitment of at least 10%  Project can be completed within a year  Community was not awarded a 2010 Downtown Infrastructure Grant (DIG)  Community has not applied for a 2011 Farm to Food Grant  Pre-application is complete (one electronic and one hard copy have been received)

SCREENING CRITERIA

DIG projects will be expected to meet the following criteria:  Project Viability - The community must be able to demonstrate that the project is designed to improve the infrastructure quality in their downtown district. The public improvements can include projects in the downtown district such as: streets and roads, parks, sidewalks, curbs, gutters, sewer, water, lighting, parking facilities, street furniture, landscaping and wayfinding (directional signage) in a traditional downtown. Grant activities must occur on public property. Projects will not be considered that require property or easement acquisition, or relocation of businesses, non-profit organizations, homeowners or tenants.  National Objective - Projects are required to be located in communities made up of at least 51% low and moderate income persons. Refer to the Low and Moderate Income Communities and Project Areas List for reference. This list can be found online at www.MichiganAdvantage.org/CAT.  Minimum Local Participation - Proposed projects are required to have a local cash match of 10 percent.  Priorities - Projects with a local match greater than 10%; projects that demonstrate leveraging of other private and public dollars; communities that do not have inactive downtown CDBG grants; projects that are in areas where the community has had past investment; projects involving innovative design elements; and whether a project is represented by a specific downtown business organization.

MAXIMUM GRANT AMOUNT

The maximum CDBG dollars requested per project shall not exceed $750,000 and be at least $100,000. Projects under $100,000 will not be considered. The total amount of grant funds available is $3,000,000.

Note: The maximum amount of CDBG funding that will be allowed for administration is $5,000 for grants up to $500,000 or $10,000 for grants up to $750,000.

Please use this checklist to ensure all components of the Pre-Application are included.

Pre-Application including cover sheet with the signature of the local authorized government official. If any questions are not addressed, or attachments are not included, the Pre-Application will not be considered. Project budget (Attachment 1). Include all sources of funding. Please note, if your community is using Microsoft Office 1997-2003, a compatible budget is located on the website. Photos, Renderings, and/or Site Plans (Question 2) Detailed map showing that all of the proposed properties receiving infrastructure improvements are located within the traditional downtown (Question 14). Commitment letters from all sources must match the amount(s) identified in the budget (Budget Question 3). For all funding sources (DDA, County Road Commission, MDOT, MDEQ, USDA, etc.), documentation must be a signed letter from each source. The letter should specifically state the amount of funds (not percentage), the source of the funds (water fund, grant/loan number, bond, etc) and the anticipated date of availability of the funds.

Preliminary estimates for demolition, construction, and/or engineering (Question 6(c)). Note: The estimated numbers must match the numbers in the budget.

PRE-APPLICATION SUBMISSION & IMPORTANT DATES

Return one completed Pre-Application signed by the authorized local government official via email and one via U.S. mail. The two copies must be identical. The electronic Pre-Application submission should be sent to [email protected] . Include the Pre-Application, pictures, project cost/engineering estimates, additional documentation and maps as attachment(s) in the email. Mail a complete hard copy of the Pre- Application including attachments to:

Pre-Applications must be received by 5:00 p.m., Friday, October 21, 2011. Late Pre-Applications will not be accepted. All Pre-Applications submitted on time will receive a confirmation e-mail from MEDC of the receipt of the document.

PROJECT INFORMATION AND DESCRIPTION

1. Describe the history of the project area.

2. Describe the project and all project activities (grant and non-grant funded).

Note: Submit pictures of the existing project area and proposed renderings or site plan.

3. Describe project design elements that are unique (i.e. appropriate screening, bike/pedestrian friendly, innovative concepts).

4. Provide a project timeline that includes the anticipated start and completion dates for the project’s activities, the anticipated start and completion dates for the design of the infrastructure, the construction of the infrastructure and the construction of other improvements funded with matching funds.

Note: Costs for preparing the Pre-Application and Application (ie. preliminary cost estimates) can be incurred but cannot be included in the project budget as match. CDBG funds may be jeopardized or withdrawn if written authorization from the MSF has not been provided prior to signing an engineering contract for additional engineering expenses other than the preliminary costs specified above.

7. Describe the status of the environmental review. Include the following:

Note: The CDBG environmental review process must be completed by the Community and written authorization received from MSF prior to incurring project costs and beginning any project activities. Project costs include costs to be paid for with CDBG funds or any other local, public, private, or any other funds. Incurring costs is defined as making any commitments relevant to the project. This includes, but is not limited to, signing contracts; entering into lease/easement/option/purchase agreements; ordering equipment, materials, or supplies; or performing any other work. The environmental review process usually takes a minimum of 60 days to complete. Incurring project costs and/or starting project activities prior to written authorization will jeopardize or cause the withdrawal of your project for funding consideration.

8. Describe the maintenance plan for the completed project and how it will be funded.

9. List any special fees (i.e. tap in fees, special assessments, hookup fees, etc.) which may be charged as a result of this project.

BUDGET INSTRUCTIONS
