It is part of the national strategy. Language policy is implemented through the selection of key languages. Today, under the great challenge of economic globalization and internationalization of higher education, we are faced with the choice of enterprise internationalization and internationalization of universities. Choice of internationalization, it means that enterprises and universities in varying degrees of English, the University of English in teaching and supporting the use of specialized English teaching is the inevitable choice. In this sense, academic English is the choice of history, the choice of the times. Keywords: language policy; English language; internationalization; English course; specialized English; academic English 1. Introduction Language policy and language selection As the words "globalization", "internationalization", "going out" and "internationalization strategy" appear frequently in national documents and important newspapers, "language planning", "language policy" Language management "these terms in recent years, China's academic community more and more began to study. Language policy can be traced back to the 1960s. At that time, with the end of the Second World War, many countries and regions from the aggressors under the iron heel liberated, the end of the colonial rule, the original use of the colonial language of many Asian and African countries and regions began to consider is to ____________________ Yi LIU, School of Foreign Studies, Anhui Sanlian University, Hefei 230601, China 625 continue to use the language of the colonists as the official language or to restore the official status of their language. In Malaysia, for example, English and Malay are the official languages, and this is also true Hong Kong. In addition to considering the balance between different languages, alleviating ethnic contradictions, this choice also involves the interests of political rights and resource allocation, and how to better develop their own economic and other factors. 2. Linguistic View in the Context of Globalization What is the language view? Language view is the people's understanding of the nature of language and views. Since the birth of human society, people on the origin of language, language and function of the definition of the inquiry has never stopped or interrupted. Different social stages have different views on language, such as the theory of divine appropriation, "Wang Wang", Marx's theory of labor creation, structuralism and functionalism. With the understanding of human language more and more profound, comprehensive, new language view constantly appear. Under the background of globalization, the emerging language views are language identity theory, language human rights, language capital theory, language soft power and so on. 2.1 Language Identity Theory According to Harrison, "identity is generated through culture - especially by language" (Harrison 1998: 248). Language identity theory, language and identity are closely related. To a certain extent, the language can be substituted Table, reflect or expose a person's identity, identity can also be verified and classified by language. Language is an identity sign. When a person speaks, his voice, intonation, words and speech will not only expose their accent, reflect their social status, but more importantly, his language reflects the national identity or nationality on his behalf. Any language is attached to a particular nation. Language reflects or reflects a nation or country's living environment, values, ways of thinking and living habits. When a language disappears, a nation ceases to exist. The most effective and vicious way of destroying a nation is to destroy its language; the best way to destroy it is to let the nation abandon its own language. Language identity is not natural, it has variability. Speaking a new language will get a new identity. A bilingual or multilingual person may have several linguistic identities than a monolingual. Language education can change, add, or obscure individual identities. When Colonial India was in India, Macaulay, the director of Indian education at the time, said this (Kachru 1986: 5): "We need a group of Indians who are descent and skinned, and love, opinion, morality and knowledge Is the British class. "During World War II, Japan in China and Taiwan to force the implementation of the Japanese language education, the purpose is to eliminate Chinese 626 through the Japanese language education, and then destroy China. Language identity can be changed by language education. 2.2 On the Right of Language Kramsch (2000: 129), professor of American language and culture, said: "The right to language is a concept co-sponsored by the United Nations and other international organizations with the aim of protecting the right of people to acquire and promote their own language, in particular children Language education. "Skult-nabb-Kangas & Phillipson, a sociology expert in Finland and Denmark, argues that language human rights include both the sense of identity for one or more native speakers and the right to speak from two dimensions: first, the language itself right. Like creatures, any language has the right to live. Second, the rights of language users, including three aspects: 1) citizens have the right to learn Mandarin; 2) citizens can not because of the use of other languages and discrimination; 3) citizens have the right to protect and retain their favorite language. 3. Reflections on Bilingual Education It is for these reasons, we believe that, in the face of China's bilingual education situation in full swing, timely reflection, review and appropriate adjustment of bilingual education policy is very necessary. In promoting the bilingual education process at the same time, to always pay attention to the following three questions. (1) "Chinese fever" to internal and external unity In recent years, the promotion of Chinese language strength and effectiveness of view, foreign language learning is increasing. Hundreds of Confucius Institutes, schools around the world, such as the spark set off a prairie fire. The value of Chinese is being recognized by more and more people. However, it seems to be in marked contrast to the fact that Chinese teaching and application in China is facing major challenges from English, coupled with the examination in middle school and even college Chinese education, Chinese education as the core of bilingual education has not been adequately Attention. "Chinese fever" is not really the same, but is not common sense of the external heat. We suggest that HSK should be tested for students who are not native speakers of Chinese, and the universal ZHC (National Vocational Chinese Proficiency Test) should be developed for Chinese-speaking students and the corresponding requirements should be put forward. ZHC should be the same as CET in the bilingual education in the form of regular assessment to enhance the effect of bilingual learning, so that the domestic language and international dissemination of Chinese language development, Chinese language development and foreign language education, the real world language and virtual space language Life and other coordinated development, in order to 627 achieve the harmony of language life, thereby promoting social harmony and world harmony. (2) The relationship between foreign languages and Chinese Therefore, it is of great significance to pay attention to and adjust the relationship between foreign language and Chinese in a timely manner. The purpose of implementing bilingual education policy in China is to promote the development of the country faster, rather than to suppress it. Australia is more appropriate in this regard. Australia, while focusing on foreign language teaching, tries to maintain its dominant position in the mother tongue. We know that Australian English is a national English variant, but the variant is not required to move closer to the so-called standard English, on the contrary that in the country, the international use of standard Australian English should be "full of confidence." Australia's National Policy on Language clearly states that the Australian language policy protects the unique use of the various social variations of Australian English. In addition, the White Paper promulgated in 1991 also made it clear that Australian English is Australia's national language, any person must be proficient in Australian English to the widest possible participation in society. In other words, Australian English has always been placed in language learning and use of the dominant position. The bilingual education in the United States mentioned above also has the obvious transitional character, the purpose is to let the foreign immigrant finally transitions to the complete acquisition English. Of course, the main object of bilingual education in China is not immigrants, but a certain level of knowledge of the people, and the initial education time has gradually advance the trend, which requires policy makers and implementers should strive to correct foreign language and Chinese relations, So that "secondary school for the
