Fernandez CALL OF MEETING TO ORDER Ms. Nieves Osorio, PSSC Vice Chairperson, called meeting to order at 12:50 pm. PROOF OF QUORUM Dr. Grace Gorospe-Jamon, PSSC Executive Director, confirmed the presence of quorum, with representatives from all 14 regular members and 26 out of 35 associate members in attendance. APPROVAL OF THE PROPOSED AGENDA The General Assembly approved the proposed agenda. APPROVAL OF THE MINUTES OF THE 2010 ANNUAL GENERAL MEMBERSHIP MEETING The General Assembly approved of the minutes of the 2010 Annual General Assembly. BUSINESS ARISING FROM THE MINUTES OF THE PREVIOUS MEETING Ms.Osorio noted that matters arising from the minutes of the previous meeting will be taken up in the reports of the Chairperson, Treasurer and the Membership Committee Chair. 8 NEW BUSINESS Chairperson’s Report Ms. Osorio presented the Chairperson’s Report on behalf of Dr. Allan Bernardo who has left for a six-month Fulbright Fellowship in the US. She began the report by thanking the members of the Board of Trustees (BOT) for their active participation in Council meetings and activities.Ms. Osorio noted the 2010 was quite a challenging year because of some organizational changes, including the transition to a new Executive Director, changes in the composition of the BOT, and new partnerships with various organizations. Ms. Osorio reported that PSSC continued to efficiently implement its regular programs. PSSC awarded Research Award Program grants to two MA students and seven PhD students, gave travel grants to eight scholars, and released conference grants to 13 member-organizations. PSSC also organized two fora—a multidisciplinary forum on the topic “Assessing Philippine Preparedness to Natural Disasters” and a roundtable discussion on the theme “Elections and Filipinos Overseas: A Look at Previous Impacts, Challenges, and Prospects beyond the May 2010 Elections” (co-organized with the Philippine Migration Research Network). In addition, PSSC continued to operate the Book Center which sells PSSC books, journals of member-organizations, and other social science publications. PSSC also pursued the modernization of the Frank Lynch, SJ Library, partnering with the Commission on Higher Education (CHED) for the digitization of some 600 social science materials. To make information on Council programs, projects and activities more accessible to the social science community, the Council improved its website and created a Facebook page. The Council, through Dr. Jamon, participated in the Executive Council Meeting of the Association of Asian Social Science Research Councils (AASSREC) in Jakarta, Indonesia in October 2010. Along with Prof. Ronald Holmes and Dr. Filomeno Aguilar, she also attended the International Social Science Council (ISSC) General Assembly and Scientific Symposium in Nagoya, Japan in December 2010. Ms. Osorio reported that PSSC continued to manage ongoing projects, including the ASIA Fellows Awards (AFA), the PCPD Graduate Fellowship Program (PCPD), and the Ford Foundation International Fellowships Program (IFP). PSSC also implemented/administered several new projects in 2010. These include the Summer Research Training Workshop for CHED staff; the First National Summit on Public Administration and the Youth for Good Governance and Continuing Education on Governance and Development for Key Staff of the National Economic and Development Authority (NEDA) in partnership with the Philippine Society for Public Administration and the Association of Schools of Public Administration in the Philippines; the Development Entrepreneurs Training Course in partnership with Asia Foundation; and the conduct of a study on the state of Philippine democracy after EDSA I. The General Assembly 2011-02-01 Accepted the Chairperson’s Report. (The full text of the Chairperson’s Report was included in the 2010 annual report, which was distributed to the members during the General Assembly.) 9 Treasurer’s Report Dr. Manual Diaz, PSSC Treasurer, presented PSSC’s financial performance for 2010 as well as the approved 2011 budget. He noted that PSSC did relatively well in 2010. PSSC generated P3.95 million from regular Council sources, which was somewhat lower than the projected P4.44 million. Low Book Center sales, interest income from short-term placements, and income from miscellaneous sources accounted for the shortfall. Mindful of the deficit, PSSC kept its spending for Council programs and activities at only 93 percent of the budget. On the other hand, PSSC exceeded its projected income from PSSCenter/building operations, with revenues reaching P8.6 million in 2010, and kept its maintenance and operating expenses within budget. A total of P822,094 was transferred from the PSSCenter income to augment Council income. Dr. Diaz mentioned that for 2011, the BOT approved a budget of P13.365 million which is higher than the 2010 budget by 3.5 percent. Target income from regular Council sources was slightly reduced to P4.19 million to hew closely to actual performance. On the other hand, target income from PSSCenter operations was increased by as much as eight percent, or from P87.47 million to P9.17 million to take into account the increase in office space rentals. Dr. Diaz said that the PSSC expects to end in 2011 with a surplus of about P211,000. Membership Committee Report Ms. Osorio, Chair of the Membership Committee, thanked the other members of the Committee—Dr. Filomeno Aguilar Jr., Prof. Ronald Holmes, Dr. Isabel Martin and Dr. Enrique Oracion—for monitoring the compliance of member-organizations with PSSC requirements. She reported that all regular members settled their
