Program Evaluation: Resident Camp programs: *Tables (Data) ABSTRACT Nearly 1200 on-going outdoor education programs, projects, and/or curricula'in U.S. elementary and secondary schools are listed and annotated in this 1979 directory, the result of a n :tional survey sponsored by the Council on Outdoor Education within the American Alliance far Health, Physical Education, Recreation, and Dance (AAHPERD); Following a brief introduction descrieing the purpose, method, and funding of the survey, results for each survey item are presented in tabular form.. A state-by-state comparisou of responses is included. Listings of outdoor education activity in 16 states are then organized alphabetically by location within each state. For each_iisting the tame and address of the school or school aistrict are given along with the name of the program's contact person. The annotation describes grade leval involvement, program emphasis, disciplines involved, physical activity emphasis, resources outside the classroom, classes conducted outside the classroom, the program itself, pr:gram evaluation, and accompanying resident program, if any. Names and addresses only are listed for outdoor education programs in the state of California. Finally there is a st of the names and addresse8 ot approximately 350 resident programs in 34 states and Washington, D.C. All sponsors believed that such a joint venture would help to accom- pliih-thildllowing goals: Strengti,en outdoor education organizational affiliations Generate interest and research in outdoor education Provide a highly visible response to the 50th anniversary of resident outdoor education in the U.S. PROJECT PURPOSE The specific purpose of this project was to identify ongoing outdoor educationprograms, projects, and/or curricula in the elementary and secondiry schools of the U.S. via nationalsurvey. METHODS The initial plans for project implementation were as follows: a. A letter of inquiry will be sent out under the AAHPER/Council letterhead to all state directors fnr health, physical education, and recreationor their counterparts within the state departments of education to determine if they are willing and can afford to orticipate ina national survey which would require tIlem to send a survey instrument to each school district within their respective states. b. A letter will be sent out on the ERIC/CRESS letterhead to state directors or their counterparts acquainting them with ERIC, ERIC publications, and ERICIs commitment to develop both a national collation and individual state collations. The national collation would be published and the latter be sent back to the states for printing, if they so desired. c. A questionnaire will be developed by the AAHPERgouncills Executive Committee and the CRESS Advisory Board Member for outdoor education. d. A pilot test of the survey instrument will be conducted through Northern Illinois University using a sample population taken from the Illinois school dif,tricts. e. A telephone followup to the letter of inquiry will be conducted by the AAHPER/Council Executive Committee in order to determine the extent of each state's commitment and/or need for mailing funds. At this point a determi nation will be made as to the feasibility of attempting to survey every state or whether it should be restricted to obtaining regional samples (e.g., five states from the Northeast, five from the South, etc.). f. Funds will also be sought to supplement.the state mailings as the need arises. g. All participating state directors and state department contact persons will duplicate the survey instrument and mail it with a return envelope to each disctrict within their respective states. h. The AAHPER/Council will conduct another telephone followup to ensure that each participating state has mailed out the instrument. i. Each stuperintendent's office within the school districts of each state will fill out the questionnaire and mail a return,directly to ERIC/CRESS. j. Once the cutoff date has been reached, ERIC/CRESS personnel will collate and computerize the data at New Mexico State Universityi----- . k. Data collated by state will be sent back to each participating state depart ment of education. 1. An initial draft of the proposed document will be developed by a contract author for ER1C/CRESS. m. The initial draft of the proposed document will be reviewed by the AAHPER Council on Outdoor Education Executive Committee. by n. Revisions and final editing of the proposed document will be made the Information Specialist for Outdoor Education at ERIC/CRESS. o. The Proposed document will be printed by the National Educational Laboratory Publishers, Inc. (NELP). vi accomplished through the p. Dissemination of the proposed document will be joint efforts of ERIC/CRESS ( input into the ERIC systemof each state collation and the national collation) and theAAHPER/Council on Outdoor Education (via distribution at the national conventionand announcement in newsletters, journals, etc.). Major problems with the implementation plan emergedearly on. :These were as follows: tut. The Council had no money for reproducingand/or mailing survey instruments. letters Consequently, it was decided that money would have to comefrom other sources, and accordingly 250 19/9, to no went out to the exhibitors scheduled to exhibit atthe national AAHPERD meeting in March of aporoache4 for money and ultimately did avail. The Safari Club International Conservation Fund was then provided mailing monies. The provide reproduction monies. Late in the year, the AAHPERD Liaison Officer remaining survey costs were absorbed by the participating states. Physical Education Contact Persons. Initially believing that each state's Health and Recreation Department could serve as state contacts forthe project, a presentation was made at the national assemblage of thatbody during the national AAHPERDConference in 1979. It was then learned that whereupon the initial contact letter was modi not all states could leaily disseminate surveyinstruments else at the state level as a po fied to incorporate the possibility of HPER contacts designating someone tential state contact and disseminator of the surveyinstruments. It should be stress, however, that letters soliciting participation in the project went to each of the 50state,departments of education. (See Appendicea A and S.) FollowUp. Due to the lack of manpower in the Council, stateby state followup procedures as outlined in the original proposal could notbe conducted. Although followup activities were not conducted as originally scheduled, there was somefollowup activity. deadline of Data Returns.
