MAP 1. THE PARTICULARS OF ITS ORGANISATION, FUNCTIONS AND DUTIES:- (i) Particulars:- 1st Bn MAP was established in the year 1973 with its Headquarter at Armed Veng, Aizawl and is the first Armed Police Battalion of Mizoram. The Unit has numerous remarkable achievements since its establishment because being the 1st Armed Police Battalion of Mizoram, the Battalion spearheaded all the counter insurgency and militant operation in Mizoram. Having Headquarter in the heart of Aizawl City at Armed Veng, the responce time of 1st Bn.MAP is also much quicker than other units in the call for emergency law and order connected duties in Aizawl City. Hence, this unit is usually the first unit on duty when law and order situation arises. 1st Bn MAP area of responsibility covered the North Eastern part of Mizoram and is presently manning 3(three) BOPs located in the Mizoram – Manipur bordering areas viz. Sakawrdai, Zohmun, and Vaitin BOP including 2(two) Police Station at Darlawn and New Vervek. Further 1st Bn. MAP personal are also deployed in 12(twelve) nos. of Static/House Guards of VIPs and vital installations at various location within Aizawl City. (ii) Functions:- The 1st Bn MAP is functioning under the supervision of 1(one) Commandant assisted by 2(two) Dy.Commandants, 6(six) Asstt.Commandants and other SOs. The Unit is a body of various Branches, headed by 1(one) Officer under the supervision of the Commandant. The various branches are:- General and Account Branch, Unit Hospital, Reserve Branch, Adm.Inspector Branch, Quarter Master Branch, MT Branch, Unit Arms Kote, Subsidiary Canteen, Liquor Shop, English Medium School 1st Bn MAP and Mizoram Police Gas Agency. These branches are monitored and directly supervise by Asstt. Commandants who closely invigilate and monitored their concerned branch under the overall supervision of the Commandant. The Unit can be broadly divided into three main body i.e Executive Staff, Ministerial Staff and Hospital Staff as shown under:- (a) Executive Staff :- It consists of all the police personal under 1st Bn. MAP trained to carry arms. Certain duties with or without arms within and outside the Bn.Hqrs.. Pertaining law and order duties, deployment of BOPs and Static Guards etc. are covered by the executive staff. Ministerial Staff :- The sanction strength of 1st Bn. MAP Ministerial Staff are as under :- RANK SANCTION PRESENT VACANCY REMARKS STRENGTH STRENGTH 1. Inspr. (M) 2 2 - - 2. SI (M) 5 5 - - 3. Steno/SI 1 1 - - 4. ASI (M) 6 4 - - Though the Ministerial Staff are also recruited under Police Act and undergo a short course training. They do not have arms training and are not detailed on operation duties and other duties pertaining to law and order. They perform clerical work in the Battalion Headquarter viz preparation of Pay and allowances of the Battalion personal, Preparation of Budget estimate, fixation of pay etc. Ministerial staff are directly supervised and monitored by the 2 i/c of the Battalion under the overall supervision of Commandant. Hospital Staff :- Police Hospital, 1st Bn. MAP is a 9(nine) bedded Hospital and has sanctioned strength as under :- 1. Senior Medical Officer - 1(one) (Vacant) 2. Medical Officer - 1(one) 3. Sister - 1(one) 4. Health Worker - 2(two) 5. Pharmacist - 2(two) 6. Lab. Technician - 1(one) 7. Microscopist - 1(one) The primary duty of Hospital Staff is to look after the General health of the Battalion personal who approach them for check-up etc. The Hospital has an oxygen cylinder ready for use in time of emergency and is also equipped with the following test kit ;- (i) Typhidot (Typhoid) (ii) H.B (iii) Blood Group (iv) H.Pylori (v) Malaria (vi) Urine (vii) Hepatitis- ‘B’ & ‘C’ 2 The Hospital Staff conducted health check-up of all the Battalion personal once a year and the medical report is then put on record for future reference. (iii) Duties:- The primary duty of this unit is to support and help the District Executive Force in maintaining law and order as and when called for. In addition, checking movement and infiltration of undesirable elements as well as militants outfits into Mizoram from Manipur by ways of manning the aforesaid border out post and patrolling etc. is also considered top priority among our duties. Further, as already mentioned earlier, this unit personal are deployed in 12(twelve) locations as security guard of VIPs residence/bungalow and vital installations within Aizawl city. 2. THE POWERS AND DUTIES OF ITS OFFICERS AND EMPLOYEES:- (a) Commandant:- The Commandant is the over all in-Command of the Battalion. He supervise all the mobility and functioning of the Unit. The Commandant, being the Disciplinary Authority, can execute penalty order, up to the extent of removal or dismissal from service, upon any of the unit personnel below the rank of Sub-Inspector, internal posting orders including duty detailment of all nature are made on order issued on his instruction. He is the competent authority for issuing leave of all kinds from the rank of Constable to SI. He is also SPIO of the Unit, (b) 2i/c:- He is the 2nd in-Command of the Unit. He takes the charge and responsibility of the Commandant in his absence. He is assigned with the task of DDO of the Unit and monitored all the account processing and record of the unit. All file movement of the Battalion are routed through him. He is also SAPIO of the unit. (b) Dy.Commandant:- He is the 2nd in-Command in the absence of 2i/c and empowered with the authority of Commandant and 2i/c, in their absence. He is acting as the 3rd in-Command of the Battalion and vested with power and task as assigned by the Commandant. (c) Adjutant:- He looks after the administration of the Unit. He monitored all the administration wing of the Unit and supervised the Adm. Inspector in every aspect. All movement command certificate are signed by him for further claiming of TA/DA by unit personnel after due approval of the Commandant. He monitored all the duty roster of Bn.Hqrs. and personally checked the General Diary maintained by the Adm(I) Branch from time to time. (d) Asstt. Commandant:- The Asstt.Commandant are company Commander of the Battalion are designated and wing commander when posted in the BOP. They also look after a particular branch of the Unit as In-charge. They also frequently visit and perform surprise checking of BOPs on behalf of the Commandant. They are in assistance to the Commandant in every aspect and as per assignment allotted to them by the Commandant. 3. THE PROCEDURE FOLLOWED IN THE DISCISSION MAKING PROCESS, INCLUDING CHANNELS OF SUPERVISION AND ACCOUNTABILITY:- => Since, the Unit is in embodiment of hierarchy in rank, the Commandant being the supreme authority, give verdict on any issue after consultation with any available GO’s of the Battalion. All files are routed through concerned subordinate officers and supervising GO’s in file and any suggestion and remark made are given due consideration by the Commandant for finalization of the case. 4. THE NORMS SET BY IT FOR THE DISCHARGE OF ITS FUNCTIONS:- The Commandant being the supreme authority of the Unit, laid down rules and regulations for functioning of the Unit adhering with the norms shown in MPM 2005 and the Police Act. Work distribution in respect of various Branches as well as for Officers and Branch Head of the Unit is chalked out by the Commandant under the assistance of 2i/c and Dy.Commandants keeping in view, the rules laid down by MPM-2005. 5. THE RULES, REGULATIONS, INSTRUCTIONS, MANUALS AND RECORDS HELD BY IT OR UNDER IT CONTROL OR USED BY ITS EMPLOYEES FOR DISCFHARGING ITS FUNCTIONS :- In every regard of its functioning, the Unit is depending strictly upon the provision of rules and regulation as well as norms laid down in MPM 2005, CCS(CCA)/Conduct Rules, FRSR, Mizoram Police Act, 2011. Apart from other activities, especially the Unit is totally depending upon the quoted Rules Book in respect of disciplinary proceeding and the quantum of penalty it begets. 3 6. A STATEMENT OF THE CATEGORIES OF DOCUMENTS THAT ARE HELD BY IT OR UNDER ITS CONTROL:- Service Books of Unit personnel are the main document held under this Unit. It may be mentioned herein that, there is not specific categorizing of documents under this Unit, hence, apart from the above mentioned document i.e Service Book, the unit is holding documents of correspondence received from State Government and PHQ under its safe custody in the concerned Branches of the Unit. 7. THE PARTICULARS OF ANY ARRANGEMENT THAT EXISTS FOR CONSULTATION WITH, OR REPRESENTATION BY, THE MEMBERS OF THE PUBLIC IN RELATION TO THE FORMULATIONOF ITS POLICY OR IMPLEMENTATION THEREOF:- Does not arise. 8. A STATEMENT OF THE BOARDS, COUNCILS, COMMITTEES AND OTHER BODIES CONSISTING OF TWO OR MORE PERSONS CONSTITUTED AS ITS PART OR FOR THE PURPOSE OF ITS ADVICE, AND AS TO WHETHER MEETINGS OF THOSE BOARDS, COUNCILS, COMMITTEES AND OTHER BODIES ARE OPEN TO THE PUBLIC, OR THE MINUTES OF SUCH MEETINGS ARE ACCESSIBLE FOR PUBLIC:- Board of Meeting for consideration and review of suspension is constituted under the presidency of the Commandant, which is purely on confidential basis having no outlet for the public information.
