The MMRDA is implementing construction of Eastern Freeway from S.V.Patel Junction on P.D’Mello Road to Start of Anik Panjarpole Link Road. The work of Western Freeway will be taken up by the Government of Maharashtra in near future. Subjected proposal is being taken up to establish link between Eastern Freeway and Upcoming Western Freeway ending at Marine Drive. 1.1. Eligibility Criteria: (a) The Consultancy firm should have experience of preparation of detailed project report of minimum one four laning project (NH/SH/Expressways) of length of 20 km or more and should also have prepared DPR for at least one project with Flyover of minimum length of 500 mtr. in last 10 years. (b) The Firm should have annual turnover (Average of last 5 years) of Rs.200 Lacs or more. 1.2. Issue of Blank RFP (Letter of Invitation): Blank RFP form can be downloaded from www.mmrda.maharashtra.gov.in during the period from 27/12/2012 to 31/01/2013. 1.3. Pre bid Meeting: Pre bid meeting will be held at 15.00 hrs. on 15/01/2013 in the MMRDA Office, Bandra (East). 1.4. Last Date of Receipt of Tender: Sealed tenders shall be received upto 13.00 hrs. on 05/02/2013 in hard bound form with all pages numbered serially and by giving an index of submission. The Consultants who download the RFP documents from the website will be required to pay non refundable fee of Rs.5,000/- (Rupees Five Thousand Only) in the form of Demand Draft in favour of “MMRD Fund”, payable at Mumbai at the time of submission of sealed offer. 5 Free tenders for Consultancy Service by Mumbai Metropolitan Region Development Authority-1077132541 G:\Final RFP-for Connector between EF & Coastal Freeway-02012013 ver 1.doc 1.5. Time Limit for Completion of Work: Six calendar months from the date of “Notice to proceed with the work”. 1.6. Validity of Tender: One hundred twenty (120) days from the date of receipt of the tender. During this period, no tenderer shall be allowed to withdraw his tender. 1.7. Consultancy Fees: The consultancy fees shall be expressed in Indian Rupees. The payment shall be made only in Indian Rupees by MMRDA. 1.8. Taxes: The Consultancy fee quoted shall be inclusive of all taxes, however, MMRDA shall reimburse service tax. Consultant shall be required to produce documentary evidence of service tax paid. 1.9. Performance Securities: The successful Consultant shall furnish within 10 days of the issue of Letter of Acceptance (LOA), an unconditional Bank guarantee towards performance security for an amount equivalent to 10% of the total contract value to be received by the Consultant. 1.10. Award of Contract: The contract will be awarded after successful negotiations to the successful Consultant. If negotiations fail, the Client may invite the second most preferred Consultant for contract negotiations. 1.11. Joint Venture: No joint venture is allowed. 1.12. Conditional Offer or the Proposal not furnished in the prescribed format shall be considered as “Non Responsive” and is liable to be rejected. 1.13. All other details are incorporated in “Letter of Invitation”. 1.14. The MMRDA reserves right to reject any or all proposals without assigning any reason. The Eastern Freeway is four lane corridor which starts from S.V. Patel Junction on P.D’Mello Road and joins Ghakopar-Mankhurd-Link_Road at Govandi. The project is divided in three parts as under : a) Eastern Freeway - From - 9.29 KM length - Elevated Corridor S.V. Patel Jn. to Start of APLR b) Anik- Panjarpole- - 5.00 - At grade road Link-Road KM length c) Panjarpole-Ghatkopar-Link - 2.5 KM length - Elevated Corridor Road Total length 16.79 KM This corridor will facilitate speedy traffic movement from south Mumbai, Mumbai Port Trust and eastern Mumbai. The connectivity between these areas will be improved and a fast corridor will be available between Island city and suburbs. All the three sections of the Eastern Freeway are in progress and expected to be functional by March, 2013. 1.1 The committee headed by Shri Subodh Kumar, the then Municipal Commissioner, MCGM was appointed to examine various options in the construction of coastal road / Western freeway including road on stilt or Sea link in Mumbai. The committee has recently submitted its report to the Government. The coastal (Western) freeway starts from Malad- Marve road in north and southernmost tip of western coast will be Nariman Point and Marine Drive 8 Free tenders for Consultancy Service by Mumbai Metropolitan Region Development Authority-1077132541 areas. The salient details of the various sections of the coastal freeway(total length-29 km) on the west coast are as under: a) Nariman Point to Haji Ali b) Worli to Bandra c) Bandra Versova stretch The above Coastal Freeway provides an alternative to the Western Freeway Sea Link which is contemplated by MSRDC to connect the Bandra Worli Sea Link to Nariman Point through a sea bridge upto Priyadarshini Park and a tunnel under the Malabar Hill and further a cut and cover tunnel under the Marine Drive to connect to Nariman Point. Now, MMRDA invites proposal for feasibility of connector between the proposed Western freeway and Eastern freeway.
