From 2010 this standard report will be issued to each Local Area Forum (LAF) from Transport for Buckinghamshire. 2. It will aim to provide a comprehensive update on current and relevant Transportation issues which are tailored to each individual LAF. 3. Standard topics to be covered will be: - Dates of when Local Community Gangs will visit parishes - Major issues likely to affect parishes within the LAF - Update on ongoing local issues - Policy Development - Any other information 4. In addition, it will cover any emerging issues which could or will affect Local Areas Forum areas. Area Maintenance The main area of activity for the maintenance teams over the last few months has been winter maintenance, which is covered in a separate report. As you will all be aware the severe weather has lead to a rapid deterioration of many roads, which has meant that the majority of our teams have been engaged in carrying out pothole repairs. Since mid January we have had at least 5 teams in the Aylesbury Vale Area dealing with these problems and we are currently repairing in the order of 120 potholes per day and the problems do not appear to be slowing down. We aim to undertake permanent repairs, first time, but inevitably because of numbers, location or weather conditions temporary repairs have on occasions been necessary. Regretfully in order to sustain this number of repair teams it has meant that we have had to suspend the Local Area Community Gangs until further notice. We are however, hopeful that we can reinstate these gangs by the beginning of April and we will shortly be publishing the programme and asking for Parishes to request for work in their area. The County Council has made additional funding available to start addressing the pothole problems with immediate effect and we will be undertaking some more substantial plane and patch type repairs at the worst pothole locations. This programme is due to commence late February and a schedule of sites is attached. In addition to this we will also have funding available next financial year to carry out a further “we’re working on it” programme and will shortly be contacting County Council members for their input. This programme of repairs will include carriageway patching and footway slurry seal surfacing. Traffic Management Nothing to report at this time. Policy After undertaking the LAF engagement on the Local Transport Plan 3 (LTP3) over this autumn, winter, findings on the report will shortly be available at www.buckscc.gov.uk/ltp3 . We are interested in bringing the LTP3 back to the LAFs later in the year. It would involve:- 1. Bringing a summary report of the engagement which closed on 15 January 2010 i.e. completing the circle between LAF input and the final result. 2. An introduction to the upcoming engagement process (July – September 2011). We will keep parishes advised as to whether LTP3 will be on future LAF agendas or as an information item only. A full consultation draft will be taken to Cabinet on the 28 June, and the 12 week Full Public Consultation will take place shortly after this. Because of LAF/Parish summer holidays we would be able to extend the 12 week deadline into mid October for LAF members if required. Please note we are also planning to hold Transport Symposia again in 2010 and these are likely to be in September/October . Road Safety Area 11 speed limit review Publicth consultation ended in January. Following the working group meeting on 24 February a Report will be presented to Valerie Letheren for her decision as Cabinet Member for Transport. It is expected that new speed limits will be in place by the end of this summer. Passenger Transport Nothing to report at this time. Development Control Nothing to report at this time. Installation of a pedestrian controlled crossing on Aylesbury Road near the junction with Goss Avenue. This requires design and formal consultation, before implementation, and this work could be undertaken this year with a delivery a date of in 2011/12. Parish Council has possible £ 10,000 available to assist the scheme. STATION ROAD, QUAINTON – VEHICULAR ACTIVATED SIGN Scheme sponsored by Quainton Parish Council. Install a double sided VAS in Station Road, within the urban area, to warn motorists of the speed limit as they approach the village centre one way and are still well within the speed limit and in a urban location going the other direction. Sites have already been indentified and local residents are agreeable. LEE ROAD, QUAINTON - VEHICULAR ACTIVATED SIGN Scheme sponsored by Quainton Parish Council. Install a VAS in Lee Road to warn motorists of the speed limit as they approach the built up area. NEW ROAD, QUAINTON - CONSTRUCTION OF NEW LAY BY Scheme sponsored by Quainton Parish Council. Request to construct a 6 car lay by in New Road adjacent to the church yard. This will help formalise parking in the area, reduce congestion and deterioration of the verge which is currently used for parking. IMPROVEMENTS TO RURAL FOOTPATHS WES 20 / WAD 17 Scheme sponsored by Westcott Parish Council.
