Haynes RE: Review of Site Emergency Preparedness and Response Procedures DATE: January 23, 2007 CC: Andy Yost, Kevin LeDrew, file Subject: Review of Emergency Preparedness and Response Procedures (EPRP) – Snap Lake Project The Site EPRP was reviewed in accordance with the Snap Lake Project (SLP) SHMS System Procedure 4.4.7 and EMS System Procedure 4.4.7 with consideration given to the increased staffing, increased camp size and scope of work at site during Phase II. Consideration was also given to REC 008 (Hazards and Aspects Register). Participants in parts of the review and suggested revisions were: Andy Yost, Kevin LeDrew, Darren Raymond and Jack T. Haynes. The procedures, records, appendices and forms listed in the file “RECSHE-027 TOC EPRP Binder January 23, 2007 comprises the revised EPRP for your approval. If after review you believe additional changes are required please let Andy Yost know. Records were added, revised or expanded to cover the following: General • Code One Emergencies no longer require an automatic Site-Wide “Stand Down”. All personnel will give clear right-of-way to emergency vehicles. The Emergency Management Team in consultation with the ERTC will determine and announce whether an entire site-wide Stand-Down is in effect or they may identify specific areas that must Stand-Down • With the increased numbers of people on site it has been decided that each contractor will identify a Muster Area for their own personnel and they will also be responsible for doing a roll-call when it is deemed necessary • Several additional responsibilities have been assigned to the Mine Manager • References to SecureCheck have been removed and changed to ”Protective Services personnel”. Their responsibilities have been reduced (i.e. they are no longer responsible for roll-calls or contacting contractors to ensure they are aware of the Code One Emergency. • SLP - Emergency Contact List was updated (RECSHE 013) to include new personnel and contact numbers • Trained Mine Rescue & ERT list was updated (RECSHE-027-03A) • Trained First Aid list was updated (RECSHE-027-03B) Page 1 of 2 • New addition is RECSHE-027-18 (Emergency Communications Protocol for Site) which when directed has the IT personnel shutting down general internet and phone service. Service will be continued to designated personnel as laid out in this document. Two complete binders (one for the Amec office reception area and one for the Camp complex security office (alternate ECC) were left at site (in place) on February 7, 2007. The revised copies of RECSHE-027 will be uploaded to IsoSoft the week of February 12, 2007. I also provided Kevin LeDrew with the new files for printing for the YK office copy and Andy Yost also has a copy. All management personnel should review the procedures so they understand their roles. It is essential that the SHE group provide training to all parties involved on these revised procedures.
