CLOSED PORTION OF THE MEETING ............................................... 121 Minutes (Open Portion) Page 5 Council Meeting 17/12/2018 PRESENT: The Lord Mayor Councillor A M Reynolds, The Deputy Lord Mayor Councillor H Burnet, Aldermen M Zucco, J R Briscoe, Dr P T Sexton, T M Denison, Councillor W Harvey, Alderman S Behrakis, Councillors M S C Dutta, H A Ewin and Z E Sherlock. APOLOGIES: Nil. LEAVE OF ABSENCE: Alderman D C Thomas. Alderman Sexton left the meeting at 6.53pm and returned at 6.55pm. The meeting was adjourned 7.10 pm for a comfort break and reconvened at 7.17pm, Alderman Dutta returned at 7.18pm. Alderman Sexton left the meeting at 7.57pm, returned at 8.01pm and was not present for items 14 and 15. Councillor Sherlock left the meeting at 8.26pm, returned at 8.28pm and was not present for items 19 and 20. Alderman Zucco left the meeting at 8.33pm and did not return. He was not present for items 22 to 28 inclusive. Alderman Behrakis left the meeting at 8.36pm and returned at 8:38pm and was not present for item 23. 1. CONFIRMATION OF MINUTES The Chairman reports that she has perused the minutes of the meeting of the Open Portion of the Council meeting held on Monday, 3 December 2018, finds them to be a true record and recommends that they be taken as read and signed as a correct record. TRANSFER OF AGENDA ITEMS Are there any items, which the meeting believes, should be transferred from this agenda to the closed agenda or from the closed agenda to the open agenda, in accordance with the procedures allowed under Section 15 of the Local Government (Meeting Procedures) Regulations 2015? ZUCCO EWIN That item 9 from the closed portion of the meeting, be transferred to the open portion and be taken as item 29. COMMUNICATION FROM THE CHAIRMAN No communication was received. 4. NOTIFICATION OF COUNCIL WORKSHOPS In accordance with the requirements of the Local Government (Meeting Procedures) Regulations 2015, the General Manager reports that no Council workshops have been conducted since the last ordinary meeting of the Council. Minutes (Open Portion) Page 8 Council Meeting 17/12/2018 5. PUBLIC QUESTION TIME 6.1 Mr Chris Merridew Mr Merridew put the following question and was provided with a response from the Lordy Mayor. Question: In the light of the extended debate of traffic issues surrounding our city, would the Council give consideration to abandoning their plan (RFS17 File 17-0098 CPC Meeting 10/12/2018), which will permanently close off the second lane east bound on Morrison Street from the Gladstone Street/Salamanca Place roundabout towards Murray Street? Further, this would compromise the effectiveness of Morrison from Murray to Elizabeth when under clearway provision. Thus destroying the major component of the eastern city bypass. Response: In accordance with the Council’s public question time procedures, only questions that do not relate to an item listed for consideration on the agenda will be answered. As your question relates to item 9.4 of tonight’s agenda I cannot provide a response this evening. You are welcome to stay and listen to the debate. 6.2 Dr Robert Murfet Dr Murfet put the following question and was provided with a response from the Lordy Mayor. Question:
