National Health Mission Madhya Pradesh Invites Financial Proposal from Specialists for Operationalization of Identified Government Health Institutions as First Referral Unit/Comprehensive Emergency Obstetric and Neonatal Care Centre (CEmONC) INTRODUCTION 148 health facilities (51 DH, 42 CH, 55 CHC) have been designated as Comprehensive Emergency Obstetric and Neonatal Care (CEmONC). Operationalization of Comprehensive Emergency Obstetric and Neonatal Care (CEmONC) facilities are very essential for reducing maternal and neonatal mortality. By hiring specialists these identified institutions will be operationalized for providing round the clock services. Specialists (Gynaecologist, Paediatrician, Radiologist and Anaesthetist) and EmOC & LSAS trained doctors shall quote their desired fee for their services for operationalization of non functional Comprehensive Emergency Obstetric and Neonatal Care (CEmONC) facilities. OBJECTIVE • Operationalization of existing Non Functional CEmONC facilities having functional operation theatre into a functional CEmONC facility. • Ensuring availability of Ultrasonography Services. The final decision shall be binding on the applicant. • Specialists can quote his/her desired fee for a maximum of five facilities. If a specialist has dual degree he/she can apply for only one specialty. • The specialist not abiding the rules for online application will not be considered. • The specialist will have to reside at the place of posting 24*7 mandatorily. • Financial proposal of specialists already working with the Department of Public Health & Family Welfare will not be considered if facility in which they are posted gets vacant in case he/she opts for other facility. PACKAGE OF SERVICES TO BE OFFERED BY THE GYNAECOLOGIST • Round the clock management of complicated deliveries • Assisted vaginal deliveries • Capacity building of Medical Officers, Staff Nurses & Auxillary Nurse Midwifes on essential obstetric care and other Maternal Health services • Safe abortion services • Round the clock availability of c-section facilities for all indicated cases (The World Health Organization recommends an average of no more than 10-15% of births by c- section, for optimal maternal and neonatal outcomes) • Hysterectomy and other gynaecological surgeries in indicated cases • Administration of Inj. iron sucrose and blood transfusion in indicated cases • Ultrasonography services in case specialist is trained in ultrasound • Post partum, conventional and laparoscopic sterilization operations • Maternal Death Review • Gynaecologist & Obstetric OPD and IPD services • Any other work assigned by State office. PACKAGE OF SERVICES TO BE OFFERED BY THE ANAESTHETIST • Round the clock availability of c-section facilities for all indicated cases • Hysterectomy and other gynaecological surgeries in indicated cases • Family planning operations • As an intensivist in management of critical cases • OPD and IPD services • Any other work assigned by State office. PACKAGE OF SERVICES TO BE OFFERED BY THE PEDIATRICIAN • Round the clock management of paediatric Indoor patient department, Sick New Born Care Unit (SNCU), Paediatric Intensive Care Unit (PICU), Nutritional Rehabilitation Centre (NRC). • Technical support in District Early Intervention Centres (DEIC) & Rashtriye Bal Swasthya Karyakram (RBSK) Team. • Support staff Capacity building in Emergency Triage & Treatment (E-TAT), Kangaroo Mother Care (KMC). • Participation in Child Health Training & Child Death Review • Mentoring and monitoring of Facility Integrated Management of Neonatal & Childhood Illnesses (F-IMNCI), Newborn Stabilization Unit (NBSU), Newborn Care Corner (NBCC), Nutritional Rehabilitation Centre (NRC) and Pediatric ward Medical Officer/Staff at sub district facility. • Pediatric OPD and IPD services. • Any other work assigned by State office. PACKAGE OF SERVICES TO BE OFFERED BY THE RADIOLOGIST • Availability of ultrasonography services from 9am to 5pm (60 per day) • Availability of USG services in emergency hours as and when required. • Routine/emergency obstetric USG for fetal well being and anomaly scan/Target scan • USG in other indicated medical, surgical & gynaecological cases. • Any other work assigned by State office. TERMINATION OF AGREEMENT • In case specialists are not providing services at the facility the agreement of the specialists can be terminated immediately by giving one month notice period. • In case, if specialist does not want to continue with the agreement, he/she has to give prior notice of three months or can deposit the amount equivalent to three months fee. HOW TO APPLY • Logon to NHM website www.nhmmp.gov.in from 8th Jan. to 31th Jan. 2018 for online application and uploading of required documents. • The selected specialists will receive registration number after approval of candidature by the department (which will be displayed on the website). He/she will then be eligible to quote his/her desired fee from 6th Feb. to 10th Feb. 2018. The final selection of the specialists would be uploaded on the website. .
