COUNCIL REPORT REPORT DATE: June 17, 2015 MEETING DATE: June 22, 2015 TO: Mayor and Councillors FROM: Judith Walker, Senior Planner SUBJECT: Village of Cumberland – Zoning Bylaw Consultant RECOMMENDATION i. THAT Council receive the Village of Cumberland – Zoning Bylaw Contract report for information. SUMMARY The Village of Cumberland Request for Proposals for the review and revision of the Zoning Bylaw closed on June 5, 2015. There were a total of four submissions, and after a thorough review and examination of the proposals, the contract will be awarded to Stantec Consulting Ltd. BACKGROUND The proposals were evaluated on the following criteria, including the cost of proposal: the Proponent’s qualifications and experience, especially with zoning bylaws and with local government; the Proponent’s methodology and work plan; the Proponent’s project understanding and innovation; the Proponent’s community engagement strategy; the Proponent’s proposal clarity and presentation. Stantec Consulting Ltd. has a strong team with the range of expertise that the Zoning Bylaw requires, and their proposal was deemed to provide the best combination of experience, community engagement and sustainability strategies, with a very professional and comprehensive approach. Their successful completion of the 2014 Official Community Plan provides valuable continuity to the zoning bylaw development. Stantec proposal outlines a phased work plan, resulting in the projected completion of the bylaw by March 2016. The first phase includes a background review and issue identification, as well as a project introduction meeting with the Village Commissions and Committees. A public consultation plan and a technical bylaw evaluation will be developed in this phase, followed with a zoning directions report to Council. Page 1 of 2 _ 152 _ Phase 2 includes the first draft of the zoning bylaw with internal and Council reviews, as well as review by the Commissions and Committees. A public consultation event will provide valuable community input, which will be followed by a technical review by Stantec and staff. Phase 3 develops the 2 draft of the bylaw which will be reviewed by staff, before circulation for legal review. Stantec will address legal comments and revise the draft for staff review prior to Phase 4. Phase 4 includes the presentation of the 2 draft of the bylaw to staff Council and to Commissions and Committees, concluding with a public consultation event. From the input received, the 3 draft of the zoning bylaw will be developed. At this Phase, the toolkit handouts will be developed which are handouts to clearly explain zoning regulations for particular issues such as residential infill, residential use in commercial areas and urban agriculture. The final part of Phase 4 includes the bylaw proceeding to readings and to public hearing. FINANCIAL IMPLICATIONS The expenditure of up to $90,000 for the purposes of the review and revision of the Zoning Bylaw has been approved by Council. STRATEGIC OBJECTIVE The updating of the Zoning Bylaw listed as a short term priority in the 2015 Corporate Strategic Priorities. SUMMARY The Heritage Commission was directed by Council at the regular meeting on May 11, 2015 to provide a comprehensive list of Cumbrian-linked names to be used for naming streets in the Village of Cumberland. BACKGROUND A member of the Commission provided research on the list of names associated with Cumbria (a county in England), that staff had provided to the developer in order to choose street names. A corrected list has been generated as directed by Council and is attached. FINANCIAL IMPLICATIONS There are no financial implications arising from this report. This general policy has been varied in cases where a property speaks to a different historical use, such as the future street name of Nikkei Crescent, for the area that was the Japanese town (in the area currently known as Maple Street). ii) Street names should be logical, understandable, and should be designed to satisfy the needs of visitors, operators and delivery vehicles, emergency vehicles, taxis, and similar uses, and local residents. Street names that are confusing, or that sound or appear similar to existing street names within the Village or adjacent electoral areas shall be avoided. iii) In the case of larger subdivisions, where a number of streets are involved, consideration may be given by Council to developing a common theme which may assist in associating a street with a specific neighbourhood.
