This semi-annual report presents the status of compliance with the environment management plan (EMP) during the project implementation from July 1 to Dec 30, 2018. The key environment issues caused by project construction have been discussed, and corresponding improvement measures and follow up actions have been suggested with respect to the issues found. A. EMP Implementation 2. The project has been implemented in accordance with EMP requirements, and relevant environmental provisions have been included in the bidding document and contract. HPMO has distributed both the EMP and design documents to PIU, contractors, and supervisors before the commencement of construction. 3. At the project preparation stage, HPMO, PIU, design institute, EIA Institute, and EPB have conducted related public consultation activities in accordance to ADB requirements. The GRM has been established and carried out by HPMO. No complaints have been received during this reporting period. 4. Environmental officers of HPMO and PIU have been working effectively on the project with the support of Loan Implementation Environmental Consultant (LIEC). EMP trainings have been provided to related staffs in PMO, PIU, contractors and supervisors. 5. HPMO newly engaged Shenzhen Yuchi Testing Technology Co. LTD (Yuchi) as the environmental quality monitoring agency (contract period from July 2017 to July 2020). The monitoring work was carried out in August, October and December 2017 in this reporting period. The monitoring parameters, locations and frequency have been adjusted by HPMO with assistance of LIEC according to the construction progress, which is different from original monitoring arrangement in EMP. 6. HPMO engaged the NAREE Consulting Limited (NAREE) to undertake independent verification of project’s environment performance and compliance with the EMP, submit semi- annual EEM reports to HPMO. In Dec 2018, the EEM consultants conducted EMP compliance assessments, identified environment-related implementation issues, explained key issues to the PMO and PIUs, assisted them in conducting follow-up corrective actions to address the key issues, and prepared this EMR. 7. HPMO engaged an experienced ornithologist (as part of the loan implementation consultancy) to conduct bird surveys along the perimeters of Baitan Lake and Chiye Lake to record the number of wintering water bird species and individuals, and distribution in the Baitan Lake and Chiye Lake areas during construction and operation. The monitoring in the second half of 2018 was conducted in October, November and December 2018 and the monitoring in first half of 2019 is carrying on. The water bird amount and species composition were monitored and analyzed. B. Key Issues and Corrective Actions 8. Based on the findings of this EMR, corrective actions and next steps are required for several issues (Table ES.1).
