Fifth Generation Formal Training Unit Optimization Joint Base Langley-Eustis, Virginia Eglin Air Force Base, Florida ENVIRONMENTAL IMPACT STATEMENT (EIS) Proposed F-22 FTU Facilities and Aircraft Operations at JBLE-Langley Overview of JBLE-Langley • The base is located in Hampton, Virginia, between the Northwest and Southwest Branches of the Back River and covers approximately 2,900 acres of land, including the airfield. • JBLE-Langley is home to the 1st Fighter Wing (1FW) which is comprised of three fighter squadrons. The 27th Fighter Squadron and the 94th Fighter Squadron both fly the F-22 Raptor, providing air superiority for the U.S. and allied forces and maintaining readiness for global deployment as part of the 1 FW. The 71st Fighter Training Squadron flies the T-38A Talon. Aircraft Operations The number of baseline annual aircraft operations at JBLE- Langley would increase by 58,308 from approximately 56,074 to 114,382 operations. Training activities would utilize special use airspace proximate to JBLE-Langley. Special Use Airspace for F-22 and T-38 training operations Base Personnel Increase The proposed F-22 FTU mission beddown would result in an increase of approximately 760 personnel: 660 military, 75 civilian and 25 contract personnel. Additionally, a proportion of the newly assigned personnel would be accompanied by an estimated 1,672 dependents. Proposed F-22 FTU Facilities at JBLE-Langley • Low Observable(LO)/Composite Repair Facility (CRF): three LO bays, one wash bay and a CRF for aircraft maintenance • Training Support Squadron Simulation and Academics: eight bays for F-22 full mission trainers, 14 weapons and tactics trainers, academic classrooms and office space • Hangar/Operations: six aircraft maintenance bays and office space • 120-personnel dormitory • Flightline and apron pavement improvements • Renovation of the existing Child Development Center, including new walkways Location of proposed facilities at JBLE-Langley .
