SITREP NO-107/2007 1700 hours 32-20/2007-NDM-I Ministry of Home Affairs (Disaster Management Division) Dated, 15TH September, 2007 Subject: SOUTHWEST MONSOON-2007: DAILY FLOOD SITUATION REPORT SUMMARY OF IMPORTANT EVENTS AS ON 15.09.2007 RAINFALL SITUATION IN THE COUNTRY (during last 24 hours) ASSAM Light to Moderate rainfall with isolated heavy rainfall has been reported in some parts of the State. 03 deaths have been reported in the State during last 24 hours. Due to recent heavy rainfall Hailakandi, Cachar and Karimganj districts have been affected severely. Widespread heavy rainfall of last week has resulted in an alarming rise of water levels in all major rivers, including Brahmaputra, causing the third wave of flood in the State. River Brahmaputra is continuously flowing above its danger level in Dibrugarh, Neamatighat, Tezpur and Dhubri inundating low lying areas forcing people living in low-lying areas in lower and upper Assam to vacate their houses and move to higher grounds. So far, 9644 villages in 26 districts with population of 101.67 lakh are reported to have been affected in the state. In all, about 820 Relief Camps & 217 relief centres in 15 severely affected districts continue to run in the State in which about 3,68,555 people are accommodated. 2675 boats have been pressed into service in the affected districts for rescue and relief operations. Army and NDRF have been deployed in the State for rescue and relief operations. BIHAR Light to Moderate rainfall has been reported in some parts of the State. So far, 10,733 villages in 22 districts (239 blocks & 2969 Panchayats) with population of 224.18 lakh are reported to have been affected in the state. 609 medical teams continue to be deployed in the affected districts of the State for providing medical care. 1672 Relief Camps continue to run in the State in which about 1 10,05,637 people have been accommodated. MIZORAM • Heavy to very heavy rainfall has been reported in the State. • 02 human deaths have been reported in the State during last 24 hours. • Due to heavy rainfall Kolassib, Lunglei, Aizwal and Mamit districts have been affected severely. About 1000 houses are reported to have been submerged under water in these districts. • A landslide is also reported to have occurred in upper reaches of Aizwal city blocking vehicular/traffic movement for the city. • Due to heavy incessant rainfall, a flash flood is reported to have occurred in Saiha district. • Due to several landslides in Mamit district, communication links to the district are totally cut off from other parts of the State. • Jhum cultivations are also reported to have damaged due to recent flash flood. • An Electricity sub-station in Aizwal is reported to have been damaged as a little portion of this sub-station had sunk and subsided. The electricity supply from this station is temporarily disrupted. Loss of Human lives • As per provisional information received from the affected States, 05 human deaths have been reported during the last 24 hrs. The cumulative number of people who have lost their lives during the South West Monsoon so far is 2655. IMD • Yesterday’s low pressure area over north-west Bay of Bengal has become less marked. However, the associated cyclonic circulation over northwest and adjoining westcentral Bay of Bengal off Orissa-north Andhra Pradesh coasts persist and extend upto mid-tropospheric levels. • A north-south trough from the above system extends upto south Tamil Nadu. Under their influence, scattered to fairly widespread rainfall is likely over coastal areas of South Orissa, Andhra Pradesh & Tamil Nadu with isolated heavy falls over Coastal Andhra Pradesh, coastal Tamil Nadu during next 2-3 days. • Scattered to fairly widespread rainfall is also likely over south interior peninsula during the same period and over adjoining central peninsula from 18th onwards. 2 CWC There are 01 High Flood, 23 Moderate and 22 Low flood situation sites. Warning (for next 24 hours) • Isolated heavy rainfall is likely over south Coastal Orissa, Coastal Andhra Pradesh, Kerala, coastal Tamil Nadu and Andaman & Nicobar Islands. Outlook (for subsequent two days) • Scattered to fairly widespread rainfall with isolated heavy fall is likely over south & adjoining central peninsular India. • Scattered rainfall activity is likely over northeast India. CENTRAL WATER COMMISSION According to the Central Water Commission (CWC) report dated 15TH September, 2007, there are 01 High flood, 23 Moderate and 22 Low flood situation sites. The details of High flood situation site is as under:- In Assam, river Kushiyara at Karimganj is flowing at 16.28m with falling trend against the danger level of 14.94m and the previous highest flood level (HFL) of 16.39m on 13.06.2006. The electricity supply from this station is temporarily disrupted. 4 WEST BENGAL Light to moderate rainfall with isolated heavy showers has been reported in some parts of the State during last 24 hours. No human death has been reported in the State during last 24 hrs. 10 Relief camps still continue to run in the State in which about 975 persons have been accommodated. DEPLOYMENT OF NATIONAL DISASTER RESPONSE FORCE (NDRF) ON 15TH SEPTEMBER, 2007 In Assam, 04 teams consisting of 142 personnel continue to be deployed for rescue and relief operations in Silchar and Hailakandi districts. LOGISTIC SUPPORT PROVIDED BY THE MINISTRY OF DEFENCE ON 15TH SEPTEMBER, 2007 Army ¾ In Assam, Seven Army columns along with seven Engineer Task Force teams continue to be deployed for rescue and relief operations in Hailakandi and Silchar. Air Force ¾ One MI-17 helicopter dropped 3.7 tons food items and airlifted 04 passengers in 04 sorties in Silchar district. RAINFALL SITUATION IN THE REST OF COUNTRY DURING LAST 24 HRS • The rainfall activity in the rest of the States/UTs is reported to be insignificant during the last 24 hours. • Details of the extent of damage and rescue and relief work are appended in Annexure-I & Annexure-II separately.
