Miller, Senior Sustainability Planner. CALL TO ORDER 1. The public hearing was called to order at 6:01 p.m. Mayor Booth announced: that Council, at its February 10, 2020 closed meeting, appointed Don Harrison and Benjamin Nelson to the Design Review Committee for terms ending January 31, 2021, and appointed Jason McDougall to the Design Review Committee for a term ending January 31, 2022; that a collaboration and co-management agreement was signed by Metro Vancouver and the Tsleil-Waututh Nation to protect and preserve Belcarra Regional Park for future generations; and that long-time West Vancouver resident Robert H. Lee, a respected businessman, community builder, and philanthropist, passed away on Wednesday, February 19, 2020 at the age of 86; and extended her deepest condolences, on behalf of Council, to the Lee family. 2. PUBLIC HEARING Proposed: Official Community Plan Bylaw No. 4985, 2018, Amendment Bylaw No. 5054, 2020; and Zoning Bylaw No. 4662, 2010, Amendment Bylaw No. 5055, 2020 (Climate Emergency Response) (File:1610-20-5054/5055/5056 / 0282-20-0014) Applicant: The Corporation of the District of West Vancouver Subject Lands: All lands within the District of West Vancouver FEBRUARY 24, 2020 PUBLIC HEARING MINUTES PHM-1 4002457v2 Purpose: To lower the carbon intensities of buildings and transportation, revise the transportation mode baseline and target, and amend vehicle parking requirements. Proposed Official Community Plan Bylaw No. 4985, 2018, Amendment Bylaw No. 5054, 2020: would amend the District’s greenhouse gas reduction targets and related policies to lower the carbon intensities of buildings and transportation, and it would revise the transportation mode baseline and target to reflect new data. Proposed Zoning Bylaw No. 4662, 2010, Amendment Bylaw No. 5055, 2020: would amend minimum vehicle parking standards to require one space per single-family home, duplex dwelling or secondary suite. It would also introduce electric vehicle parking requirements for new residential buildings and bicycle parking requirements for new multi-family, commercial and institutional buildings. The space needed to accommodate these new requirements would be offset by reducing the minimum vehicle parking standard for multi-family buildings. PUBLIC MEETING A public meeting was held concurrently regarding proposed: Building Bylaw No. 4400, 2004, Amendment Bylaw No. 5056, 2020; and Sustainable Buildings Policy 0014. Proposed Building Bylaw No. 4400, 2004, Amendment Bylaw No. 5056, 2020: would define a low carbon energy system in order to provide options for compliance with the BC Energy Step Code, and it would define bicycle storage standards. Proposed Sustainable Buildings Policy 0014: would replace and update the existing policy to ensure harmonization with the proposed bylaws. Councillor Cameron entered the hearing at 6:10 p.m., left the hearing at 6:10 p.m., and returned to the hearing at 6:11 p.m. Councillor Lambur left the hearing at 6:10 p.m. and returned to the hearing at 6:13 p.m. 3. STAFF PRESENTATION Staff provided a presentation and responded to a Council member’s questions. 4. PUBLIC HEARING PROCEDURE On behalf of Mayor Booth, staff described the procedure for the public hearing: Council is convening this public hearing to consider and receive submissions regarding proposed Official Community Plan Bylaw No. 4985, 2018, Amendment Bylaw No. 5054, 2020 and proposed Zoning Bylaw No. 4662, 2010, Amendment Bylaw No. 5055, 2020. A public meeting will be held concurrently regarding proposed Building Bylaw No. 4400, 2004, Amendment Bylaw No. 5056, 2020 and proposed Sustainable Buildings Policy 0014. FEBRUARY 24, 2020 PUBLIC HEARING MINUTES PHM-2 4002457v2 Anyone who believes that their interest in property is affected by the proposed bylaws and/or the proposed policy will be heard, and/or may make a written submission. No one will be discouraged or prevented from making their views heard. Council members may ask questions of you following your presentation but Council’s function during this public hearing is to listen to the views of the public, not to debate the proposed bylaws and proposed policy. After the public hearing and concurrent public meeting has concluded, Council may, without further notice, give whatever effect Council believes proper to the representations. Your only opportunity to comment on the proposed bylaws is during the public hearing. Council is not permitted to receive further submissions once Council has closed the public hearing. Council has received documents which are available for the public to view. A list of documents and copies of these may be obtained from the Corporate Officer during the public hearing and concurrent public meeting. Written submissions received during the course of these proceedings will be added to these documents so that the public may examine them. To maintain order and to ensure that everyone has an opportunity to be heard here are the rules of procedure: 1. A Speakers List has been established. You may place your name on the list at any time throughout the public hearing and concurrent public meeting. If you are speaking from prepared remarks, Council requests that a copy be provided to the Corporate Officer. 2. Council requests that you please begin your remarks by providing your name and city of residence. If you are speaking on behalf of some other person or organization, Council requests that you please identify the name of that person or organization. 3. Please limit your remarks to 5 minutes and to the subject of the proposed bylaws and proposed policy. A bell will sound when you have 15 seconds remaining to speak. Please be respectful to others. 4. After everyone has spoken once, you will have an opportunity to speak subsequent times to provide additional information, if you wish.
