SGC195 £495 £55 per month for 9 months ROWLAND HILL Sir Rowland Hill, KCB, FRS (1795 - 1879) was an English teacher, inventor and social reformer. He campaigned for a comprehensive reform of the postal system, based on the concept of Uniform Penny Post. Hill later served as a government postal official, and he is credited with originating the basic concepts of the modern postal service, including the invention of the postage stamp. For the inventor of the postage stamp, it is ironic then that this envelope front should have the Postage Paid cachet, rather than a postage stamp. Even more ironic is that the Free Frank date is 1859, considerably later than the Penny Post, which was introduced partly to stop the abuse of the Free Franks!
