Findings And Recommendations In Brief During in the month of April 2018 opposition fighters as a consequence of offensive operations by opposition in Aliabad Dashti Archi, Emam Sahib, and khanabad district of Kunduz province, Draymen district of Badakhshan province and Darqad, Yangi Qala, khwajabahawoddin, khwaja Ghar district of Takhar province a number of families have been displaced from their places of origin to Taloqan district of Takhar province ACTED staffs were formerly notified of this caseload on 27 May 2018 and a screening committee meeting was convened on 28 May 2018 at DoRR office. Assessment teams were subsequently formed of staff from ACTED, WFP/IDs, DACAAR, ORD, SFL and DoRR office in order to assess 289 households. Assessments as ACTED ERM team plan to conduct the assessment of these IDPs families, as the emergency case accurited in Dashti Qala district of Takhar province the AOGs attacked in this district and captured most of the villages of Dashti Qala district the huge number of the families displaced from their place of origin. After the emergency PDMC meeting the ERM teams with other partners start the assessment of these IDPs families who are displace from Dashti Qala district to Rustaq and Taloqan district of Takhar province, due to these emergency case the assessment of these screened families postponed and also during the assessment in Taloqan 20 household IDPs families recently displaced from insecure village of khwaja Ghar district of Takhar to Taloqan district, they submitted their petitions to DoRR office and DoRR sheared the petition of these families with UNOCHA and UNOCHA shared the petitions of these families with joint assessment partners to assess them and joint assess team assessed these families. The joint assessment teams were conducted the assessment in around the villages of Taloqan district. The assessment, which took place from 20 June to 08 July 2018, determined that 52 households may be eligible for ERM assistance. 63% of these IDPs families displaced from districts of Takhar province, 29% of these IDPs families displaced from districts of kunduz province and 8% of these IDPs families displaced from district of Badakhshan province. The average household size for this caseload is 5.1 members. 48% household reported with less than 5 members, 27% household reported with 5 to 6 members, 19% households reported 7 to 9 members and 6% households reported more than 10 members. In this caseload 59 households There are more males than females in this caseload, 59 males and 52 females aged between 6 and 18; in this caseload 52 females and 42 males between 19 and 59; and 2 males 60 years old reported. 98% of IDPs families in this caseload reported cannot go back to their place of origin due to lack of conflict and 2% reported can go back to their place of origin. A high percentage of school-aged boys and girls reported are not attending in school due to lack of documentation 41% and 53% reported due to security concerns 3% reported due to lack of Cost and 3% reported have no reason to attending in school. 8 households reported daily unskilled labor as their main source of income, and high percentage of this caseload reported 44 households jobless at the time of the assessment and no source of income. The average pre-shock income level for this caseload was 6,441 AFN per month while the average post shock income for this caseload is only 838 AFN per month, 34 households reported debts between 2,000 and 8,000 AFN, 1 households reported debts more than 8,000 AFN, 4 household reported debts less than 2000 AFN and 13 household reported no debt. Recommendations: WFP to provide two-month food ration in-kind to all 52 HHs UNHCR to provide NFI in-kind to all 52HHs DACAAR to provide WASH kits to all 52 HHs ACTED will provide multi-purpose cash assistance to 52 HH in total. 47 households with acute levels of need will receive a full package of assistance (total value of 12,000 AFN) and 5 household will receive a half package of assistance (total value of 6,000 AFN) Full Package breakdown (Category A): 3,000 AFN for shelter 4,000 AFN for health 4,000 AFN for fuel 1,000 AFN for transport Half Package breakdown (Category B): 2,000 AFN for shelter 2,000 AFN for health 2,000 AFN for fuel n/a transport 2. SECTORIAL ISSUES: A) FOOD SECURITY, NUTRITION AND LIVELIHOOD Food was the first priority for 98% of households in this caseload (100%) households reported having no food stocks at the time of the assessment, as they are displaced to Taloqan and access to the Taloqan market they buy the foods from the city and used and also some of the received the foods from their neighbors and relatives 95% household reported in these caseload low or no coping strategies and 5% reported in these caseload high coping strategies and 1% household reported medium coping strategies. All 52 household reported have access to the market, on average it takes displaced families 6 minutes take to reach the nearest market on foot. Recommendation: WFP to provide two-month food ration in-kind. B) NFIs NFI needs were reported as the main second priority for 100% of households, (100%) reported a loss of kitchen items as a result of displacement, 94% of the households reported a loss of heating materials as a result of displacement, 40% reported a need for clothing, 73% reported a need for blanket, 98% reported a need for water containers and 100% of the households reported a loss of hygiene items as a result of displacement. IDPs reported to teams 25% needs for cash and a strong need for NFI however, the teams noted that the situation of the host community is also very poor and they are facing a lack of NFI. Below is a breakdown of reported NFI needs from households. Kitchen Heating Clothes Blanket Water Hygiene items Other Materials Containers 100% 94% 40% 73% 98% 100% 25% Recommendation: UNHCR to provide NFI in-kind C) SHELTER In this caseload 29 household reported living in rented house and 23 household reported hosted or sharing with friends or relatives. (56%) households reported paying some amount of monthly rent for their accommodation. Families paying rent are paying between 500 and 3,000 AFN per month for their accommodation. The average rent is 1969 AFN and most families are paying rent more than 1,000 AFN. Recommendation: ACTED to provide 3,000 AFN per household for Category (A) and 2,000 AFN per household for Category (B) D) WASH In this caseload all 52 household reported have access to the enough water, 100% household reported that they using from hand pump for, cooking, drinking and bathing. A total 75% of this caseload reported has access to the family pit latrine, 25% household of this caseload reported open defecation. Recommendation: DACAAR to provide WASH kits. ACTED to pass assessment report and database to DACAAR for further analysis of WASH needs. E) PROTECTION In this caseload 18-HH reported female headed household, three household reported with disability and one family reported chronically illness, as we recheck and contact to these families, 14 female headed household their husband worked outside of the country especially in Iran country and support their families and send the cash for their family so these 14 female headed household did not needs for more additional assistance. During the assessment, ACTED teams identified 6 protection cases, which have already been referred to UNHCR’s PSN. Teams were able to perceive the needs of these individuals and notice certain vulnerabilities that were putting them at higher risk. The identified female headed household, disability problem and chronically illness cases are explained below. It should be noted that their identity is not shown in accordance with data protection policies. Female headed household, her husband was died many years ago she has 6 child and takes care of them she needs for more additional assistance. Female headed household her husband was died many years ago, she has three child and takes care of them, and she has the illness problem needs for more additional medical assistance. Female headed household, she detached from her husband, she has five child, takes care of them, one her child 12 year old he work in the Taloqan city as a daily unskilled labor and support their family so she needs for more additional assistance. Female headed household, her husband was died two months ago, while the conflict was accurited in their place of origin, she has two child takes care of them, when her husband was died she find the mental problem, needs for more additional medical assistance. Male headed household, while the conflict was accurited in their place of origin, his left hand god injured in their place of origin and cuted, he has a disability problem needs for more additional assistance once SCA Mazar-e-Sharif provided offhand for him.
