The 2nd quarter (from 1st Mar to 31st May 2015), EMO carried out their activities in Poipet, Missing Link, Northern Line, and Phnom Penh section such as observation on public meeting, consultation and amended contract making process, compensation deficit payment process, field verification and assessment on public facilities at RS, follow up on IRP and find out outstanding issues. 2. During the monitoring period, there are a series of public meeting between IRC and AHs in 3 sections: Phnom Penh, Northern/Missing link and Poipet section. In total, there are 10 public meetings were observed by EMO. The participants are comprised from IRC and ADB representatives, local authorities and AHs. The meetings were chaired by IRC Chairman/MEF or IRC representative. The purpose of meeting is to inform AHs about additional contract process for reimbursing compensation deficits of 4 years for the properties losses due to mis-categorization and inflection by using consumer price index. 3. During the monitoring period, 50 AHs in Poipet section were selected randomly from the DMS list that was provided by IRC to check the deficit compensation results with affected people on category classification and inflection rate be paid. The sample selection was based on a systematic random sampling technique. The used formula is (X = N/5), X is the number of selected samples (50 AHs); N is the total number of AH list (250 HH) and 5 is the interval between the household selected. There is no major problem or mistake of calculation sheet was found during this procedure (see the list of AH met in annex 2). 4. Up to 31st May 2015, there are 3,056 AHs agreed and signed amended contracts (206 AHs in southern line, 1,013 AHs in Phnom Penh section, 759 AHs in northern line, 308 AHs in missing link and 770 AHs in Poipet section). Other rest AHs are ongoing. In case, IRC can’t contact with some AHs they will ask village chief to assist. IRC also will prepare a draft advertisement for public by media. The advertisement will be expired in 30 days from the advertisement day. Until the quarterly monitoring report, there are 967 AHs received their compensation payment, comprising 761 AHs from Poipet section and 206 AHs from Southern Line. The total amount of cash compensation, which IRC has paid, is USD 494,774.02, comprising USD 423,308.42 for Poipet section and USD 71,465.60 for southern line. 5. In Poipet RS, the main facilities to be improved are access roads and open drainages. The construction work has completed nearly 80%. For Battambang and Pursat RS, access and internal roads have been also improved. The construction work in Battambang RS is completed and in Pursat RS – just started. In Phnom Penh RS, the access and internal roads are completed 40%, and there is also drainage cleaning. 6. There are some outstanding issues during the monitoring period. Please read in section VI. iii/35 I. INTRODUCTION A. The Project 7. The Project primarily involves rehabilitation of the existing railway networks consisting of (i) 338 km section of the Northern Line linking Phnom Penh with Sisophon; (ii) 264 km of the Southern Line linking Phnom Penh with the port city of Sihanoukville, and (iii) a 6-km branch line from Phnom Penh station to the petroleum depot facilities at Ton Le Sap River. The project works also include reconstruction of another 48 km of the Northern Line – called the “missing line” – from Sisophon to Thai/Cambodia border at Poipet, which was removed during the civil war of 1970s. The reconstructed line will re- establish the railway connection with Thailand. B. Project Impacts 8. During the PPTA period, it was estimated that about 2,629 Households (AHs) will be affected by the railway rehabilitation project. In addition to the above number of affected households, there are also bamboo rail transport operators that will lose their source of livelihood once the railway lines are rehabilitated; 189 operators are currently operating along the whole line. 9. A survey team was mobilized by the ADB and IRC to survey and consult affected households and prepare Addendum to the approved RP 2006. The survey team in March and June 2007 located as result in table 1. In among of 1,418 AHs in Banteay Meanchey, Battambang, Pursat and Sihanoukville who needed relocation. 822 of them were in the master list of AHs of the approved 2006 RP which covers ten provinces and cities; the other 615 were newly identified AH1 but have been ascertained to be living in the COI even before the conduct of the IOL 2006. Table 2 presents a detailed summary of the impact of the Northern line and Missing link– from KP 47+131 to Sisophon and up to Poipet Station – with regard to displacement and resettlement needs. For the Poipet Section covers a total length of about 6km (PK379+079 to PK385+00) including the Poipet station. According to URP in May 2010, a total of 1,094 households (approximately 4,578 persons) will be affected in the clearing of the COI. These AHs are entitled to compensation and assistance based on the type and severity of their losses.
