The mix of units comprises a single one-bedroom apartment, six (6) two-bedroom apartments and two (2) three-bed apartments. 1.1.2 The demolition of the existing structure, previously a single private residence, would be followed by construction of a single two-storey building with accommodation also within the roof space. Car parking would be provided for nine cars within a single shared-surface courtyard in front of the new–build block, and of which one could operate as an accessible parking space, with separate facilities for each of refuse storage and cycle storage. 1.1.3 Access onto the site would be developed around the existing crossover, with this amended with localised widening to better accommodate the movement of vehicles onto and off of the site. The amended crossover arrangements would tie in with an enhanced access route which would provide access to the parking and also a vehicle turning area in front of the building. 1.1.4 The site is classified as being within a low level of PTAL accessibility, being rated as 1b. However, there is a bus stop adjacent to the site on the A2022 Foxley Lane which provides access to the 127 route. This route operates between Purley and Tooting Broadway and runs at a frequency of around four to five services per hour in each direction throughout the weekday and on weekends. Purley railway station can be accessed via this service. 1.1.5 An earlier residential scheme for the site was considered by London Borough of Croydon, reference 16/03659/P. Whilst this scheme was not granted, there were no objections by the Council’s Transport officers, so the assessment approach adopted for that scheme is considered to be appropriate for this current scheme. This Transport Statement has been prepared against that background, incorporating updated information where appropriate. 1.1.6 The Officer’s report on the previous application included the following reference to the transport considerations, which confirms the validity of this approach: ‘The submitted Transport Statement has been reviewed by Strategic Transport and found to be satisfactory in methodology and content. The Construction Logistic Plan is also acceptable from a Strategic Transport and Network Management point of view.’ 1.1.7 The purpose of this report is to demonstrate that there would not be any material impacts on the local travel networks, highways and other modes of travel, as a result of the proposed residential scheme and that the operational requirements of the proposals would be satisfactorily accommodated without any significant or material impact. 1 1.2 Scope of Report 1.2.1 The scope of work outlined provides a broad description of the technical areas considered within this Transport Statement, namely: appraisal of the existing travel conditions and transport opportunities in the local area and in terms of access to / from the site, review of these for all modes of travel and with an audit of the local area identifying key desire lines for those travelling to and from the site; confirmation of the key facilities which can be practically accessed from the site by the full range of travel modes, including local schools, health centres, local retail and leisure facilities in line with current guidance, as well as of potential walk and cycle catchments; provision of a description and appraisal of the arrangements for each mode in terms of accessing the proposed development and of an overview of the key aspects of the strategy as it relates to the demolition and construction works to bring forward the scheme; commentary with regard to the corresponding strategies to support the scheme as they relate to on-site parking and servicing of the site, as well as an outline of the sustainable travel measures and incentives to be brought forward to encourage non-car travel; provision of a multi-modal trips assessment of the proposed residential development, based primarily on research from the TRICS database, and identification of the trips which could be associated with the extant use of the site as a large single residential dwelling; calculation of the likely level of net impacts on all modes of travel associated with the proposed development, with an overview in relation to potential servicing. 1.2.2 Against the background of the scope, the following sections are presented in this report: Section 2, which presents commentary relating to the existing travel conditions at and around the current building, considering all modes of travel, and commentary relating to the range of key facilities and services which are practically accessible from the site. Section 3, which provides further details of the development proposals for the site including access arrangements and general arrangements in terms of parking and servicing. Section 4, which discusses further both the parking strategy and the servicing strategy for the site, as well as outlining sustainable travel measures to be introduced in lieu of a Residential Travel Plan and providing an overview of the construction logistics. Section 5, which presents the assessment of the likely tripmaking characteristics of the proposed redevelopment, to consider the likely impacts of the proposed scheme upon the range of travel networks within the vicinity of the site, to inform the key conclusions. 2 Section 6, which presents the conclusions of the assessment. 1.2.3 A separate draft report on the Construction Traffic Logistics impacts has also been prepared, to be submitted as part of the planning application, whilst key aspects of travel planning for the site in lieu of a Residential Travel Plan have been incorporated into this report. 3 2 Existing Travel Conditions 2.1 Background 2.1.1 The site is located on the A2022 Foxley Lane, a London distributor road which runs between Purley Town Centre and Woodcote. The road is a varying width of generally no less than 7.3m, with footways and lighting provided along each side. The road also accommodates an on- street advisory cycle lane in each direction. 2.1.2 The site frontage along Foxley Lane runs for a length of between 30 metres and 35 metres. The site is bounded by Foxley Lane to the south, whilst adjacent properties bound the site to the east and west; to the rear the site is bound by the gardens of properties on Peaks Hill. 2.1.3 The existing access to the site (to a garage, driveway and what was used as a parking area in front of the building) runs from a crossover located towards the western boundary of the site and No. 116 Foxley Lane. Within the area around No. 114 Foxley Lane, in front of the neighbouring property, there is a bus stop which is served by the 127 route into Purley. 2.1.4 The neighbourhood surrounding Foxley Lane is characterised mainly by large detached dwellings set in generous grounds with good separation between buildings. Front garden boundaries are marked by mature hedge, tree and shrub planting mostly behind boundary walls and with the dwellings set well back from the road. 2.1.5 A site plan illustrating the location of the property in the context of the surrounding area is included at Appendix A. 2.2 Existing Pedestrian Environment 2.2.1 The streets within the vicinity are supported by a comprehensive network of footways running along both sides of the roads, generally around 1.8m-2m in width along the site side of the road and wider on the opposite side. This network supports pedestrian connectivity around the site and the surrounding area. The footways are generally well-maintained and in good condition, with widths which can accommodate a large amount of pedestrian flow per hour.
