Adoption of agenda Decision: The draft agenda was adopted in the form shown in these minutes. 2. Economic dialogue and exchange of views with Toomas Tõniste, Minister for Finance of Estonia and former ECOFIN President. Chair’s announcements The Chair made an announcement on the following: EU-US insurance and reinsurance agreement: As no amendments were tabled, the draft Recommendation would be put directly to the vote. Summary of recommendations and decisions of the Coordinators’ meeting of 14 December 2017 1. Nominations: 1. Harmonising and simplifying certain rules in the value added tax system and introducing the definitive system for the taxation of trade between Member States POSTPONED 2. Agreement between the European Union and the Kingdom of Norway on administrative cooperation, combating fraud and recovery of claims in the field of Value Added Tax POSTPONED 4. Amended proposal for a Council Regulation amending Regulation (EU) No 904/2010 as regards measures to strengthen administrative cooperation in the field of value added tax POSTPONED 5. Location of the seat of the European Banking Authority EPP/S&D, co-rapporteurship. 6. “IDD quick fix” EPP 2. 2018 calendars of working groups: 1. Financial Assistance Working Group: A mission to Athens should take place before the summer recess 2018. Post programme countries should also be assessed (IRL, PT, CY), and the issue will be discussed at a future meeting. 2. Competition Working Group: The work programme was approved. 3. IFRS Permanent Team: Whilst the calendar was approved in principle (4 meetings a year), the Secretariat should identify suitable dates for the first three meetings (possibly on ECON Committee days). 3. Delegations and visits in the first half of 2018: The composition of the mission and visits were approved: France: 4 EPP, 3 S&D (inc. Chair), 1 ECR, 1 ALDE Basel (visit): 16 MEPs: 6 EPP, 5 S&D, 1 ECR, 1 ALDE, 1 GUE, 1 GREENS, 1 ENF ECB (visit): 12 MEPs: 4 EPP, 4 S&D, 1 ECR, 1 ALDE, 1 GUE, 1 GREENS 4. Hearing with the incoming Eurogroup President and Eurogroup Working Group President: The Secretariat should identify dates for a meeting with incoming Eurogroup President Centeno to take place once he is in office, and with the new Eurogroup Working Group (EWG) President once he/she is in office. 5. Appointment of a representative of the European Parliament to the European Statistical Advisory Committee (ESAC): Coordinators were invited to send their suggestions for a candidate, who should have experience in the area of statistics, to the Secretariat by 10 January 2018. A vote on the nomination of the EP representative is foreseen in ECON (24/25 January 2018). 6. Economic governance: The programme of the ECON sessions organised within the framework of the European Parliamentary Week was approved. Coordinators agreed on first follow-up to the Commission’s package on EMU. The discussion on the follow-up will be continued at the next meeting. PE618.303v01-00 2/20 PV\1146908EN.docx EN 7. Scrutiny of delegated acts and other implementing measures: Coordinators were invited to suggest topics for the February 2018 scrutiny slot through a written procedure. 8. Sustainable Finance: It was agreed to hold a Public Hearing and separately an Open Coordinators’ meeting with the Chair of the Commission’s High Level Group on Sustainable Finance. 9. Brexit: Coordinators discussed and agreed on further aspects of their working method. 10. Motions for Resolution: Coordinators decided not to give a follow-up to the motion for resolution B8- 0598/2017. 11. European Court of Auditors (ECA): Coordinators were invited to submit to the Secretariat by 11 January 2018 any suggestions for priority areas in the ECA Work Programme 2019. 4.
