PETITIONS • Take a Break Occasional Child Care Program — Mr Tarlamis (121 signatures) • Kindergarten Funding — Ms Mikakos (12 signatures) • Laburnum Station Train Timetable — Mr Leane (69 signatures) MOTIONS The following motions were debated and agreed to in the House: • That there be laid before this House an edited copy of an Agreement of Victorian Government funding for the Large-Scale Integrated Drying Gasification and Combined Cycle Demonstration Project. — Mr Barber • That this House requires the Leader of the Government to table in the Legislative Council by 12 noon on Tuesday, 30 August 2011 a copy of the arrangement and/or contract between the Department of Justice and the Herald Sun newspaper to conduct the on-line sentencing survey. — Ms Pennicuik • That this House calls on the Minister for Community Services to seek advice from the Victorian Child Safety Commissioner on the need for the regulation of child beauty pageants. — Ms Hartland The following motion was debated in General Business: • That this House condemns the Baillieu Government for — (1) failing to outline plans to secure and create jobs in Victoria; and (2) choosing to cut funding for employment programs, support for apprentices, JobWatch, libraries and childcare. — Mr Lenders Notices were given of the following motions: • MRS PEULICH — To move — That this House expresses concern at the $3 billion that has been lost due to the financial incompetence and appalling project management practices of the Australian Labor Party in the allocation of electronic gaming machines entitlements and notes that — (1) 27,300 ten year gaming machine licences were allocated for $980 million despite being valued by the Victorian Auditor-General at up to $4.5 billion; (2) former Premier, Mr John Brumby, and former Treasurer, Mr John Lenders, repeatedly ignored warnings from their departments to not proceed with the auction; (3) the Victorian Auditor-General found that the reserves for the auction were set too low; (4) the Victorian Auditor-General found there were many shortcomings in the information and training provided to the industry to prepare them for the allocation process; (5) the Victorian Auditor-General found the information provided to the public was limited, meetings with peak bodies were discontinued and individual questions were not answered if information was not already publicly available; (6) the Victorian Auditor-General found the auction was stopped too early and that bidding had not ceased when the auction was stopped; (7) the financial disaster outstrips the Victorian Economic Development Corporation, State Bank of Victoria and Tricontinental disasters combined; and (8) the allocation of gaming machine entitlements had oversight by a special committee of Cabinet, which met on more than 60 occasions, received more than 250 policy papers and reports, and included senior members of the former Government including the former Premier, Mr John Brumby, in addition to Mr John Lenders, Mr Daniel Andrews, Mr Tony Robinson, Mr Rob Hulls, Mr Peter Batchelor and Ms Lily D’Ambrosio. • MR SOMYUREK — To move — That this House — (1) records its recognition and appreciation of the Victorian Information Technology and Communications Industry for its national leadership and international reputation; (2) notes the importance of the eServices panel, as originally established, to both the Victorian Information Technology and Communications Industry and to the tax payers of Victoria; (3) expresses its dismay at the botched tender process for the eServices Panel which has damaged the international standing of Victorian ICT firms, harmed the ongoing business prospects of these firms and the continuing employment of skilled Victorian workers; (4) condemns the Assistant Treasurer for his answer to a Question without Notice on 30 June 2011 where he refused to accept responsibility; and (5) calls on the Premier to urgently intervene in order to restore confidence in the ICT industry and ensure that firms and their skilled employees are not lost to NSW. • MR D.M. DAVIS — To move — That the Environment Protection Amendment (Beverage Container Deposit and Recovery Scheme) Bill 2011 be referred to the Standing Committee on Environment and Planning Legislation Committee for inquiry, consideration and report within 6 months of the passing of this resolution, and in particular, the Committee is to give consideration to proposals for nationally consistent or uniform approaches to waste recycling and disposal and the potential impact passage of the Bill in its current form may have on such options and make recommendations on Victoria's engagement in national recycling initiatives and to include in the report an examination of environmental benefits and to further examine any cost of living impacts.
