Project Background The Information and Library Network (INFLIBNET) Centre, an autonomous Inter University Centre (IUC) of the University Grants Commission, Ministry of Human Resource Development, Govt. of India, invites sealed quotations consisting of three-bids based on RFP document/Tender i.e. i) Pre- Qualification Criteria ii) Technical Bid and iii) Commercial Bid from eligible manufacturers/ authorized distributors for the supply of Web-based plagiarism detection software / tool (variably called anti- plagiarism / duplication screening / similarity check tool), herein after referred to as “plagiarism detection software”. Bidder can download the RFP document and further amendments, from the INFLIBNET website (www.inflibnet.ac.in) or from Central Public Procurement Portal (CPPP), Govt. of India website (www.eprocure.gov.in) and submit the same to INFLIBNET Centre on or before due date of the tender. Bidder is expected to examine all instructions, forms, terms & conditions, and specifications in the bidding document. Failure to furnish all information prescribed in the RFP/bidding documents or submission of bids not substantially responsive to the bidding documents in every respect may result in the rejection of the bid. Bidder must submit three covers, i.e. Pre-Qualification Criteria, Technical Bid and Financial Bid in prescribed format without ANY deviation. 1.2. SCOPE OF WORK The scope of the tender is to provide access to web-based plagiarism detection software across all institutions of higher education in India as detailed below: Sl Items Quantity No. 1 No of Institutions (approx.) 960+ 2 No of Users 3,00,000 3 No of Documents to be checked 10,00,000 Cumulative additional requirements for documents/users as mentioned in the financial quote (chapter-5: Annexure F- 1). The plagiarism detection software should facilitate easy detection of plagiarised content in the academic and research works including articles in journals and conference proceedings, chapters in books, theses, research reports, assignments, project works, lecture notes, e-text / e-content for MOOCs and LMS, etc. (herein after referred to as “document”) that are supposed to be original. The software/tool should compare submitted documents with database of document maintained by the producers of plagiarism detection software consisting of subscription-based resources and open access resources from primary publishers and aggregators, current and archived Internet web pages and web documents, student paper database, etc. (herein after referred to as “Plagiarism Checker Database”). The “Plagiarism Checker Database” may also include newspapers, magazines, electronic books, periodical databases covering popular magazines, MOOCs content, business and professional contents, subject-specific and handbooks and general encyclopaedia, etc. Interested bidders should furnish their bids in prescribed format along with detailed specifications of the services (s) offered, catalogues and pamphlets and sample copy of the license agreement. Relevant technical literature and information should also be furnished in along with technical bid. 3 | Page Tender of Web-based Plagiarism Detection Software/Tool Chapter 2 General Instruction and Terms & Conditions 2.1 PRE-QUALIFICATION CRITERIA The INFLIBNET Centre has defined Pre-qualification Criteria as mentioned at Annexure-T-I-A and Mandatory Technical requirement at Annexure-T-I-B for the bidders. Bidders and their products should meet both criteria. The bidders meeting these defined criteria must enclose photocopies of supporting document(s) along with their bids, failing which their bids will be summarily rejected without any scope of consideration. 2.2 LANGUAGE OF BID The bids prepared by the bidder, as well as all correspondences and documents relating to the Bid exchanged by the bidder and INFLIBNET Centre shall be in English. Supporting documents and printed literature furnished by the bidder may be in another language provided they are accompanied by an accurate translation of the relevant pages in English. For purposes of interpretation of the bid, the English translation shall govern. 2.3 CONTRACT PERIOD The Contract will be initially for a period of one year, which may further be extended to maximum of one/two more year(s) at the time of award of contract/signing of agreement, if the performance/services is found satisfactory. Extension of contract will be at the discretion of INFLIBNET Centre. The Centre reserves the right to curtail or extend the validity of contract. 2.4 PERIOD OF VALIDITY OF OFFER For the purpose of placing the order, the bids shall remain valid till 120 days from the date of opening of tender. During the period of validity of bids, the rates quoted shall not change. In exceptional circumstances, INFLIBNET Centre may ask for extension of the period of validity and such a request shall be binding on all bidders. INFLIBNET’s request and the response to such requests by various bidders shall be in writing. A bidder agreeing to such an extension will not be permitted to increase its rates. The bid security shall also be suitably extended. A bidder granting the request is not required nor permitted to modify the bid. 2.5 SUBMISSION OF BID The bids are being invited under three bids system, i.e. (A) Pre-qualification Criteria Annexure- T-I-A & T-I-B (B) Technical Bid- Annexure-T-II Commercial Bid Annexure-F-I. The interested bidders are required to submit three separate sealed envelopes super scribing as mentioned below: A) Envelope No.1- “Pre-Qualification Criteria” (Annexure- T-I-A & T-I-B). “Pre-Qualification Criteria”. shall contain all the information and documents in the same serial order as mentioned in the Annexure–T-I-A & T-I-B. The complete document should be number chronologically. Super-scribed “Pre-Qualification Criteria” on the top of envelope. This envelope shall also contain the bid EMD of Rs.90 Lakhs. B) Envelope No.2- “Technical Bid (Annexure-T-II, Part – A to E) “Technical Bid” shall contain all the information and document in the same serial order as mentioned in Annexure-T-II, Part – A to E (Evaluation Sheet: Document handling, Plagiarism Checker Database, Quality of Plagiarism Testing & Reports, Web Management, Misc/Others). The complete document should be numbered chronologically. Super scribed “Technical Bid” on the top of envelope.
