No. 350010 Version 1.1 October 2010 Page 2 STRONAFIAN FOREST BUSINESS PLAN Executive Summary The adjacent communities of Colintraive and Glendaruel are located in south-west Cowal, Argyll, some 15 miles west of Dunoon. The area has a total adult population of just over 250, increased in the summer months by tourists and holiday home owners. However the area is characterised by a range of issues associated with rural decline: aging population, lack of employment, poor housing stock and falling school rolls. The Colintraive and Glendaruel Development Trust (CGDT) was formed in November 2008 with the aim of revitalising the community to ensure its long-term economic, social, cultural and environmental sustainability. Since then it has employed a development officer to take forward its projects. Community.Acquisition of Stronafian Forest Stronafian Forest, located between the road linking Glendaruel with Dunoon and the Colintraive to Strachur road, consists of 462 hectares (ha) of largely mature conifers, much of which is due to be harvested in the coming decade, along with 153ha of open ground and small areas of native woodland. In May 2010, the local community was informed by Forestry Commission Scotland (FCS) that the forest had been declared surplus and, should there be no community interest in acquiring it, would be sold. Following public meetings, it was decided to investigate the potential for community acquisition and an Options Appraisal was carried out by Scottish Native Woods in June 2010. Since then CGDT has been following a process set out in the National Forest Land Scheme (NFLS) – a government initiative specifically established to help communities take ownership of FCS land. This involves the joint instruction of a land valuation by the District Valuer (DV), the carrying out of a Business Plan and the holding of a community ballot. Once these steps are successfully completed, CGDT can formally apply through the NFLS to acquire the forest and if the application is approved, the community will have up to 18 months to raise the necessary funds to purchase Stronafian Forest at its market value. Community consultation regarding the potential acquisition of Stronafian Forest has involved the holding of public meetings along with a door-to-door survey carried out by local “animateurs”. This builds upon a community planning exercise carried out by CADISPA in 2008. The DV carried out a valuation of Stronafian Forest in September 2010 putting its value at £1.55m. Given the very high value of the forest and the fact there is little chance of accessing significant grant funding to cover the acquisition costs, it is unlikely that CGDT would be able to afford to purchase the forest outright. A more realistic approach would be for the community to pursue a phased acquisition from FCS and it is this scenario that the Business Plan is based upon. It is assumed that CGDT will: • Pursue a phased acquisition of Stronafian Forest (purchasing approximately half the forest in Year 1, with the remainder in Year 5). • Enter into an agreement with a timber management company to immediately sell the majority of the commercially valuable standing timber upon CGDT taking ownership of Phase 1 of the land. • Be responsible for full land management over unplanted areas, native woodland, existing clearfelled areas and, once harvested, future areas of clearfell. Some grant assistance for land acquisition is possible from Highlands & Islands Enterprise (HIE) but this would need to be augmented by other grants and by local fundraising. Additional capital could potentially be realised through the early sale of building plots, both for private housing and for woodland crofts. Project Development CGDT propose to manage the forest to provide a range of local and wider public benefits including: • The sustainable development of the forest through restructuring the conifer crop towards a greater diversity of trees to improve the forest’s visual quality, nature conservation and recreational value. • Improved road access within the forest to allow forest management and timber extraction. • Sale of house plots and the creation of woodland crofts for local affordable housing. • Creation of recreational access for walking, cycling, all-abilities access paths and pony trekking. • Use of the forest as an educational resource by the local primary school. Version 1.1 October 2010 Page 3 STRONAFIAN FOREST BUSINESS PLAN • Establishment of a sustainable local fuelwood economy through firewood sales, thus also reducing the community’s carbon footprint. • Creation of local employment from forest management. • Support the development of the local tourism industry through enhancing the amenity of the area and the provision of recreational activities. • Cultural, historical and archaeological interpretation. • Development of a small, community-owned wind turbine. A sizeable bank loan would need to be taken out but interest and capital repayments would be covered by the revenue income generated. There is the possibility that through ownership of Stronafian Forest the community could be involved in any potential future expansion of the adjacent Cruach Mhor Windfarm. However such a development has been discounted to ensure the Business Plan is based on more certain enterprises. Project Viability A seven-year cashflow forecast for the project setting out the income and expenditure shows that the profitability of the project is dependant upon project development costs (improved access, recreation facilities, interpretation etc.) and ongoing forest management expenditure (replanting obligations, deer fencing, road construction etc.) being met through obtaining funds from a range of sources including: • Development funding grants (from sources such as EU LEADER, HIE, Charitable Trusts, etc); • Land management grants (through Scottish Rural Development Programme - SRDP); • Revenue income generating activities including the community wind turbine. By Year 5 of the project, CGDT should be able to amass sufficient excess funds through the wind turbine and sale of land for house plots and crofts to be able to contribute significantly towards Phase 2 of the land acquisition. In the longer term, income from firewood sales, croft rentals and the wind turbine should generate sufficient revenue income to supplement land management and other grants, cover ongoing forest management costs and project development expenditure and be able to contribute towards CGDT’s other projects. This will ensure that through community ownership and management of Stronafian Forest, CGDT will be able to provide a wide range of social, environmental and economic benefits to both the local community and wider public.
