HESTON AND CRANFORD AREA FORUM A meeting of the Heston and Cranford Area Forum will be held in the Committee Rooms 1 & 2, Civic Centre, Lampton Road, Hounslow on Thursday, 26 May 2016 at 7:00 pm MEMBERSHIP Councillors Harleen Atwal Hear, Lily Bath, Raj Bath, Manjit Buttar, Kamaljit Kaur, Gurmail Lal, Amritpal Mann, Surinder Purewal, Shantanu Rajawat and Gurpal Virdi. The Chair will decide whether or not to grant the request to speak and notification will be given of the decision. ii) For all highways matters, if there are members of the public with opposing views regarding the proposal the Chair will allow both sides to speak. Generally, speakers will only be allowed to speak on issues where funding is available. iii) Each party will be given no more than 5 minutes to speak. The time allotted could be reduced if, for example, the Chair wishes to accommodate several speakers on the same item. v) The Area Forum will consider submissions on 3 items per meeting. vi) Written submissions should be made to the Committee Administrator no later than 4pm on the day of the meeting. 16 Date of next scheduled meeting is Thursday 14 July 2016 at 7pm in Committee Rooms 1 and 2 17 Any other business, which the Chair considers to be urgent Recording and reporting on public meetings Please note that members of public can choose to record, or report in other ways, on this public meeting. If you wish to do so then please read the Council’s protocol which can be found on the Council’s website. Copies of the protocol are also available at the meeting. The Council asks that you avoid recording members of the audience who are not participants at the meeting. The Council will seek to facilitate this. Details of Recommendations 1.1 That the Area Forum notes the following appointments confirmed at Borough Council on Tuesday 24 May 2016: a) Area Forum Vice-Chair (see paragraph 3.1.1) b) Area Forum representative on the Community Investment Advisory Panel (CIAP) (see paragraph 3.2) 1.2 That the Area Forum considers the nominations for co-opted members (see paragraph 3.1.2) 1.3 That the Area Forum considers the establishment of a sub-group (see paragraph 3.1.3). Report Summary This report confirms the appointments made at Borough Council on Tuesday 24 May 2016 and asks the Area Forum to consider nominations as set out in paragraphs 3.1.2 and 3.1.3 below. 1 3. Reason for Decision and Options Considered 3.1 AREA FORUM APPOINTMENTS 3.1.1 Appointment of a Vice-Chair/ Community Champion: The Vice Chair of the Area Forum will serve as the Community Champion (details of which are attached as Appendix 1). The Area Forum is asked to note the appointment of the Vice-Chair to the Area Forum. This report is being published in the expectation that this appointment will be confirmed at Borough Council on 24 May 2016. 3.1.2 Co-opted members: The Area Forum is entitled, though not obligated, to appoint a total of up to three co-opted members. Area chairs and vice-chairs across the five areas may wish to co-ordinate their approach to appointing co-opted members. It is, therefore, suggested that Area Forum members do not pursue recruitment until after the next scheduled meeting of the Area Chairs and Vice- Chairs that will be held mid-July. Subject to recommendations from the Area Chairs and Vice-Chairs a report could then be brought back to Area Forum for further consideration in due course. 3.1.3 Additional Optional Appointment – Sub-Group to the Area Forum: In previous years Isleworth & Brentford Area Forum has appointed a Sub- Group, the membership of which included the Chair of the Area Forum, a ward councillor from each ward and a co-opted member (where appointed). Members are asked to consider whether they would wish to set up such a group for the coming year. 3.2 APPOINTMENTS TO OTHER BODIES The Area Forum has in previous years been asked to appoint councillors to the Community Investment Advisory Panel (CIAP), which recommends grants, rent subsidies and other forms of indirect financial support for voluntary organisations. This year it is anticipated that the appointments will be confirmed at Borough Council and members are asked to note the member appointed from this Area Forum for the current municipal year. 3.3 OTHER COUNCIL COMMITTEES Members may be asked to make additional appointments to other Council bodies as a result of decisions made at Borough Council on 24 May. 4. Key Implications 4.1 This report is administrative and logistical in nature rather than policy driven or political and so the implications of agreeing the recommendations relate purely to supporting the council in carrying out its business. 2 How is success to be measured? Financial Details a) Financial Impact On The Budget (Mandatory) There are no impacts on the Council’s budget except in the case of the institutional costs associated with meetings. However, these are costs that are included in various budgets across the council specifically supporting the democratic process. c) Comments of the Director Finance and Corporate Services The Director, Finance and Corporate Services has been consulted on this report and has no comments. 6. Legal (to be completed in conjunction with the Legal Department) a) Legal Details There is a legal requirement for the council to establish a number of committees (e.g. licensing committee, standards committee) and whilst various other committees are not required by law, the Council has historically established a large number of bodies to ensure the smooth working of its decision making process. This report reflects the model of committees used over the last few years. b) Comments of the Interim Head Governance The Interim Head of Governance has been consulted on this report and has no comments. 7. Value For Money There are no value for money implications to this report.
