CENTRAL STOCKPORT AREA COMMITTEE Meeting: 9 August 2018 At: 6.00 pm PRESENT Councillor Charlie Stewart (Chair) in the chair; Councillor Philip Harding (Vice-Chair); Councillors Sheila Bailey, Richard Coaton, Becky Crawford, Dickie Davies, Chris Murphy, Amanda Peers, Andy Sorton and Wendy Wild. 1. MINUTES The Minutes (copies of which had been circulated) of the meeting held on 12 July 2018 were approved as a correct record and signed by the Chair. 2. DECLARATIONS OF INTEREST No declarations of interest were made. 3. URGENT DECISIONS No urgent decisions were reported. 4. COMMUNITY ENGAGEMENT (i) Chair's Announcements No announcements were made. (ii) Neighbourhood Policing Sergeant Lorna Crowe-Moore and PC Steve Webster attended the meeting to report on neighbourhood policing issues. The following comments were made/ issues raised:- The work of Operation Barometer was highlighted and how the work had evolved in the community. The Police representatives were thanked for the work to combat anti-social behaviour in Cheadle Heath. The law governing the riding of quad bikes was raised and whether helmets were required. The theft of York stone in Dodge Hill, Heaton Norris was raised. RESOLVED – That Sergeant Lorna Crowe-Moore and PC Steve Webster be thanked for their attendance. (iii) Public Question Time No public questions were submitted. Central Stockport Area Committee - 9 August 2018 (iv) Public Realm Mark Calderbank, Public Realm Inspector, attended the meeting to report on current issues and to answer questions from Councillors and members of the public in relation to public realm issues within the area represented by the Central Stockport Area Committee. A written summary was also provided of the work carried out by the Public Realm Service. The following comments were made/issues raised:- The problems caused by waste bags being left at the corner of Bulkeley Street and Old Chapel Street, Edgeley on the car park were highlighted. Fly tipping at the corner of Marsland Terrace, Offerton was raised. The cleaning up of Cheadle Heath Park by the community payback team was complimented. The Area Committee’s request for permanent dog fouling signs in the area to be introduced as soon as possible was reiterated. Members would advise Officers of the sites where the signs should be erected. RESOLVED – That Mark Calderbank be thanked for his attendance. (v) Petitions A representative of the Democratic Services Manager reported the receipt of a petition from twenty five signatories requesting the introduction of residents parking on a stretch of Chatham Street, Edgeley, between numbers 58 and 97. RESOLVED – That the petition be referred to the Corporate Director for Place Management and Regeneration for investigation. (vi) Open Forum: Manchester Airport - Draft Noise Action Plan 2019-2023 Neil Robinson and David Foote from Manchester Airport attended the meeting to advise the Area Committee of the Noise Action Plan (2019-2023) consultation draft and the supplementary information which had been prepared. The Noise Action Plan was a five year plan to assess, consider and manage aircraft noise around the airport and was a legal requirement under a European Union directive. It was also a key part of delivering broader UK Government noise objectives that were to limit and, where possible, reduce the number of people in the UK significantly affected by aircraft noise. The consultation closed on 21 August 2018. The following comments were made/issued:- The view was expressed that as Stockport was on the flight path to and from Manchester Airport and had a very high residential population, there was too much night time flying and a limit should be put on it. This should be set out in a legal agreement between Manchester Airport and Stockport Council. The situation would be exacerbated by the proposed increase in the capacity of Manchester Airport. An Central Stockport Area Committee - 9 August 2018 increase in the number of aircraft would result in more noise and disturbance for local residents. The Council had ambitious plans for residential development in the town centre which was on the flight path, and therefore there would be an increase in the number of residents affected by aircraft noise. The effect of aircraft on climate change needed to be examined. An issue of concern from an environmental point of view was the frequency of flights. A Member enquired what the situation would be when the airport was no longer responding to directives from the European Union after the United Kingdom had left the European Union. The meeting discussed the current consultation and liaison mechanisms between the Airport and the Council. The Area Committee requested the Airport to look at holding regular meetings with Members at the Town Hall in Stockport at a time which was convenient for the majority of Councillors. There was the provision, if certain criteria was met, for residents to be provided with assistance for double or triple glazing, and roof insulation, and Members thought that the Airport should promote this more extensively. The flight path went across the Brinnington and Central Ward, yet accessibility to jobs at Manchester Airport for residents in that Ward was limited. RESOLVED – (1) That Neil Robinson and David Foote be thanked for their attendance. (2) That Manchester Airport be requested to report to the Area Committee on an annual basis on aircraft noise and the issue of night flights. 5. DEVELOPMENT APPLICATIONS There were no development applications to consider. 6. PLANNING APPEALS, ENFORCEMENT APPEALS AND ENFORCEMENT NOTICES A representative of the Democratic Services Manager submitted a report of the Deputy Chief Executive (copies of which had been circulated) listing any outstanding or recently determined planning appeals and enforcement activity within the area represented by the Central Stockport Area Committee. RESOLVED – That the report be noted. 7. HIGHWAY MAINTENANCE AND LOCAL INITIATIVE REPORT - HUNTLEY ROAD, CHEADLE HEATH A representative of the Democratic Services Manager submitted a report of the Corporate Director for Place Management and Regeneration (copies of which had been circulated) setting out a proposal for a footway resurfacing scheme on Huntley Road from Edgeley Road to Sherbourne Road, Cheadle Heath. RESOLVED – That the footway resurfacing scheme on Huntley Road from Edgeley Road to Sherbourne Road, Cheadle Heath be approved at an approximate cost of £8,500 to be funded from the Area Committee’s Delegated Budget (Edgeley and Cheadle Heath Ward allocation). Central Stockport Area Committee - 9 August 2018 8. ROUTE RECLASSIFICATION – RESULTS OF CONSULTATION A representative of the Corporate Director for Place Management and Regeneration submitted a report (copies of which had been circulated) seeking the Area Committee’s views on the re-classification and de-classification of designated routes associated with the Stockport Town Centre Access Plan. The following comments were made/issues raised:- Clarification was sought on the difference between an A road and a B road. The key point was about signing and directing traffic. A lot of motorists would not be aware of what class of road they were travelling on. The decision to not classify Belmont Way as an A road would assist in reducing traffic on that road. Concern was expressed that making King Street West a B road and signing traffic to use it was not necessarily a good idea as at peak periods of the day there were tailbacks from the Greek Street roundabout. RESOLVED – (1) That the report be noted. (2) That the proposal for a new single B classified route to be created comprising King Street West (from the A560 to the Greek Street Roundabout), Shaw Heath (full length) and Cale Green to the A5102 Bramhall Lane be re-examined. 9. MARKET AREA – HIGHWAYS AND ACCESSIBILITY PROPOSALS A representative of the Corporate Director for Place Management and Regeneration submitted a report (copies of which had been circulated) providing information regarding developing highways and accessibility proposals for the market area and seeking approval to:- establish Orders which would facilitate the implementation of the first phases of these proposals; and continue to develop later phases of the proposals including the undertaking of a more detailed consultation with local businesses and residents. RESOLVED – That the Brinnington and Central Ward Councillors be provided with the results of the consultation and the Ward Highways Spokesperson for that Ward be authorised to convey the views of the Area Committee on the proposals and that these views be considered by the Cabinet Member for Communities and Housing before deciding whether to approve the statutory legal advertising of the Traffic Regulation Order detailed in the report. 10. PROPOSED TRAFFIC REGULATION ORDERS TCAP303 - CHESTERGATE, KINGSTON STREET, HARDMAN STREET MOVING, WAITING/ LOADING ORDERS A representative of the Corporate Director for Place Management and Regeneration submitted a report (copies of which had been circulated) seeking the comments of the Area Committee regarding the introduction of Moving and Waiting/Loading Traffic Regulation Orders associated with the Town Centre Access Plan (TCAP) Scheme 303 on Central Stockport Area Committee - 9 August 2018 Kingston Street, Chestergate, King Street West, Gough Street, Hardman Street and Cook Street. RESOLVED – That the Cabinet Member for Communities and Housing be recommended to approve the statutory legal advertising of the Traffic Regulation
