Subject: Update: Nelson Garage Mural Project - Artist Selection Contact: Meredith Allen, Special Advisor, CMO Projects 905-874-5333 Overview: • A Call for Artists Proposals for the Nelson Garage Mural was developed by the Public Art Task Force and released to the international professional arts market in April of 2012. (attached Appendix A) • The Call closed on May 31, 2012 and as per the City of Brampton Public Art Policy, the Public Art Task Force established a jury to evaluate the received proposals. • The members of the jury included: o Marnie Richards, Executive Director, Brampton Arts Council o Karin Eaton, Executive Director, Mural Routes o Steve Wilson, Brampton Artist o Bob Posliff, Brampton Resident o Peter VanSickle, President, Brampton Downtown Development Corporation o Anthony Wong, Project Manager Urban Design Services, Planning Design and Development, City of Brampton o Victoria Mountain, Special Projects Coordinator, Community Services, City of Brampton • The jury evaluated each submission and recommended renowned mural artist Charles Johnston's "Urban Garden" proposal for the mural on Nelson Street Parking Garage. • The artist has committed to the original timelines set out in the Call for Artist Proposal, with a proposal installation date in the fourth quarter of 2012. • The Public Art Task Force believes that Mr. Johnston's proposal strongly aligns with the goals of the Public Art Policy and the requirements outlined in the Call for Artist Proposal. • This report outlines Mr. Johnston's proposal and recommends the Flower City Committee endorse the artist vision and design for creation and installation. CIO. Recommendations: 1. That the reportfrom Meredith Allen, Special Advisor CMO Projects, City Manager's Office, dated August 2,2012, re: Update: Nelson Garage Mural Project - Artist Selection (File M06-NE) be received. 2. That the Flower City Committee endorse the proposal from Charles Johnston and that Mr. Johnston be selected as the successful artist for the Nelson Garage Mural project. Background: In October 2011, the Flower City Committee approved an update to the Public Art Policy, which involved the strategic development of the Public Art Program and formation of the Public Art Task Force to oversee the administration and implementation of public art in the City of Brampton. The Public Art Task Force created and released a Call for Artist Proposals (CFAP) to the international professional arts market in April of 2012. The CFAP closed on May 31, 2012 and, as required by the Public Art Policy, a jury was established evaluate all proposals. The members of the jury included: o Mamie Richards, Executive Director, Brampton Arts Council o Karin Eaton, Executive Director, Mural Routes o Steve Wilson, Brampton Artist o Bob Posliff, Brampton Resident o Peter VanSickle, President, Brampton Downtown Development Corporation o Anthony Wong, Project Manager Urban Design Services, City of Brampton o Victoria Mountain, Special Projects Coordinator, City of Brampton Current Situation: The Public Art Jury evaluated all proposals and the proposal from artist Charles Johnston received the highest score. Artist Bioaraphv: Supplied by Charles Johnston. Charles Johnston, aka 'C5,' is a painter, sculptor, and muralist who has been creating public art for 25 years, conceiving and executing large scale murals and sculptures in concrete, mixed media and bronze. He explores motifs that are both site-specific and concept focused, with a technical, realist utilization of art materials to support his specific approach to making art. His work can be seen throughout Canadaand the United States. From the 10 storey wolf mural and sculptures in the northern community of Thompson to the 100 foot tall Peanut Farmer silo mural in south Georgia, Charles has become a creator of icons. Charles Johnston's Curriculum Vitae and examples of previous artwork are attached as appendix A. Project Proposal: In his proposal, artist Charles Johnston described his winning "Urban Garden Bouquef submission as follows: "Urban/Garden/Bouquet" is a reminder that when we take the time to stop and 'smelt the roses', the city and its' cultural presence prospers, blossoms like a beautiful flower garden. "The theme of "Urban Garden Bouquet"is based on several modularconcepts that will be unitedinto a single design on the locationdescribed. "For this mural concept, I have drawn from Brampton's 'Flower City' designation and HACE district to evolve the concept into a dynamic image relationship between monumental floral bouquets, vignettes of theprospering urban culture, and a dynamic interplay of representationaland graphic imagery. "My goal is to create a design thatrelates urban growth to the blossoming of a floral garden. "To achieve this connection, Iam using some of the motifs seen in my 'Urban Forest' mural, which uses colourful spherical shapes to express a similar environmental relationship. The added feature is to incorporate vignettes into many of the larger spheres to represent the flourishing spheres of activity in a dynamic metropolitan landscape. These 5 bouquets will be created as a complete dibond panel mural, which may subsequently be separated from one another and relocated to as many as 5 different sites should the need arise. Each sphere/bouquet unitis unique but maintains a continuity ofdesign with a 'look' that will allow them to interrelate from a varietyof locations." The themes for each of the urban sphere bouquet will represent the components of the City of Brampton's HACE strategy (Heritage, Arts, Culture, and Entertainment). For artist sketches of "Urban Garden Bouquet" see Appendix B. Ci-4 Financial Implications: This project has been funded by the 2009 Investing in Ontario Grant. $80,000 has been allocated for the creation of the artwork and $20,000 has been allocated for site preparation and instillation. Conclusion: The Public Art Task Force is recommending that the Flower City Committee support the jury's selection of artist Charles Johnston and that the Public Art Task Force continue to work with Mr. Johnston to have the artwork installed in the fourth quarter of 2012.
