Northern Ireland Register of Pre-Basic and Basic Seed Potato Crops 2016 DEPARTMENT OF AGRICULTURE, ENVIROMENT AND RURAL AFFAIRS (DAERA) SEED POTATOES REGULATIONS (NORTHERN IRELAND) 2016 CHANGES TO THE SEED POTATO REGULATIONS The EU amended the provisions of the Seed Potato Directive which all Member States implemented on 1st January 2016. The aim is standardise the grade names and standards used throughout Europe and to improve trade. Five types of certificate – PBTC, PB, S, SE and E - are issued for crops which attain the following prescribed standards of health and purity; Faults/diseases PBTC PB S SE E and parent (Pre Basic stock Tissue Culture) Approved PB, FG3 S, FG4 or SE, FG5 or SE, FG6 or Planted with Nuclear Stock or above above above above Virus Y, Virus A and Leafroll Nil Nil 0.02% 0.1% 0.4% Total virus Nil 0.1% 0.2% 0.5% 0.8% (includes Virus X, Virus S etc) Rogues and off- Nil 0.01% 0.1% 0.1% 0.1% types Blackleg caused by Nil Nil 0.1% 0.5% 1.0% Pectobacterium spp Blackleg caused by Dickeya spp Nil Nil Nil Nil Nil Maximum number of field 0 4 5 6 7 generations i The new grades correspond approximately to the following old classes; • PBTC - Pre Basic Tissue Culture • PB – PB1 to PB4 • S – Super Elite 1 and Super Elite 2 • SE – Super Elite 3 and Elite • E – Class A THE DEPARTMENT DOES NOT GUARANTEE:- (1) THAT ALL PRE BASIC AND BASIC CROPS HAVE BEEN INCLUDED IN THE REGISTER; (2) THAT POTATOES GROWN FROM ANY PRE BASIC AND BASIC SEED WILL QUALIFY FOR A CERTIFICATE OF THE NEXT HIGHEST STANDARD FIELD GENERATIONS Crops are listed by variety, grade and field generation. Growers who are buying seed for further certification should ensure that they buy the correct grade and field generation to produce the grade they wish to sell. For example; if a grower wishes to certify S grade then this stock can only be planted with PB or S of field generation 1 - 4. Please also ensure that the Field Generation Number is printed on the seed label. The EU legislation states that if the Field Generation is not printed on the label then we must assume that it is the maximum Field Generation possible. For example if just PB is printed on the label then DAERA will assume that a variety planted with this stock is planted with Field Generation 4. Growers should also note that stocks for certification must not be planted with stocks of seven or more field generations. CROP NUMBERS In order to maintain information on the stock’s Field Generation and to improve traceability each stock has been given a unique Crop Number. This Crop Number is printed before the name and address of the applicant in the Register. This Crop Number will also appear on the seed potato label. Unless requested otherwise by the applicant, stocks which have a common applicant and grower, are planted with the same input seed and attain the same grade during crop inspection will be given the same Crop Number even if they are grown in different fields. This is to simplify the storing and marketing of stocks. ii REGISTER LAYOUT For example, in the entry below; S, FG 5 1234 Other, AN, 10 Main Street, Any Town, Co Tyrone, Tel 028 5678 2345 UK/NI 6789 “S, FG 5” - the Union Grade of the stock is S and the Field Generation is 5 “1234” is the Crop Number of the stock “Other, AN, 10 Main Street....” is the address of the applicant for the stock “UK/NI 6789” is Applicant's Plant Health Registration Number PROTECTED REGION Northern Ireland, Scotland, Cumbria, Northumberland, the Republic of Ireland and parts of Germany are designated by the EC as protected regions for seed potatoes. Only Basic and Pre Basic grades may be marketed in Protected Regions. The certified grades produced outside these Regions are of a lower grade than Grade E and must not be marketed in Northern Ireland. NOTE Crops awarded a E certificate in 2016 will not be eligible for classification in 2017. PLANT BREEDER’S RIGHTS Growers and Applicants should note that it is their responsibility to ensure that they have received the necessary consent for marketing seed potatoes of any variety which is subject to Plant Breeder’s Rights. Potatoes grown under contract are shown under the applicant's name with stocks listed by Grade, Field Generation and Crop Number. POTATO WART DISEASE AND SAFETY ZONES The Department still monitors cleared fields for wart disease and ware growers should contact their local potato inspector if they intend to grow a wart susceptible variety in land previously scheduled for wart disease. Seed growers should also contact their local inspector if they intend to use cleared fields to grow seed destined for a market outside the EU as some Third Countries may have additional requirements regarding wart disease. iii The wart susceptible varieties certified in Northern Ireland are British Queen, Duke of York, King Edward, Red Duke of York, Sharpe’s Express and Up to Date. DICKEYA SPP. Legislation is in place to protect the local industry from blackleg caused by a strain of Dickeya known as Dickeya solani. Any seed crops found with this disease will be rejected for seed and measures put in place to prevent the disease spreading and becoming established. This serious disease is quite common in other parts of Europe but has never been found in crops grown from seed originating in Northern Ireland or Scotland. Growers intending to bring in any potatoes for planting from outside Northern Ireland are required to notify DAERA in advance. Growers should contact their local potato inspector well in advance of planting to allow for potatoes to be tested and the result known before planting.
