Introduction: Hatem Dibian, Manager – Air Operators & CAMO, opened the 10th ACC Meeting by welcoming all the attendees. He thanked Royal Jet for sponsoring the meeting and for making all the necessary arrangements. He praised the ex‐Chairman, Ahmed Al Rawahi, and the effort that was taken by him in setting up the Airworthiness Consultative Committee. Hatem emphasised on the new approach to be taken by the GCAA with regards to audits. He informed that audits will now be conducted based on risk assessment and some operators may be subject to multiple audits in the year 2014. He also discussed about SMS Implementation, Direct Deliveries and the upcoming Airworthiness Seminar. 2. Licensing: Paul Price, Engineering Inspector, gave a presentation on CAR Part II, Chapter 7 of CAR 66 (for details please refer to attached presentation). Discussion Items: 1. Will there be a mutual recognition between EASA and the GCAA for the licencing of Engineers? Currently the GCAA are working closely with EASA and will be working towards the recognition of licenses and training, however this process is long term. 2. Will the Type rating endorsement on the CAR 66 licence include the variants? The revision to CAR 66 includes the type rating list in Appendix 1 to AMC to CAR 66, this list indicates the type rating endorsement that will be issued on the licence, and this will include the series as defined in the appendix, Engineers licenses will be modified at the next renewal to reflect the type rating list. 3. What are the required qualifications of maintenance staff? There is a change to the certification privileges in the revised CAR 66. The change to these privileges will be included in the next revision to CAR 145. 4. CAR 66 Revision2 requires a new OJE work record format, will operators have to submit new work record books for approval by the GCAA? The work record books currently approved by the GCAA can continue to be used up to November 2014, after which they must be approved to the new format. Does the GCAA recognise OEM training and do the operators require prior approval for the recognition of the training before a type endorsement can be issued? The GCAA requires all operators to seek approval for any type training course conducted outside of a CAR 147 approved type training organisation and this includes the OEM. A number of OEMs are aware of this requirement and have applied for a GCAA CAR 147 approval, Boeing and Airbus are currently going through the approval process. 3. CAR M (Air Operators & CAMO): Yousuf Al Azizi, Senior Inspector – Air Operators & CAMO, started this section of CAR M with a presentation on CAR M e‐services, Document approvals on Q‐Pulse, Aircraft Deliveries, SMS & Audits and ROSI (for details please refer to attached presentation). Discussion Items: 1. Why can’t a Foreign CAMO recommend ARC renewal for local aircraft’? Recommendation of ARC, for local aircraft, to the GCAA, remains the responsibility of local CAMO. 2. There is no traceability of application in e‐services. The new phase of e services allows more traceability of each application. Warren Storey, Senior Inspector – Air Operators & CAMO, gave the next presentation where he informed about CAR M Amendment and CAR M Guidance Material (for details please refer to attached presentation). Discussion Items: 1. Can only individual aircraft types be listed on an approval certificate list or can groups be listed as well? CAR M and the format of the approval certificate allows for the issue of a Subpart G approval to either an individual type, a series, or group of aircraft. The designations of types and Series’ is as listed in Appendix 1 to AMC to CAR 66 (CAR 66 Section 3) 4. Chairman’s Address: Ismaeil Al Blooshi, Assistant Director General – Aviation Safety Affairs Sector and Acting Director of Airworthiness, addressed the meeting. Following are the items that were discussed: 1. FCL Regulations and CAR OPS regulations will be revised within a period of 2 years. Page 5 of 8 Item Summary of Discussion and Follow‐up / Actions Assigned To Action Due No. 2. SMS focal point in Airworthiness will be Khalid Al Humaidan, Inspector – Engineering Safety. Khalid Al JAN 2014 3. An SMS working group, to help ease the SMS implementation within Humaidan organisations, is to be formed and letters regarding this will be sent shortly. Ismaeil Al MAR 2014 4. Ismaeil also spoke about the Postholder Training Course which will Blooshi be introduced by the GCAA. It will be mandated for all new Postholders to attend this course, in order to be accepted by the GCAA. 5. He mentioned that Q‐Pulse and ROSI are 2 milestones achieved by the Aviation Safety Affairs Sector. There is a plan to start a data bank in Q‐Pulse to evaluate organisation data and competency. Also, the document module in Q‐Pulse must be updated with all approved manuals, at any given time. If a manual is not uploaded in Q‐Pulse it will not be approved. 6. It is a mandate from the PMO that all services have to be e‐services by 2015. Hence it is important for all organisations to use e‐services and bring forward any issues that they are facing. All e‐services of the Aviation Safety Affairs Sector will be centralised instead of ownership between different departments. Khalid Ahmed Mousa, Planning and Standards Specialist, will be the focal point for e‐ services. Discussion Items: 1. MEL in Q‐Pulse is not the same version as that with the organisation. Gap in revision number is found between the last MEL approved by GCAA and the next one submitted to GCAA for approval. This is due to the internal minor manual amendment (minor amendment privilege given to some operators). The solution is to mention the revision number of the minor (internal revisions issued by the operator) in the remark of Q pulse QCR during application. This will allow the inspector to know that a minor amendment has been issued between the old GCAA approval and the new application. 2. Is it possible for the GCAA to create a working group for e‐services and Q‐Pulse? Yes, 2 working groups will be created. Khalid Ahmed Mousa to arrange a working group for e‐services and Badr Al Hammadi will arrange one for Q‐Pulse. 3. MEL was approved verbally but it took 10 days to issue the Control Page. These kind of issues should be addressed. Ismaeil informed that the issue will be investigated. 5. CAR 21 (Engineering Safety): Zahid Munawar, Manager – Engineering Safety, gave a presentation on CAR 21’s activities.
