NO. : EOI/ADB/SLRA/B-B/03 Date of Issue : 28th April, 2016 The Government of the Republic of Sierra Leone has received financing from the African Development Fund (ADB) and OPEC Fund for International Development (OFID) towards the cost of the Mano River Union Rehabilitation of Bo – Bandajuma Road Project and intends to apply part of the agreed amount of these loans to payment under a contract for consultancy services for Technical and Financial Audit of the Mano River Union Rehabilitation of Bo - Bandajuma Road Project The services included under this project will include: a) undertaking annual audit of all the project’s financial statements during the implementation of the civil works of the project. The project auditor shall audit: (i) the financial status of the project, scrutinizing all payment certificates made by the contractor and the supervision consultant, and for all the other services under the project (ii) the management systems used by the contractor, the supervision consultant and the executing agency in processing all aspects of the project. b) providing an opinion on the compliance of the implementation of the works with established standards, specification and best practice procedures in the supervision and the execution of the works The Sierra Leone Roads Authority (SLRA) now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint-ventures to enhance their chances of qualification. Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Rules and Procedures for the use of Consultants” July 2012, which is available on the Bank’s website at http://www.afdb.org.
