Byers, Box 667, Kilmarnock, Virginia for a Department of the Army permit to construct a bulkhead and to fill an area in a lagoon in Little Assa­ woman Bay along South Carolina Avenue, Fenwick Island, Sussex County, Delaware. Weidner, RD #2, Boyertown, Pennsylvania for a Department of the Army permit to con­ struct a bulkhead, a boat slip, and to fill an area in a lagoon in Rehoboth Bay at Joy Beach, Sussex County, Delaware. City of Milford. Re: Public meeting to be held by the Milford City Council on November 4, 1975 at City Hall at 7:30 P. M. regarding the proposed Mispillion Project. Town of Laurel. Re: A resolution adopted by the Laurel Mayor and Council strongly supporting the Council's request to the U. S. Army Corps of Engineers to investigate the feasibility of dredging Broad Creek to an operating depth of eight feet from Portsville Landing to Laurel. Fire Mrs. Givens, Acting Civil Defense Director, reported to the Chief's Council that she had attended the Sussex County Fire Chief's Meeting meeting held in Blades, Delaware on October 16, 1975. EOC Mrs. Givens, Acting Civil Defense Director, reported to the Council that she had delivered the EOC project papers to the State Planning office on October 17, 1975. S. C. Volunteer Mrs. Givens, Acting Civil Defense Director, reported to the Fireman's Council that Sussex County Volunteer Fireman's Association Assn. Meeting will hold their monthly meeting in Dagsboro, Delaware on October 28, 1975. M 519 75 A Motion was made by Mr. Cannon, seconded by Mr. Workman, Employment that Marian Gail Fleetwood be employed as Clerk in the off ice of the Recorder of Deeds, replacing Donna Amidon, at a salary of $5,360.00 per year, effective October 20, 1975. Vote by Roll Call: Mr. Cannon, Yea; Mr. Cole, Yea; Mr. Hill, Absent; Mr. Workman, Yea; Mr. Benson, Yea Delaware Mr. Conaway, County Administrator, reported to the Council State that at their direction he has started negotiations with Parks the Delaware State Park Commission on the possibility of the County providing, at no cost to County taxpayers, a per­ mit to admit residents of the County to State Parks through­ out the State without paying a fee. Industrial Mr. Conaway, County Administrator, reported to the Council Development that John D. Daniello, Secretary of Community Affairs and Economic Development, will be preparing a contract between the County and State regarding industrial recruiting. When this contract is completed, it will be presented to the Council for their consideration. Newspaper Mr. Conaway, County Ad~inistrator, reported to the Council Article on an article in the Delmarva News on October 9, 1975 re­ garding sewage sludge. Revenue The Council agreed that Mr. Conaway, County Administrator, Sharing will attend the rally of the National Association of Counties regarding the renewal of the general revenue sharing bill to be held in Washington D. C. on November 18, 1975. -3- October 21, 1975 Henry C. Mr. Conaway, County Administrator, reported to the Council Hastings that the lease on the Henry C. Hastings Borrow Pit is ex­ Borrow Pit piring and the State would like to know if the County is interested in renewing this lease at the same price ($1.00 per year). The Council agreed that Mr. Henry, County En­ gineer, should look into this and make a recommendation to the Council. Sussex Mr. Conaway, County Administrator, reported to the Council County that the brochures explaining Sussex County government have Government been received and are available to anyone interested in re­ ceiving one. M 522 75 A Motion was made by Mr. Workman, seconded by Mr. Cannon, DAST that $7,545.59 of the grant to DAST from Revenue Sharing funds be released as of this date. Motion Adopted; 4 Yea, 1 Absent. The Council agreed that John Geniesse, Chairman of the Area Advisory Council, should represent Sussex County on this Committee. Sussex Mr. Conaway, County Administrator, reported to the Council County that the proposed resolution to make clear the intent of Hospitals the use of monies that have been appropriated to the Sussex County Hospitals for emergency room costs will be prepared by the Directors of the three Sussex County Hospitals. Mr. Conaway, County Administrator, submitted to the Council of Counties a report on the National Association of Counties Manpower Manpower Conference held in Denver, Colorado on October 5-8, 1975. Conference Street Mr. Conaway, County Administrator, reported to the Council Lighting that at the request of the Town of Fenwick he will attend a meeting regarding street lighting for an unincorporated area, and he will give them a copy of Ordinance No. 15 "AN ORDINANCE PROVIDING FOR THE ESTABLISHMENT, MAINTENANCE AND MODIFICATION OF STREET LIGHTING DISTRICTS". Landfills The Council instructed Mr. Henry, County Engineer, to in­ vestigate the problem of public haulers arriving at the landfills less than one-half hour before closing time and, then, make a recommendation as to how this problem can be corrected. R 035 75 Mr. Conaway, County Administrator, read the following pro­ posed resolution: BE IT RESOLVED that John D. Wik be hired as an un­ classified employee of Sussex County for the position of Environmental Planner with the Coastal Sussex 208 Waste Treatment Management Planning Program at an initial salary of $15,000.00 per year for the period beginning 1 November -5- October 21, 1975 R 035 75 1975 and lasting until termination of 100% federal funding Cont.
