Corporate Profile s the premier anti-cancer institution in the country, the Philippine Cancer Society, Inc. (PCS) has endeavored to serve Filipinos in the fight against cancer – “to advance knowledge on cancer, control A the spread of the disease and bring relief to those afflicted.” Since 1956, the PCS focuses its efforts towards three primary advocacies – prevention and early detection, statistical research and focused patient services. Free film showings and lectures are provided to communities, workplaces, schools and companies to raise cancer awareness about cancer. Another integral part of its education and information work is mobile clinic sessions for cervical (pap smear), breast and prostate examinations. Relentless in its campaign on tobacco control, the Society has advocated for a 100% smoke-free environment nationwide. In recent years, two landmark legislations were enacted to reduce tobacco consumption in the country. These are the Sin Tax Law of 2012 and the Graphic Health Warning Act of 2014. Other advocacies towards cancer prevention which the PCS has strongly supported are Hepatitis-B infant vaccination for liver cancer control, expanded coverage in PhilHealth benefits packages for cancer diseases and non-communicable diseases prevention and control through healthy lifestyle. The PCSI Cancer Registry and the Department of Health’s Rizal Cancer Registry (DOH-RCR) are the only sources of internationally-validated cancer incidence, mortality and survival statistics in the country. Among the oldest in Asia, these registries provide baseline data that help policy decision-makers strategize efforts against cancer. Statistics derived from the PCSI registry and DOH-RCR are published in series by the Society, entitled “Philippine Cancer Facts and Estimates” and “Cancer in the Philippines” and by the International Association of Cancer Registries (IACR) for “Cancer Incidence in Five Continents.” Volunteer doctors offer first line consultations and referrals for patients needing further medical attention for diagnostic services, treatment, pain and symptom management and hospice services. The Society implements the country’s first-ever Patient Navigation Program (PNaP) that directly assist cancer patients with their treatment procedures while eliminating other barriers in the country’s complicated healthcare system. With this Program, early-staged cancers of Filipino patients, particularly those that belong to the impoverished sector of society, are now given excellent opportunities for survival. Hospice services and palliative care are also available to cancer patients who do not respond anymore to cancer treatment. The Philippine Cancer Society is led by a 15-man Board of Trustees composed of dynamic and dedicated medical practitioners and civic-minded businessmen. Its projects and programs are run by competent and dedicated anti-cancer volunteers and professionals headed by an Executive Director. An Norganization emerges successful as such because its officers and members manage to add, year after year, a wealth of knowledge to its mission-vision. As a consequence, an organization does not only pass the tests for survival but it also sustains its existence with pride as a respected institution. After 60 years, the Philippine Cancer Society has grown from an organization into an institution and finds its strength in its voluntary nature as a non-profit, non-stock institution. It is therefore regrettable that two of the Society’s best leaders in Board Chairman Dr. Roberto Paterno and Council of Advisers member Imelda Cojuangco passed away in 2016. Despite this, here now comes an opportune time for us to support the government in crafting a comprehensive and sustainable National Cancer Control Program. The PCS advocates for prevention and early detection, a multidisciplinary approach to treatment, and, hospice and palliative care to alleviate the burden of cancer in the country. The PCS now faces the future for the succeeding generations of cancer fighters with its present work. We are now laying the groundwork that will guide the Society’s programs and projects to shape the future of potential and current cancer victims. If only for all this, the Philippine Cancer Society will have realized its reason for existence and continued presence. ANTONIO MA. J. GUERRERO Chairman of the Board 3 Message 016 was again another banner year for the Philippine Cancer Society as the premier anti- cancer institution in the country continues to make its presence felt in most public fora 2 that need our expertise, resources and life-saving resolve. Stakeholders and decision-makers in the fight against cancer, including Congress, national government agencies, the corporate sector, media networks, the academic and medical community, other NGOs and, most importantly, the entire Filipino nation now look up to the Society as the hub of cancer information and assistance. Nowadays, more Filipinos are health-conscious as they troop to medical facilities at the first sign of cancer symptoms. While the numbers are still rising in cancer incidence and deaths as recorded in our PCS-Manila Cancer Registry, it is also undoubtable that our countrymen now have the will to fight the disease. With our Patient Navigation Program, PhilHealth’s catastrophic diseases benefit packages, social welfare programs of generous individuals and institutions and the HMO sector, even the disadvantaged sector of our society may now have the tools to battle this ugly disease. On our prevention efforts, we still maintain that cancers associated with smoking, liver cancer and cervical cancer can be prevented. Others can be cured successfully, if detected early. We have also been espousing in recent years a healthy lifestyle to fight not only cancer but other non- communicable diseases as well, like diabetes, hypertension and stroke. As a famous philosopher once said, “forewarned is forearmed.” CORAZON A. NGELANGEL, M.D. President 4 Message ast year, after a year of meticulous deliberation and evaluation, the Philippine Cancer Society received its renewed “Seal of Good Housekeeping” from the Philippine Council for L NGO Cerification (PCNC) and, subsequently, the grant of the Bureau of Internal Revenue (BIR) of our Registration as a Donee Institution from 2016 to 2021. These have twin impacts on the Society as a non-stock, non-profit organization with a noble mission yet dependent on the kind generosity of much-valued donors and patrons. First, both the PCNC and the BIR found the PCS as a trusted practitioner of good governance, accountability and transparency in its fiduciary capacity as fund managers for cancer programs and projects. This is based on the five-year period preceding the PCNC-BIR validation. Secondly, from 2016 to 2021, our charitable donors and benefactors, both current and potential, are assured that the PCS will continue to indulge in cancer prevention and control programs that will directly benefit the intended target publics with funds spent prudently and efficiently to as many recipients as possible. The trust and confidence of our esteemed contributors can only be matched by our passionate and steadfast determination to achieve our mission, goals and objectives for the next half-decade and in more years to come.
