MINISTRY OF WATER AND IRRIGATION WATER AUTHORITY OF JORDAN CONSULTING SERVICES FOR THE SUPERVISION OF CONSTRUCTION OF WASTEWATER TREATMENT, COLLECTION, PUMP STATIONS AND EFFLUENT REUSE FROM WEST JERASH (MUNICIPALITIES OF SAKIB, NAHLEH, KITTE AND RAYMON AND GHAZA REFUGEE CAMP) AND WASTEWATER PUMPING STATION AND TRANSMISSION PIPELINE FOR THE MUNICIPALITY OF SUKHNA AND SUKHNA REFUGEE CAMP CONTRACT NO……. /2005 CENTRAL AMMAN – JORDAN 2005 1 REQUEST FOR PROPOSALS SUPERVISION OF CONSTRUCTION A PROJECT FOR WASTEWATER COLLECTION, TREATMENT AND EFFLUENT REUSE FROM WEST JERASH (MUNICIPALITIES OF SAKIB, RAYMON, AL-KITTA, NAHLA, GHAZZA REFUGEE CAMP AND THE ADJACENT AREAS), AND WASTEWATER PUMPING STATION AND TRANSMISSION PIPELINE FOR THE MUNICIPALITY OF SUKHNA AND SUKHNA REFUGEE CAMP The Government of the Hashemite Kingdom of Jordan and the Italian Government have reached an agreement for the provision of a soft loan to be allocated towards the cost of “The Project”, located in West Jerash (approximately 40km North of Amman) and Sukhna (approximately 35km North East of Amman). The Works include (but are not limited to): Supervision of Construction of a project for wastewater collection, treatment, pump stations and effluent reuse for Jerash Project and the construction of a pumping station and transmission pipeline for Sukhna. Only Italian Consultants (also in joint venture) with experience relevant to this project are invited to participate in this tender. The Italian soft loan can only be used for the purchase of goods and services of Italian origin, with the provision that up to 35% of the soft loan may be spent locally. The bidder (Consultant) must indicate the type of agreement established with any Jordanian Consultant. The qualifications of the Jordanian consultants shall include being listed Grade A (company) in the fields of Water and Sewerage Projects by the Ministry of Public Works and Housing. Firms are invited to submit proposals on the basis of the attached Terms of Reference. The proposals shall be submitted in a single package marked " WASTEWATER FOR JERASH AND SUKHNA” in the lower left corner. The package shall contain three sealed envelopes, marked "TECHNICAL PROPOSAL" (one original and two copies) and two sealed envelopes marked "FINANCIAL PROPOSAL" (one original and a copy). 2 Envelope 1 - Technical Proposal 1. A detailed statement of the experience and qualifications of the firm providing information on: specific experience in the design and supervision of construction of wastewater treatment plants; length of experience : location of prior related jobs; their size and estimated costs; and any other pertinent information that will demonstrate the degree of qualification of the firm for the specific project under consideration . Similar information shall be provided for any consultns with which the principal firm wishes to subcontract. 2. A detailed description of the proposed method of executing the supervision and management of construction. 3. A clear definition of the amount of professional effort for the services, as described in Section 3 of the Terms of Reference, including an estimated man-month schedule separated into the effort to be expended. 4. A detailed listing of nominated staff, the relevant Curriculum Vitae (CVs) with the qualifications and experience of all required professional staff, as applicable to the project requirements. The Project Manager is requested to be an engineers with minimum 20 years of experience at least 15 years of this experience in the field of supervision wastewater treatment plants. He should have a proven international experience. 5. Detailed information about site offices and furniture shall be included in the construction tender documents. 6. Detailed experience with "Technology Transfer and Training Program, TTTP ". TTTP is considered to be a very important aspect of this project. The Consultant shall propose a plan to develop and institutionalize WAJ capabilities to manage the operation and maintenance of the wastewater treatment facilities. The plan shall be approved by WAJ and be made a part and condition of the contract. 8. For the Supervision of Works, the Man Month indicated in Table below must be considered the requirements by the Employer and the bidder must state and guarantee the necessary personnel in terms of number and duration. The Consultant is hereby obligated to provide an actual and realistic proposals. ** One of the Resident Engineers must be Italian. 3 Envelope 2 – Financial Proposal 1. Schedule 1- Financial Offer shall include the cost of the level of effort required plus costs of allowable expenses including home office support, travel, accommodations, insurance and other expenses related to the services. 2. A site office furnished under the construction contract will be provided and maintained by the construction contractor. 3. Cars for local transportation including operation and maintenance shal be provided for the Consultant by the Contractor. The consultant shall provide a detailed breakdown, with the Financial Proposal, of all the expenditures that have been included in the preparation of Schedule 1- Financial Offer. Interested consulting engineering firms are expected to make their own investigations and inquiries before submitting their proposals. 4 3. BID OPENING AND EVALUATION 3.1 Evaluation of the Technical Bids The Buyer will evaluate and compare the bids previously determined to be substantially responsive. Technical proposals will be evaluated on the basis of the following criteria (up to 100 points): 1. Specific Applicable Experience (20 points). Experience in the study, design and supervision of facilities for wastewater collection, treatment and reuse including the specific experience of the eventual Jordanian Consultant. 2. Approach and Methodology (20 points) Proposed of executing of work and the working plan. 3. Qualifications of Project Manager (20 points) 4. Qualifications of other team professionals (40 points) Relative experience of Process Engineer, Resident Engineer, Mechanical Engineer and Electrical Engineer assigned to the project. 3.2. Opening and Evaluation of the Financial Bids After the Technical evaluation, the Buyer will open the Financial offers of those bidders whose technical bids have been evaluated with at least 75 points pursuant clause 3.1 in presence of the representatives who choose to attend. The date and time of opening of the Financial offers will be intimated to the representatives of the responsive bidders. The Financial offers of non-responsive Technical bids will later be returned to the bidders unopened. The Bidders shall submit proposal for complete project. Partial Bid for a part or parts of the Services required will be rejected. The Buyer’s evaluation of a bid will exclude and not take into account any allowance for price adjustment during the period of execution of the contract. Arithmetic errors will be rectified on the following basis. If there is a discrepancy between the unit price and the total price that is obtained by multiplying the unit price and quantity, the unit price shall prevail and the total price shall be corrected. If the Supplier does not accept the correction of the errors, its bid will be rejected. If there is a discrepancy between words and figures, the amount in words will prevail. The bidding companies will be requested to justify the prices offered. Financial Offers will not be accepted unless these justifications are based on objective elements which may be deduced from the actual economic conditions. 5 The responsive financial offers will be evaluated as follow: the lowest offer (X) will get 100 points, and the other offers (Y) will get points computed according to (X/Y) x 100. 3.3. Comprehensive Evaluation of the Bids 3.3.1 The combined score for each proposal will be calculated as follows: the points for the Technical proposal will receive a weighting of 65 percent, while the points for the Financial proposal will receive a weighting of 35 percent. The Total score will be: Total Tender Score = (Technical score x 65/100) + (Financial score x 35/100) 3.3.2. The company with the highest final tender score, calculated according to the formula above, will be proposed for award of contract. 3.3.3. No Consultant shall contact the Employer for any matter relating to its proposal, from the time of the bid opening to the time the contract is awarded. 3.3.4. Any effort by a Consultant to influence the Employer’s bid evaluation, bid comparison or contract award decisions may result in rejection of the Consultant’s proposals. 4. The proposals will be opened at 14:00 hours on the same day. Only Technical Proposals will be opened at the same date. Late proposals, whether delayed in the mails or for other reasons, will not be considered. Proposals shall remain valid and open for acceptance for a period of 120 days after the date of opening.
