REPUBLIC OF ZAMBIA MINISTRY OF HOME AFFAIRS MINISTERIAL STATEMENT ON THE PROGRESS MADE ON THE HOUSING SCHEME FOR POLICE OFFICERS BY HON. MKHONDO D. LUNGU (MP) MINISTER OF HOME AFFAIRS JUNE 2011 VP, 2 MR SPEAKER I THANK YOU FOR THIS OPPORTUNITY TO INFORM THE MEMBERS OF THIS AUGUST HOUSE OF THE PROGRESS MADE WITH REGARD TO THE CONSTRUCTION OF POLICE HOUSES. MR. SPEAKER, MEMBERS OF THE HOUSE WILL RECALL THAT GOVERNMENT EMBARKED ON THE CONSTRUCTION OF FIVE HUNDRED POLICE HOUSES DURING THE FIFTH NATIONAL DEVELOPMENT PLAN IMPLEMENTATION PERIOD. DURING THIS PHASE, FOUR SITES WERE IDENTIFIED NAMELY, NDOLA ON THE COPPERBELT, KASAMA IN NORTHERN PROVINCE, LIVINGSTONE IN SOUTHERN PROVINCE AND CHIPATA IN EASTERN PROVINCE. SIXTY (60) HOUSES WERE TO BE CONSTRUCTED IN KASAMA, NINETY TWO (92) IN CHIPAPA, SIXTY EIGHT (68) IN LIVINGSTONE AND TWO HUNDRED AND EIGHT (280) ON THE COPPERBELT. Page I 2 MR SPEAKER 2 I AM PLEASED TO INFORM THE HOUSE THAT GOVERNMENT WILL SOON BE CONCLUDING THIS PROJECT. MEMBERS OF THE HOUSE WILL RECALL THAT HIS EXCELLENCY THE PRESIDENT OF THE REPUBLIC OF ZAMBIA HAS SINCE OFFICIALLY COMMISSIONED 280 HOUSES IN NDOLA, 68 IN LIVINGSTONE, 92 IN CHAPATA AND HE WILL SOON HAND OVER THE LAST BATCH OF 60 HOUSES IN KASAMA. MR SPEAKER THE GOVERNMENT REALISES THAT OTHER PARTS OF THE COUNTRY ARE EQUALLY IN NEED OF THE HOUSES AND OTHER SECURITY FACILITIES FOR GUARANTEED SAFETY OF THE PEOPLE AS WELL AS PROPERTY. MR. SPEAKER, THIS GOVERNMENT IS DEEPLY CONCERNED WITH THE STATE OF THE EXISTING INFRASTRUCTURE USED BY OUR MEN AND WOMEN IN UNIFORM BE IT OFFICE OR STAFF ACCOMODATION. THESE ARE THE OFFICERS WHO SEE TO IT THAT ZAMBIA CONTINUES TO ENJOY THE PEACE AND SECURITY THAT WE ARE FAMOUS FOR. CONSEQUENTLY Page 13 GOVERNMENT REMAINS RESOLUTE TO ITS DECISION TO ENSURE THAT OUR MEN AND WOMEN IN UNIFORM WORK AND LIVE IN A CONDUCIVE ENVIRONMENT THAT PROMOTES HARD WORK. IN THIS REGARD, GOVERNMENT WILL CONTINUE TO REHABILITATE THE EXISTING INFRASTRUCTURE THAT REQUIRES UPGRADING, AND CONSTRUCT MORE HOUSES NOT ONLY FOR THE POLICE BUT ALSO FOR OTHER SECURITY INSTITUTIONS SUCH AS, AMONG OTHERS THE ZAMBIA PRISONS SERVICE, IMMIGRATION DEPARTMENT AND THE DRUG ENFORCEMENT COMMISSION THAT ARE IN THE MINISTRY OF HOME AFFAIRS. MR SPEAKER, THE GOVERNMENT WILL THIS YEAR, 2011 COMMENCE THE CONSTRUCTION OF STAFF HOUSES FOR THE DRUG ENFORCEMENT COMMISSION IN ADDITION TO A DRUG REHABILITATION CENTRE EARMARKED FOR CONSTRUCTION HERE IN LUSAKA. OTHER STRUCTURES TO COMMENCE THIS YEAR, 2011, INCLUDE AN OFFICE COMPLEX FOR THE MINISTRY OF HOME AFFAIRS HEADQUARTERS AND OFFICES FOR THE IMMIGRATION DEPARTMENT HEADQUARTERS. Page I 4 MR SPEAKER THERE ARE MORE PROJECTS THAT THE GOVERNMENT IS 6 CURRENTLY WORKING ON. I AM SURE THAT THE HONOURABLE MEMBERS OF PARLIAMENT FOR LUWINGU AND KALABO CONSTITUENCIES WILL AGREE WITH ME THAT GOVERNMENT HAS MADE TREMENDOUS PROGRESS IN THE CONSTRUCTION OF LUWINGU AND KALABO PRISONS. SIGNIFICANT PROGRESS HAS ALSO BEEN MADE ON THE CONSTRUCTION OF SEVEN BORDER CONTROLS NAMELY; KAMAPANDA IN MWINILUNG'A DISTRICT, KILWA ISLAND IN CHIYENGI DISRICT, KAMBIMBA ALSO IN MWINILUNG'A DISTRICT, NAMAFULO IN SINAZONGWE DISTRICT, SINDAMISALE IN CHADIZA DISTRICT, KANYALA IN NAKONDE DISTRICTAND IMUSHO IN SESHEKE DISTRICT. OTHER BORDER POSTS IN CHIPUNGU IN CHIYENGI DISTRICT , CHIKALAWA IN PETAUKE DISTRICT AND VUBWI IN CHADIZA DISTRICT AMONG OTHERS ARE ALSO EARMARKED FOR CONSTRUCTION THIS YEAR 2011. MR SPEAKER, AS I CONCLUDE ALLOW ME TO APPEAL TO THE MEMBERS OF THIS HOUSE WHOSE CONSTITUENCIES ARE BENEFITING, Page 5 AND THOSE WHICH WILL BENEFIT LATER FROM TH ESE PROJECTS TO ENSURE THAT THEY ASSIST IN MONITORING AND MOBILISING LOCAL SUPPORT FOR THE PROJECTS. LET US ALL SUPPORT THE EFFORTS OF THIS GOVERNMENT. WE ARE ALL VOTED TO TAKE DEVELOPMENT TO OUR CONSTITUENCIES AND THE ZAMBIAN PEOPLE AT LARGE.
