It is a decision making tool, which guides the decision makers in taking appropriate decisions for proposed projects. EIA systematically examines both beneficial and adverse consequences of the proposed project and ensure that these impacts are taken into account during the project designing. ENVIRONMENTAL CLEARANCE The proposed project is categorized under 1 (a) (<50 hectare of mining lease area) of Gazette Notification dated Sep 14th, 2006 and subsequent amendment made on 01.12.2009 & April 2011. As per the Gazette Notification, 2006. The proposed project is under “B” category due to the lease area being of limestone mineral and less than 50 Ha and general condition not attracted. It comes under under 1(a) activity of EIA Notification. TERMS OF REFERENCE The proposal was considered by the State Expert Appraisal Committee (SEAC) during its 3rd meeting held on 04/02/2016 Subsequently issued ToR vide its letter No.593/PS- MS/MPPCB/SEAC-II/M/TOR(003)/2016 dated 15.03.2016. Later due to it’s a case of Major Mineral, It was decided to consider as B-1 category and recommended to issue standard TOR prescribed by the MOEF & CC, New Delhi along with additional TOR’s from SEAC, MP. 10.2 PROJECT DESCRIPTION This is a project for open cast OTFM method of mining of mineral like Lime stoneMine and the estimated project cost is 1.0 crores. The area under reference was previously sanctioned under mining lease to M/s. S.N. Sunderson (Minerals) Limited for 10 years period w.e.f. 28.12.1988 to 27.12.1998. The Mining lease was lapsed by the State Govt. under Rule 28(1) of MCR 1960 vide letter No. 3-53/02/12/2 dated 12.12.2005.The area was then thrown open under Rule 59(A) of MCR 1960 vide Gazette Notification dated 02.03.2007. The applicant applied on the subject area for grant of mining lease under Rule 22 of MCR 1960. A communication letter of precise area has been issued by the State Government vide letter No.-F-3- 40/10/2009/2, Bhopal, Dated-19.08.2011. The mining lease has been sanctioned for 30 years period w.e.f. 28.05.2012 to 27.05.2042. The Scheme of Mining has been approved to the project proponent M/s. The lease area is 47 kms from Distt. Headquarter Satna (M.P.) via Maihar towards south. It can be approached from Maihar on N.H.-7 towards Rewa up to Khondhara or Tiloura and then towards ML area on approach road. The nearest railway station is Maihar at a distance of about 10.25 km and the nearest Airport is Khajuraho Airport at 113 Km in NNW. It. can be approached by own conveyance or by buses plying on Maihar- Amarpatan PWD road. Development, production and loading will be done by manual means with drilling and blasting of hole dia of 32mm dia holes by jack hammer. The transport of OB and mineral will be done by 10/22 t dumpers. The cut off grade of Limestone has been taken as 40% CaO and MgO less than 4%. However to the possible extent, suitable blending of ROM will be done in the best interest of mineral conservation. The site has been chosen as will be from one end of the ML area in north west. The free face of the old quarry will be used and further advanced towards UPL in north-west. Development has been proposed at one place and from one end. Mining will be carried out by developing systematic, regular and separate benches in OB/waste and mineral to achieve desired production. 2.7.1 Mining during 1st Five Year For first five years mine development will be done. Once development work is over mining of mineral begins and then production will become constant as ore body will be reached. Development/ working of deposit year wise given below. (2) Over burden/ Mine waste :- This is in the form of shale and intercalated clay etc. This will be in loos form in the shape of chips and lumps. (3) Reject Stone – This is found between soil and limestone and below it. The lumpy stone will be used as building material. The limestone produced will be supplied to nearby cement plants. The Limestone of the applied area will be suitably blended to be sold as per desired consumer specification. No processing/beneficiation of the mineral limestone will be done except simple sizing and sorting. General Features I) Topography and Drainage Pattern The topography of the applied area is almost plain having gentle slope towards south direction. The highest elevation of the area is 341 m AMSL towards north direction while the lowest elevation is 339m AMSL towards south direction.
