PPS3 states that good design should contribute positively to making places better for people and that inappropriate or fails to take opportunities for improving the character and quality of an area, should not be accepted. 2.9 PPS3 outlines that the key issues to address when assessing housing design include whether: • It is easily accessible and well-connected to public transport and community facilities.
