Ottumwa School District Partnership……………………………………………………… 6 MISSION STATEMENT SIEDA HEAD START PROGRAM’S MISSION IS TO PROVIDE YOUNG CHILDREN AND THEIR FAMILIES WITH POSITIVE LEARNING EXPERIENCES WHICH PROMOTE HEALTHY, SELF-SUFFICIENT, SUCCESSFUL INDIVIDUALS, IN THEIR COMMUNITIES. 7 Welcome to Sieda Head Start! WHAT IS Sieda HEAD START? Sieda Head Start is a federally funded preschool program for children 3 to 5 years old who meet income eligibility. Income eligibility for Head Start families follow the Federal Poverty guidelines. Ten percent of the children enrolled in Head Start may be over these income guidelines. Generally, these slots are reserved for children with a disability. Sieda Head Start operates in a seven county area. The counties served include Appanoose, Davis, Jefferson, Keokuk, Mahaska, Van Buren and Wapello. We also have school district partnerships with Cardinal, Ottumwa, Douds, and Harmony within these seven counties. Head Start is funded to serve 265 children and with our current partnerships, able to serve over 500 children and families. Head Start is a child-focused, comprehensive, child development program. Head Start has three main goals: social competence, school readiness, and Parent/Family Impact. Social competence is defined as, “a child’s everyday effectiveness in dealing with both his/her present environment and later responsibilities in school and life. Social competence takes into account the interrelatedness of social, emotional, cognitive and physical development.” (Head Start Program Performance Standards, US DHHS). Head Start promotes Parent Family Community Engagement by building relationships with families that support family well-being, strong parent-child relationships and ongoing learning and development of parents and children. Head Start promotes school readiness by enhancing social and cognitive development through the use of developmentally appropriate teaching practices. Head Start Performance Standards clearly define what is expected of children, staff and parents. Head Start operates on the knowledge and experiences that show children learn best through play. Through play, children learn to be creative, solve problems, experiment and investigate, use language and increase attention span and self-confidence. A variety of learning opportunities are offered to children throughout their day at Head Start. Head Start acknowledges that parents are the first and primary teachers of their children. Parents are encouraged to be involved in Head Start through Home Visits, Volunteering, Monthly Parent Committee Meetings, Literacy Nights, and Policy Council. 8 WHAT ARE PERFORMANCE STANDARDS? The Head Start Program Performance Standards are the foundation on which programs design and deliver comprehensive, high-quality individualized services to support the school readiness of children from low-income families. Each grantee and delegate agency must operate each Head Start program following the Head Start Program Performance Standards. Each grantee must develop a plan for implementing the Performance Standards. This plan will give the grantee or delegate agency a firm basis for operations in order to assure maximum benefits to children and their families. A copy of the Performance Standards and Sieda Head Start Service Delivery Plans are kept in each center. Sieda Head Start is a Grantee. There are no delegate agencies under the SIEDA Head Start Program. 9 10 POLICIES Sieda Head Start Policies are established as a guide for Parents and Staff to follow the Program operations and Classroom guidelines. 11 12 PRIVACY POLICY It is the responsibility of Sieda Community Action Head Start program to maintain and respect the family’s right to privacy by not disclosing confidential information.
