Sir, I am directed to convey the sanction of the President to the grants-in-aid of Rs.22,60,42,0001- (Rupees Twenty Two Crore Sixty Lakhs and Forfy Two Thousand only) to the Government of West Bengal as reimbursement of Central share of full & final instalment for the FY 2015-16, under the Centrally Sponsored Scheme, namely, "Integrated Child Protection Scheme" as per details given below: sl. The above-mentioned grant is subject to the under mentioned conditions:- til SCPS: As appro by PAB non-recuffing and recurring grants including salary of staff has been calculated for lete FY 2015-T6 as per ICPS norms. PAB also approved funds for Aftercare prografirme Innovative project for complete FY 2015-16. tiil DCPUs (20 existing) : approved by PAB non-recurring and recurring grants has been provided for 19 DCPUs luding salary of the staff, for full FY 2015-16 as per ICPS norms. Fund for Sponsorship and care has been provided for 19 DCPUs as approved by PAB. PAB also approved recurri grants for one DCPU at Alipurduar, fund for Sponsorship & Foster care and repatriating chi ren has been provided for full FY 2015-16 as per ICPS norm. liiil SARA: As approved by PAB -recurring and recurring grants for complete FY 2015-16 including salary of staff have provided as per ICPS norrns. Salary of 1 additional Programme Officer was also appro and calculated. [iv] Institutional Services: Govt. run Homes (19 existing): As a ed by PAB non-recurring grant for 7 existing Golt. run Homes and non-recurring grant for Homes with 16 units have been provided. Non- recurring grant was not approved for 5 As approved by PAB recurring grant for 1\ existing Govt. run Homes including 8 Special Units for children with special need as per actr$ no. of children has been provided for full FY 2015-16 as per ICPS norms, excluding salary of staff. Recurring grant was also approved for 1 Children Home i.e. Government School for Blind, at Cooch Behar, including salary of staff for full FY 2015-16. (Annexure -I) NGO run Homes (39 existing) : As approved by PAB non-recuning grant has been provided for 26 Children Homes as per ICPS norms, except 1 Children Home i.e. Prabartak Seva Niketan, Hoogly. As approved by n4g recurring grant including salary of staff for 35 existing NGO run Homes with 15 Special units have been ctlculated for complete FY 2015-16 as per actual no. of children and ILPS norrns. PAB also approved recurring grant including salary of staff for 4 existing NGO run Homes from the date of appointment, however, grant has been calculated for 3 Homes only. (RAJESH KUMAR) ' Under Secretary Chiid Dev' Mlnlstry'-"'-do,it. of Women & of lndia, New Deihi r -:3 :- As approved by PAB rent has been provided for complete FY 2015-16 for Home run by Indian Society for Sponsorship & Adoption and Society for Indian Child Welfare, Kolkata, however maintenance of self owned building has not been provided As approved by PAB non-recurring and recurring grant has been provided for additional unit at Howrah run by Itinda Community Development Society for full FY 2015-16 including salary of staff as per ICPS noffns. (Annexure - II) [v] Non-Institutionalservices: NGO run SAAs (24 existing) : As approved by PAB non-recurring grant for 14 existing SAAs has been provided and recurring grant including salary of staff have been provided for 24 existing SAAs for complete FY 2015-16 as per actual no. of children and as per ICpS noffns. (Annexure - III) [vi] Care, Support and Rehabil tion Services : NGO run Open Shelters (27 isting) : As approved by PAB recurring grant for 27 existing Open Shelter has been provided complete FY 2015-16 as per actual number of children and as per ICPS norms. (Annexure IV) lviil Statutory Support Services: Child Welfare Committees 22 C Cs (20 existing + 2 new) : As approved by PAB non- recurring and recurring grants for 1 CWCs including salary of DEOs have been provided for complete FY 2015-16. Recurring for one CWC at Alipurduar has been provided for complete FY 2015-i6 excluding sal of Data Entry Operator. Non-recurring and recurring grants have provided for 2 new CW at South 24 Paraganas (Sunderban) and Darjeeling (Siligui) for 3 months as per ICPS Juvenile Justice Boards (20 JJBs): As ved by PAB non-recurring and recurring grants for 19 JJBs including salary of DEOs have provided for complete FY 2015-16. Recurring grant for one JJB at Alipurduar s been provided for complete FY 2015-16 excluding salary of Data Entry Operator. \ [viii] The Govemment of West Bengal shall reflect the \mount in the audited statement of accounts together with the necessary Statement of Expenditur\ in respect of the above grants and submit " the same to this Ministry immediately after the close d6th" iurrent financial year 2016-17. [ix] It is certified that Rule 209(6) (iii) of GFR, have been kept in view at the time of releasing Grant to the State Govt'. - [x] The accounts oi all grantee Institutions or Organisations shall be open to inspection by the sanctioning authority and audit, both by the Comptroller and Auditor General of hrdiu under the provision of CAG (DPC) Act 1971 and internal audit by the Principal Accounts Office of the Ministry or Department, whenever the Institution or Organisation is called upon to do so.
