Cocoro Restaurant, 31 Marylebone Lane, W1 ((Marylebone High Street/Not in Stress Area) – The application was for a variation to the premises licence so that the premises could extend their licensable hours and open and permit the sale of alcohol on Sundays. Environmental Health, the Police and one local resident had withdrawn their representation as the proposed conditions had been agreed by the applicant. The Sub-Committee granted the application as the premises would be operating as a restaurant and they considered that the conditions attached to the licence would promote the licensing objectives. The George Public House, 1 D’Arbiay Street, W1 (West End/West End) – Granted under delegated authority prior to the hearing. La Polenteria, 64 Old Compton Street, W1 (West End/West End) – The application was for a new premises licence for the premises to be operated as a café/delicatessen in the basement and ground floor. The Metropolitan Police Service had withdrawn their representation. Environmental Health had maintained their representation as the premises was located in the West End Stress Area. The Sub-Committee heard that the premises would be operated as a high end café/delicatessen (very much like a restaurant) and considered that the conditions attached to the licence helped clarify the use and operation of the premises. Covent Garden Food and Wine, 20 Wellington Street, WC2 (St James’s/West End) – The application was for a new premises licence to operate a licensed convenience store. The premises had previously been licenced, however, an application for Review was brought by The Licensing Authority and heard at Sub- Committee on 12 September 2013 where the decision was taken to revoke the premises licence. (An appeal has been lodged against the decision and therefore the premises remains in operation). Both Environmental Health and the Police strongly maintained their representation against the application and considered that granting this application would have the likely effect of causing an increase in public nuisance and may impact on public safety in the West End Stress Area. The Licensing Inspectors had been to visit the premises since the Review hearing and had found a number of failures/breaches of the Licence The Sub-Committee concluded that the application be refused as they had very little confidence that the applicant had the ability to uphold the Licensing objectives. *********************************************************************************** General link to 2013 Licensing Sub-committee agendas and decisions: http://transact.westminster.gov.uk/committee/index.cfm?c_docs=Licensing_Sub- Committee/2013_Sub-Committee_Meetings 4 LICENSING ACT 2003 – APPLICATIONS GRANTED Detail by Ward for Applications Granted in Part or Full WEEK ENDING Friday 22nd November 2013 (Applications granted between 15/11/13 and 21/11/13) Date Ward Name Licence Type Reference Premises Address Determined Knightsbridge And New - Premises Licence 13/07647/LIPN St James Caffe 41 Pall Mall 21-Nov-13 Belgravia London SW1Y 5JG Lancaster Gate Minor Variation - Premises 13/08576/LIPVM Sainsbury's 169-171 Queensway 20-Nov-13 Licence London W2 4SB Marylebone High Variation - Premises Licence 13/07837/LIPV Basement 92 Basement And Ground Floor 15-Nov-13 Street 90 - 92 Wigmore Street London W1U 3RF Marylebone High Variation - Premises Licence 13/07269/LIPV Cocoro Restaurant 31 Marylebone Lane 21-Nov-13 Street London W1U 2NH St James's New - Premises Licence 13/07915/LIPN 67 Pall Mall Basement To Mezzanine 21-Nov-13 Floor 67 Pall Mall London SW1Y 5ES Warwick Minor Variation - Premises 13/08311/LIPVM Sainsbury's Development Site At 15-Nov-13 Licence 14 - 20 Elizabeth Street London SW1W 9RB West End Minor Variation - Premises 13/08655/LIPVM Grillshack Basement And Ground Floor 20-Nov-13 Licence 61 - 63 Beak Street London W1F 9SL 5 LICENSING ACT 2003 – APPLICATIONS GRANTED Detail by Ward for Applications Granted in Part or Full WEEK ENDING Friday 22nd November 2013 (Applications granted between 15/11/13 and 21/11/13) Date Ward Name Licence Type Reference Premises Address Determined West End New - Premises Licence 13/07360/LIPN The George Public 1 D'Arblay Street 21-Nov-13 House London W1F 8DG West End New - Premises Licence 13/07159/LIPN La Polenteria 64 Old Compton Street 21-Nov-13 London W1D 4TL West End Variation - Premises Licence 13/08015/LIPV Crockfords Club Worcester House 21-Nov-13 30 Curzon Street London W1J 7TN West End Variation - Premises Licence 13/07681/LIPV Black & Blue 37 Berners Street 18-Nov-13 London W1T 3NB 6 LICENSING ACT 2003 – APPLICATIONS WITHDRAWN Detail by Ward for Applications Withdrawn WEEK ENDING FRIDAY 2013 (Applications withdrawn between 15/11/13 and 21/11/13) Date Ward Name Licence Type Reference Premises Address Determined Marylebone High New - Premises Licence 13/07325/LIPN The London Clinic Basement To Third Floor 20-Nov-13 Street 1 Park Square West London NW1 4LJ West End Variation 13/09260/LIPV Amika 43 South Molton Street 22-Nov-13 Premises Licence AND 13/09153/LIPVM London Minor Variation W1K 5RW Premises Licence LICENSING ACT 2003 – APPLICATIONS REFUSED Detail by Ward for Applications Refused AS AT FRIDAY 22ND NOVEMBER 2013 (Applications refused between 15/11/13 and 21/11/13) Date
