This report summarizes the evolution of the Union and its membership in the four years since the last Plenipotentiary Conference (Minneapolis, 1998) (PP-98), the activities of the Council, the steps taken to implement the policies and Strategic Plan adopted at PP-98, and the results achieved. 2 Plenipotentiary Conference participants may wish to have access to detailed information on the Union's activities of the kind presented in the annual reports from the secretariat to Council. These, and further useful reports, can be found at http://www.itu.int/council/. ******* PART 1 - MEMBERSHIP 1999-2002 3 On 31 December 1998, the Union had 188 Member States.* 4 On 30 June 2002, the Union had 189 Member States.
