Some of the survey findings were quite interesting. First there are now approximately 325 aircraft based on the field. That easily makes us one of the largest privately owned general aviation airports in the country and probably even the world. These air- craft span the performance spectrum from ultralights to warbirds. The survey also revealed that we now average ap- proximately 90 operations per day, which makes us one of the busiest uncontrolled airports in the country. Addition- ally, our operations span the full spectrum from basic training, to aerobatics, to long distance travel. Some pilots have just completed their first training flight while others have thousands of hours and an Airline Transport Rating. There are more than 450 individual pieces of property and approximately 250 different owners. A large number of hangers serve as full time residences in addition to providing shelter for an airplane, and numerous other hangars are also con- figured for occasional overnight stays. All of this makes the Hicks experience unique. It’s a place where new pilots can learn from the more experienced, the experienced can mentor the less experienced, everyone can trade hangar flying stories, and above all we can all share our passion for flying. It also makes Hicks not just an airport but in essence a small town that has evolved signifi- cantly from what was founded 20 years ago. This growth and evolution has created new issues that must be addressed to maintain Hicks as a First Class airport. Fortunately the authors of the HAPA Bylaws, and the Covenants, Conditions and Restrictions anticipated this growth, evolution and associated issues. These documents address some issues very specifically while others are addressed in more general terms. Additionally, they give the Board of Directors the power and duty to create rules and regulations on behalf of the association to assure Hicks Airfield remains a First Class airport. To this end the BOD has drafted a small number of rules and regulations to address critical issues. These draft regulations will be reviewed by HAPA’s attorney and then will be published in Flappings so that all HAPA members have an opportunity to review them and provide comments to the BOD prior to implementation. I plan to have the draft rules in the March Flappings and to address member comments during the March HAPA BOD Meeting. I encourage all of you to read these draft rules and to attend the meeting if you have comments. Also remember that Flappings is available on-line a few days before you receive a mailed copy. In the past it was relatively common for different boards to interpret and subsequently enforce some portions of the CCR’s differently due to differences of opinion and lack of visibility of previous BOD actions. Many HAPA members have complained about this lack of uniformity. The creation of rules and regulations will result in uniform interpreta- tion and enforcement of the CCR’s and hopefully eliminate any impression of favoritism in enforcement.
