Fore Consulting Limited (Fore) has been commissioned by a developer client in Strata Homes Limited to provide transport advice in relation to the site, including the preparation of a Transport Assessment and Residential Travel Plan to support the planning application for the scheme. The site is to be allocated for residential use in the emerging Local Plan. It was assessed for 216 dwellings as part of the Local Plan transport and highways evidence base submitted for Examination by the Council. However, planning consent is being sought for a reduced number of 176 dwellings. This represents a benefit in terms of highway impact compared to that assessed by the Council as part of the Local Plan evidence base. This work concluded that the allocation of the site for residential uses was acceptable in highway terms. 1.2 Purpose of this Report This Transport Assessment provides a full and robust assessment of the transportation impacts of the development proposals, to assist Calderdale Council (as the Local Planning and Highway Authority) in determining the planning application. The scoping of this report was submitted to and agreed with Calderdale Council highways officer. A full Residential Travel Plan has also been prepared by Fore, and this is submitted under separate cover as part of the planning application. 1.3 Structure of this Report The Transport Assessment is structured as follows: • Chapter 2 describes the existing site, and provides an audit of the existing transport network, which includes the local highway network, public transport provision and pedestrian and cycle facilities. • Chapter 3 presents a summary of the national and local planning and transport policy context for the site. • Chapter 4 presents an outline of the proposals and how the site will be accessed. 1 Strata Homes Limited 3007 ▪ Land off Brighouse Road, Hipperholme ▪ Transport Assessment 29 April 2021 ▪ Version 2.1 ▪ Issue • Chapter 5 details the methodology for estimating traffic generation, mode share and trip distribution with the development proposals. • Chapter 6 describes how existing and future traffic flows are derived. • Chapter 7 presents junction capacity assessments in relation to the likely impact of the proposed development on the local highway network. • Chapter 8 presents the likely impact of the proposed development on the strategic road network. • Chapter 9 summarises the outcomes of the transport assessment. 2 Strata Homes Limited 3007 ▪ Land off Brighouse Road, Hipperholme ▪ Transport Assessment 29 April 2021 ▪ Version 2.1 ▪ Issue 2 Existing Situation 2.1 Site Location The development site comprises the former Southedge Quarry and is located towards the southwest of Hipperholme. The site is bounded by the Calderdale rail line to the north and industrial units to the south. The site stretches approximately halfway across the former quarry from A644 Brighouse Road and the residential development on Southedge Close to Sutcliffe Wood Lane. The location of the site is shown on Figure 1. The site covers approximately 15.5ha in total. 2.2 Pedestrian Access There are local destinations within Hipperholme that are likely to attract walking trips to and from the proposed development site. These amenities, and access to them, are discussed in the sections below. 2.2.1 Pedestrian Catchment The Chartered Institution of Highways & Transportation’s (CIHT’s) Guidelines for Providing for Journeys on Foot (2000) suggests acceptable walking distances for commuting or education purposes as follows: • Desirable: 500m • Acceptable: 1.0km • Preferred Maximum: 2.0km Figure 2 presents the isochrones for these walking distance thresholds measured from the centre of the site, assuming only formal road crossings and designated footways/footpaths are used. 2.2.2 Local Amenities A wide range of local amenities lie within the 2.0km isochrone, including: Education • Lightcliffe Pre-school is located to the north of the site on Brighouse Road, approximately 500m walking distance. 3 Strata Homes Limited 3007 ▪ Land off Brighouse Road, Hipperholme ▪ Transport Assessment 29 April 2021 ▪ Version 2.1 ▪ Issue • Hipperholme Grammar School is located on Bramley Lane approximately 900m north of the development. • Lightcliffe C of E Primary School is located on Wakefield Road approximately 1.5km east of the development. • St Chads C of E Primary School is located on Upper Green Lane approximately 1.2km south east of the development. • St Joseph’s Catholic Primary School is located on Finkil Street approximately 1.5km south east of the development. • Brighouse High School is also located on Finkil Street approximately 1.7km south east of the development. Retail • There are two food supermarkets located approximately 550m away, one is located to the north east of the development on A58 Leeds Road and the other is located on Denholme Gate Road. • Hipperholme Post office is located approximately 500m to the north east of the development on the A58 Leeds Road. • A number of restaurants, takeaways and pubs including are located within 600m of the development on the A58 Leeds Road/ Halifax Road. Health • Kos Clinic (Northolme Practice) is located approximately 650m from the development on Roydlands Street. • A Pharmacy is located 500m away from the development on Leeds Road. Leisure • Brighouse Juniors AFC grounds is located approximately 700m from the development on the A644 Halifax Road. • Crown Nest Park Golf Club is located approximately 1.6km east of the development on Coach Road. 4 Strata Homes Limited 3007 ▪ Land off Brighouse Road, Hipperholme ▪ Transport Assessment 29 April 2021 ▪ Version 2.1 ▪ Issue • Woodhead Park and the Old Brodleians Rugby Union Football Club are located approximately 1.0km north of the development on Denholme Gate Road. 2.2.3 Pedestrian Facilities Existing footways with street lighting connect the site to the amenities outlined above. In most locations on the local highway network informal uncontrolled crossing points with dropped kerbs and tactile paving are typically present where there is an adjacent footway. A signalised crossing exists on each arm at the A59 Halifax Road / Denholme Gate Road / Leeds Road / Brighouse Road junction. To the east of this junction a further signalised crossing exists approximately 10m east of Whitehall Street. An extensive network of Public rights of way (PROW) exists within the vicinity of the proposed development site as shown on Figure 2. 2.3 Cycle Access 2.3.1 Cycle Catchment and Facilities The Cycling England document Integrating Cycling into Development Proposals suggests acceptable cycling distances of commuting and non-work purposes, as follows: “Most cycle journeys for non-work purposes and those to rail stations are between 0.5 miles [0.8km] and 2 miles [3.2km], but many cyclists are willing to cycle much further.
