CCA #80 Tijuana River Estuary Critical Coastal Area DESCRIPTION The Tijuana River drains a watershed of 1,735 square miles, 78% of which is behind dams. Two-thirds of the watershed lies in Mexico, but the beginning and endpoints of the river are in the U.S. Portions of the densely urbanized cities of San Diego and Imperial Beach in San Diego County are within this Critical Coastal Area (CCA) watershed. This watershed flows into the Tijuana River Estuary, at the Tijuana River National Estuarine Research Reserve. The estuary receives raw sewage, excessive sedimentation, trash, bacterial, viral, and chemical pollution from the watershed. Rapid and continued development in the watershed threatens the abundant plant and animal life in the estuary. Waterbodies in this CCA that are listed as impaired on the current (2016) Clean Water Act 303(d) list in this CCA are the Tijuana River (impaired by indicator bacteria, selenium, toxicity, ammonia as nitrogen, benthic community effects, cadmium, chlorpyrifos, diazinon, eutrophic, low dissolved oxygen, malathion, pesticides, phosphorus, sedimentation/siltation, solids, surfactants (MBAs), synthetic organics, total nitrogen as N, trace elements, and trash); Tijuana River Estuary (impaired by indicator bacteria, lead, low dissolved oxygen, eutrophic, nickel, pesticides, thallium, toxicity, trash, and turbidity); Pacific Ocean Shoreline, Imperial Beach Pier (impaired by indicator bacteria, PCBs, and trash); Pacific Ocean Shoreline, Imperial Beach, at Cortez Ave (impaired by indicator bacteria); Pacific Ocean Shoreline, Imperial Beach, at End of Seacoast Drive (impaired by indicator bacteria); Pacific Ocean Shoreline, ¾ Mile North of Tijuana River (impaired by indicator bacteria); Pacific Ocean Shoreline, Tijuana River Mouth (impaired by indicator bacteria); Pacific Ocean Shoreline at Imperial Beach at Monument Road (impaired by indicator bacteria); and Pacific Ocean Shoreline, Tijuana, at Border (impaired by indicator bacteria). Potential sources of these pollutants, organized by Source Categories, are listed as Urban Runoff (urban runoff/ storm sewers); Unspecified Nonpoint Source (unknown nonpoint source); Natural Sources; and Source Unknown. California Coastal Commission – December 2019 Page 1 CRITERIA FOR CCA IDENTIFICATION The Tijuana River Estuary Critical Coastal Area (CCA) was identified in 2002 based on the criterion of a coastal watershed where an impaired waterbody on the 2002 Clean Water Act Section 303(d) list (Tijuana River, and Tijuana River Estuary) flows into a federal Marine Managed Area (Tijuana River National Estuarine Research Reserve). This CCA also met the 2014 CCA identification criterion of a coastal watershed where a state-identified Principal Bay or Estuary (Tijuana River Estuary) is an impaired waterbody on the 2010 303(d) list. See California Department of Fish and Wildlife's "California's Living Marine Resources: A Status Report" (2001) and associated map of the Principal Bays and Estuaries of California. In addition, this CCA met the 2014 CCA identification criterion of a coastal watershed where an impaired waterbody on the 2010 Clean Water Act 303(d) list (Tijuana River and Tijuana River Estuary) is adjacent to a California Marine Protected Area (Tijuana River Mouth State Marine Conservation Area). ADDRESSING POLLUTANTS Section 303(d) of the federal Clean Water Act requires states to make a list of impaired waters that are not attaining water quality standards, and to develop a Total Maximum Daily Load (TMDL) or similar approach to account for all sources of the pollutants that caused the water to be listed as impaired. TMDLs include allocations to both point and nonpoint sources (NPS) of the listed pollutants. The current (2016) 303(d) list of impaired waterbodies includes pollutants, potential pollutant sources, and year a TMDL was approved or is expected. To address NPS pollutants, see California’s Nonpoint Source Management Measures for guidance on selecting appropriate Management Measures, which consist of a suite of plans, practices, technologies, operating methods, or other measures that may be used to control NPS pollution. Information for this factsheet was originally compiled by members of California’s Critical Coastal Areas Statewide Committee in 2006. The factsheet was revised and updated in 2019 by the California Coastal Commission’s Water Quality Program staff.
