124, 126 & 128 EAST STREET AND 2286, 2296 & 2298 SOVEREIGN STREET OAKVILLE, ON Final Phase I Environmental Site Assessment Project Location: 124, 126 & 128 East Street and 2286, 2296 & 2298 Sovereign Street Oakville, ON Prepared for: Wyatt Development Group 1107 Lorne Park Road, #208 Mississauga, ON L5H 3A1 Prepared by: MTE Consultants Inc. 1016 Sutton Drive, Unit A Burlington, ON L7L 6B8 August 30, 2016 MTE File No.: 41641-100 EXECUTIVE SUMMARY MTE completed a Phase I ESA for six adjoining properties located at municipal addresses 124, 126 & 128 East Street and 2286, 2296 & 2298 Sovereign Street in Oakville, Ontario (the “Site”).The results of the Phase I ESA indicated that the properties at the Site were first developed in the 1960s to 1970s. The current property owner (967686 Ontario Inc.) purchased the Site in 2004 and operates the properties for residential use. Prior to 2004, the properties within the Site were privately owned for residential use, with the exception of 126 East Street which was used as a residence and hair salon as well as for childcare in the past. The Site is approximately 0.41 hectares (1.01 acres) in area and is located on the south corner of East Street and Sovereign Street in a residential and commercial area of south Oakville. Six Records of Site Condition were acknowledged by the MOECC in March and April 2010 for the individual addresses that comprise the Site. The RSCs were filed based on Phase I ESAs completed by Soil-Mat Engineers in 2008. No Phase II ESAs were completed. The 2008 Phase I ESAs were not available to MTE. The results of this 2016 Phase I ESA identified the following potential environmental concerns on the Site: • Two patched holes were observed on the exterior wall in the vicinity of the existing natural gas piping at 126 East Street, which may have been associated with former vent/fill pipes. The Site contact was not aware of fuel oil being used for heating in any of the buildings on the Site. It is understood that all residential heating at the Site is produced via natural gas-fired furnaces. Therefore the potential for contamination from furnace oil storage and handling is interpreted to be low. However, consideration should be given to conducting localized soil testing at the 126 East Street property during future redevelopment activities to confirm the absence/presence of petroleum-hydrocarbon impacted soil. The results of the Phase I ESA identified the following potential environmental concerns with neighboring or other nearby properties: • The property located at 2297 Lakeshore Road West (approximately 30m southeast) is currently used for commercial purposes. Historical records indicate that it was a gasoline service station from the 1960s to 1990s. In addition, the property located at 2267 Lakeshore Road West (approximately 40m east) is an existing gasoline station. An existing dry cleaner was observed 105 m southeast of the Site at 2304 Lakeshore Road West and a former dry cleaner was located at 2365 Lakeshore Road West (230 m southeast of the Site). Given the locations of these potentially contaminating activities with respect to topography and the inferred groundwater flow direction (southeast towards Lake Ontario which is approximately 400 m east of the Site), the gasoline stations and the dry cleaners are hydraulically down-gradient of the Site and are considered to represent a low environmental concern to the Site. Current and former activities (residences, school and parkland) within the Phase I Study Area that would be considered hydraulically up gradient of the Site represent a very low environmental concern to the Site. Phase I ESA MTE File No.: 41641-100 124,126,128 East Street and 2286, 2296, and 2298 -i- August 30, 2016 Sovereign Street, Oakville, ON The results of the Phase I ESA identified a low potential for environmental concern for contamination to have migrated via groundwater to the Site from current and historical commercial activities along Lakeshore Road West. Lakeshore Road West is considered to be hydraulically downgradient of the Site. Therefore, a Phase II ESA is not recommended at this time. Based on the age buildings at the Site, there is a potential for designated substances or other hazardous materials to be present including asbestos and lead-containing materials, and mercury and PCB-containing equipment. A Designated Substance and Hazardous Materials Survey would be required to determine the presence absence of these substances and materials and would be required prior to any building demolition or renovation activities. Exclusions At the time of writing this report a response to a request for information from the Ministry of Environment and Climate Change had not been received. Although MTE does not anticipate that this exclusion will affect the report conclusions, the absence of this information may be a limitation to the Phase I ESA.
