This Part 1 is the Situation Analysis and structured to set the context for the capacity needs assessment. Much of this was taken from the Situation Analysis Report generated from the first visit early in 2011 and enhanced in subsequent visits. Part 2 then provides the actual Capacity Needs assessment summary and Capacity Development Action Plan (CDEP).
