The following organisations and agencies were involved in the development and finalisation of the plan: Endorsement The Biosecurity Plan for the Cotton Industry (Version 3.0) was formally endorsed by the cotton industry (through Cotton Australia) in July 2015, and the Australian Government and all state and territory governments (through the Plant Health Committee) in August 2015. The Australian Government endorses the document without prejudice for the purposes of industries planning needs and meeting the Department’s obligations under Clause 13 of the EPPRD. In providing this endorsement the Department notes page 38 of the Plan which states: “This Document considers all potential pathways by which a pest might enter Australia, including natural and assisted spread (including smuggling).
