App. - 1 Overview of Boston’s Manufacturing Industry The manufacturing industry in Boston, as in most parts of the country, has experienced a significant decline in the last three decades. Once Boston’s main engine of economic growth, the manufacturing industry has been replaced by other innovative and service-based industries. This decline has been translated into a substantial decrease in the number of jobs available in the Boston manufacturing sector. The years to follow were characterized by a fairly steady decrease in the number of manufacturing jobs in Boston. By 1979, the number of people employed in Boston’s manufacturing companies was down to 54,342. Jobs in the city’s manufacturing sector continued to be lost in the 1980’s, dropping to 33,442 jobs by 1989. In the year 2000, manufacturing -1- establishments in Boston employed 27,993 people1. That is, 41,000 manufacturing jobs were lost from 1969 to 2000, a 59.4% decrease in three decades and a critical change, given the importance that the manufacturing industry has had historically in providing jobs for the less formally trained section of Boston’s labor market. The list of Boston’s 1,147 manufacturing companies in this report was compiled from the 2002 Massachusetts Manufacturing Directory produced by Tower Publishing.2 The manufacturing industry covers a broad spectrum of companies which are described by the U.S. Office of Management and Budget’s 1997 manual as “establishments engaged in the mechanical, physical, or chemical transformation of materials, substances, or components into new products.”3 These companies are grouped by SIC (Standard Industrial Classification) code and/or by the new NAICS (North American Industry Classification System,) which are derived from the U.S. Office of Management and Budget’s Manual (1987 and 1997, respectively.) The manufacturing companies have been arranged into four different lists. The first is an alphabetical listing of Boston’s manufacturing companies, including the company’s name, address, zip code, telephone number, contact person, SIC code, NAICS code, and a brief description of the company’s product. Springfield, Virginia) -2- groups according to their manufactured products. Within these major groups, there are also subgroups. For example, in major group 20 (Food and Kindred Products), the companies with the SIC code 2011 process various types of meat, while companies with SIC code 2024 produce ice cream products. A summary of the SIC major groups is shown in Table 1. The SIC code summary shows that major group 27 (Printing, Publishing, and Allied Companies) is the most dominant group of manufacturing companies in the city, accounting for 38.4%, or over one third of the city’s manufacturing. Major group 39 (Miscellaneous Manufacturing Companies - made up of a variety of smaller product lines such as jewelry, musical instruments, toys, sporting goods, and signs) is the second largest manufacturing group accounting for 8.7% of the city’s manufacturing. At 8.2%, major group 20 (Food and Kindred Products) is the city’s third largest manufacturing group. Other manufacturing groups that have a notable number of companies in the city are major group 23 (Apparel and Other Similar Products Made from Fabrics etc.) with 6.7% of the city’s manufacturing companies, 34 (Fabricated Metal Products) with 5.8%, and 35 (Machinery) with 5.6% of the city’s manufacturing companies. Together these categories account for 73.4% of all of the manufacturing companies in the city. This event, along with the rapid emergence of new industries - among other factors - resulted in the creation of the North American Industrial Classification System (NAICS) in 1997. The third section of this report lists the 1,147 Boston manufacturing establishments by NAICS code. NAICS codes in this list were derived from the 1997 North American Industrial Classification System Manual, which lists the correspondence between SIC and NAICS Codes. Table 2 presents the distribution of Boston manufacturing companies for these different NAICS subsectors. The NAICS listing is subdivided into three-digit subsectors, which best resemble the major SIC groups used in the previous section. As a result, similar categories of manufacturers top the lists in both Tables 1 and Table 2. Together these two subsectors amount to 38.2% and correspond to the SIC classification of printing (27), which accounted for 38.4% of all the manufacturers shown in Table 1. Other large subsectors are 339 (Miscellaneous Manufacturing) with 10.3%, 311 (Food Manufacturing) with 7.3%, 332 (Fabricated Metal Product Manufacturing) with 6.4%, and 334 (Computer/Electronics) with 5.4% of all manufacturing establishments in the City of Boston. These six subsectors, together, account for almost 70% of the manufacturing industry in Boston. Figure 3 shows the distribution of all the manufacturing establishments in the City of Boston by NAICS subgroups. Figure 3.
