INTRODUCTION The Berkeley-Charleston-Dorchester Council of Governments (BCDCOG) is one of ten Councils of Governments (COGs) created to serve the municipalities and counties of this state. The BCDCOG provides a forum through which locally elected officials and their representatives may meet to discuss and resolve issues of mutual concern.
