
MINUTES OF THE MEETING COMMISSION ON CHICAGO LANDMARKS MARCH 7, 2013 The Commission on Chicago Landmarks held a regular meeting on March 7, 2013. The meeting was held at the City Hall, 121 N. LaSalle St., Room 201-A, Chicago, Illinois. Commissioner Leon called the meeting to order. 1. Approval of the Minutes of the February 7, 2013, Regular Meeting Motioned by Dziekiewicz, seconded by Wong. Approved unanimously. (5-0) 2. Preliminary Landmark Recommendation, Report from the Department of Housing and Economic Development, and Final Landmark Recommendation to City Council OPPENHEIMER-GOLDBLATT BROTHERS DEPARTMENT STORE WARD 20 4700 S. Ashland Ave. Resolution to adopt the Preliminary Recommendation, accept the Department’s Report, and adopt the Final Recommendation to City Council for Landmark Designation for the OPPENHEIMER-GOLDBLATT BROTHERS DEPARTMENT STORE. Motioned by Wong, seconded by Dziekiewicz. Approved unanimously. (5-0) 3. Report from the Department of Housing and Economic Development STEGER BUILDING WARD 42 28 E. Jackson Blvd. Resolution to accept the Department’s Report for the building and take the next step in the designation process to request the consent from the property owners. Motioned by Mooney, seconded by Dziekiewicz. Approved unanimously. (5-0) 4. Final Landmark Recommendation to City Council PORTAGE PARK THEATRE BUILDING WARD 45 4042-60 N. Milwaukee Avenue, 4905-15 W. Cuyler Ave. Resolution to adopt the final landmark recommendation to City Council for the PORTAGE PARK THEATER. Alderman Arena spoke in support of the designation. Motioned by Wong, seconded by Dziekiewicz. Approved unanimously. (5-0) 5. Class L Property Tax Incentive – Final Certification VASSAR SWISS UNDERWEAR COMPANY BUILDING WARD 32 2545 W. Diversey Ave. Resolution to certify that the project has been substantially completed in accordance with the approved ordinance and meets the eligibility requirements for the Class L incentive for the VASSAR SWISS UNDERWEAR COMPANY BUILDING. Motioned by Wong, seconded by Mooney. Approved unanimously. (5-0) 6. Preliminary Decision on Permit Application for the Demolition of a Building Pursuant to §2-120-760 and to §2-120-825 of the Municipal Code MID-NORTH DISTRICT WARD 43 2347 N. Geneva Terrace ANNOUNCED: The owner has requested that the review of this project be postponed for 30 days. This item will be on the agenda for the April 4th Commission meeting. 7. Schedule for a Public Hearing on Permit Application for the Demolition of a Building Pursuant to §2-120-760 and to §2-120-825 of the Municipal Code - Announcement LONGWOOD DRIVE DISTRICT WARD 19 10353 S. Seeley Ave. ANNOUNCED: The request for an informal conference expired on January 21, 2013. A public hearing is scheduled for: Date: April 8, 2013 Location: City Hall, 121 N. Permit Review Committee Reports Report on Projects Reviewed at the February 7, 2013 Permit Review Committee Meeting Ernest Wong, Chair of the Permit Review Committee, presented the report from the Permit Review Committee meeting of February 7, 2013 (see attached). Report on Permit Decisions by the Commission Staff for the month of February 2013 Dijana Cuvalo presented the staff report for the month of February 2013 (see attached). 9. (5-0) Andrew Mooney, Secretary PERMIT REVIEW COMMITTEE REPORT TO COMMISSION ON CHICAGO LANDMARKS April 4, 2013 The Permit Review Committee (PRC) met on March 7, 2013, at 1:30 p.m. The meeting was held at 121 N. LaSalle, Room 1103. Present: Ernest Wong, Chair Victor Dziekiewicz James Houlihan Staff: Eleanor Gorski, Assistant Commissioner, Historic Preservation Division, Bureau of Planning and Zoning, Department of Housing and Economic Development Dijana Cuvalo Lawrence Shure The following projects were reviewed by the PRC: 1. 2202 N. Cleveland (Mid-North District – 43rd Ward) Proposal: Proposed new rear 2½-story addition to a corner single-family residence Action: Approved unanimously with the following conditions: 1. As proposed, the new siding on the addition shall match the profile and lap exposure of the existing siding, with details to be included in the permit plans; 2. As proposed, the new windows shall match the existing windows in size, glass size, muntin arrangement and muntin profile. Existing and proposed window details shall be submitted with the permit application; and, 3. As proposed, any new masonry shall match the size, color, texture and joint profile of the historic masonry. 2. 2030 N. Orleans (Mid-North District – 43rd Ward) Proposal: Proposed exterior and interior rehabilitation of the 3-unit masonry building including extending the height of the side parapet walls, moving the chimney, masonry repairs, and alterations to existing rooftop addition. Action: Approved unanimously with the following conditions: 1. The new dormer additions are approved as proposed on plans dated February 15, 2013. Exterior cladding of the additions shall be dark painted wood or fiber-cement siding; 2. The height extension of the front portion of the masonry side parapet walls and moving of masonry chimney are approved as proposed on plans dated February 15, 2013; 3. Any brick replacement units shall match the original brick in size, color, texture and finish. New mortar shall match the historic mortar in color, joint profile, and strength/type. Samples shall be reviewed and approved by Historic Preservation staff prior to order and installation; and, 4. Masonry cleaning specifications and material safety data sheets shall be reviewed and approved as part of the permit application.
